About this file
This is a Security Classification Guide bulletin issued by the U.S. Department of State, Bureau of Overseas Buildings Operations on July 31, 2020. The bulletin serves as an addendum to the 2018 Security Classification Guide for Design and Construction of Overseas Facilities (SCG-DCOF) and applies to all OBO projects that reference this guide.
The bulletin clarifies that site-specific floor plans for office buildings, office suites, Chief of Mission Residences (CMRs), Deputy Chiefs of Mission Residences (DCMRs), and Marine Security Guards Quarters (MSGQs) must be marked and controlled as Sensitive but Unclassified (SBU) material. This requirement existed in the 2003 version of the SCG-DCOF but was inadvertently omitted from the 2018 version. All such floor plans must now be marked and handled in accordance with SBU handling requirements. Questions regarding the bulletin should be directed to SiteSecurityOperations@state.gov.
