About this file

This document is the OBO Guide Specifications FY26, effective October 1, 2025, which serves as the technical standards and specifications for U.S. Department of State Overseas Buildings Operations (OBO) construction projects. The document establishes standardized design criteria, codes, and construction requirements organized into multiple volumes covering design standards, project requirements, space planning, and deliverable resources. Section 033000 on Cast-in-Place Concrete provides comprehensive specifications for concrete work including formwork, reinforcement, materials, mixture design, placement procedures, and quality assurance requirements. Key requirements include concrete classification based on exposure conditions per ACI 318, a 100-year design service life with corrosion initiation and propagation modeling, preconstruction testing and qualification of concrete mixtures, and mandatory use of OBO-prequalified reinforcing steel manufacturers. The specifications require qualified installers, ready-mix concrete manufacturers certified to ASTM C94/C94M, professional engineers for formwork design, and independent testing agencies accredited by International Accreditation Services or inspected by the Cement and Concrete Reference Laboratory. Contractor submissions must include design mixtures, shop drawings, thermal control plans for mass concrete, service life reports, and a comprehensive quality control program in accordance with ACI 121R standards.

The 2026 edition incorporates updates from the 2024 International Code Council Family of Codes, introduces new guide specifications including Section 329300 for Plants and site furnishings, and reorganizes project requirements documents for improved consistency with drawing documentation standards. The document specifies compliance with numerous ACI publications including ACI 301 for structural concrete specifications, ACI 303.1 for architectural concrete, and ACI 562 for repair and rehabilitation. Additional requirements address reinforcement accessories, epoxy-coated or stainless steel reinforcing bars for corrosion protection, synthetic fiber reinforcement, and various floor hardeners and waterstops. The specifications establish rigorous quality control procedures including preinstallation conferences with mandatory attendees, independent quality assurance inspectors, field testing technicians certified to ACI standards, and laboratory testing technicians qualified in concrete strength and material testing. Testing requirements encompass alkali-silica reactions, shrinkage, modulus of elasticity, permeability, freeze-thaw durability, and aggregate expansion, with referenced standards including ASTM C1567, C157, C469, C1202, and C666 for durability assessment and service life modeling per STADIUM software or fib Bulletin 34 methodologies.

*OBO Codes (U) (Full minus OBO Telecommunications Code Volume B)

*OBO Telecommunications Code Volume B (SBU)

OPSR Volumes 1-4 make up the OBO Design Standards and are under the purview of the Office of Design and Engineering (OBO/PDCS/DE). The documents contained herein represent all guidance and technical requirements for these standards.

OPSR Volumes 5-8 make up the OBO Deliverable Resources and are under the purview of the Office of Project Development and Coordination (OBO/PDCS/PDC).

Design Principles The mission of the Bureau of Overseas Buildings Operations (OBO) is to provide the most effective facilities for conducting United States diplomacy abroad.

OBO/PDCS/DE develops the design standards and criteria for all overseas State

Department facilities. OBO adopts industry codes and standards and supplements those with unique State Department requirements.

Design Tenets Embassy and consulate buildings should present a welcoming architectural form that represents the United States and acknowledges Host Nation culture with mutual respect via architecture, design, engineering, technology, art, and culture.

The State Department expects to use and operate its buildings for many decades.

This places a greater emphasis on the total cost of ownership long term. Life-cycle cost-effective energy and water efficiency measures should be incorporated to the extent operable and maintainable by local staff. Passive strategies, such as high insulation levels and thermal bridge reductions, should be prioritized over mechanical, high-tech, or proprietary systems with greater maintenance requirements. The concept of whole-building performance must be incorporated into the design to optimize the balance of function, security, safety, energy, resiliency, operability, and maintainability.

2025-2026 Changes The 2026 OBO Design Standards include updates to guidance and technical requirements submitted by diverse OBO subject matter experts. Some highlights include:
