About this file

This file is the OBO Project Standard Requirements (OPSR) 1 - OBO Codes for FY26, effective October 1, 2025, which establishes the comprehensive building code standards and technical requirements for all U.S. Department of State overseas facilities. The document adopts and amends the 2024 International Code Council Family of Codes, including the International Building Code (IBC), International Fire Code (IFC), International Mechanical Code (IMC), International Plumbing Code (IPC), International Residential Code (IRC), International Swimming Pool & Spa Code (ISPSC), International Zoning Code (IZC), and the 2020 National Electrical Code (NEC), along with OBO-developed telecommunications standards. Key 2026 updates include adoption of 2024 ICC code editions with relocated fire alarm requirements from specifications to IBC Chapter 9, updated structural tables, new equipment and chemical storage room provisions in pool codes, reorganized OBO Project Requirements with reformatted citations, new guide specification for plants (329300), and divided OBO Telecommunications Code into separate Unclassified and Sensitive But Unclassified volumes.

The OPSR establishes critical design principles emphasizing welcoming architecture representing U.S. values while respecting host nation culture, life-cycle cost-effectiveness with priority on passive energy strategies over high-tech systems, whole-building performance optimization, and operability by local staff. The codes mandate automatic sprinkler systems in all new buildings per NFPA 13 standards, establish specific requirements for embassy occupancy types including Marine Security Guard Residences, representational housing, and staff housing, prescribe security-related provisions in Chapter 34 covering physical and technical security for chanceries, consulates, and satellite facilities, prohibit toxic materials including asbestos and lead in new construction, restrict wireless-capable mechanical equipment in controlled access areas, and require qualified fire protection engineers to design and certify all life safety and fire protection systems. All projects must obtain permits from the OBO Office of Design and Engineering as the Authority Having Jurisdiction, submit code analyses identifying applicable OPSR and code versions, provide professional seals from registered design professionals, and maintain documented equivalencies for any deviations from established standards on a project-specific basis.

About This Edition The 2026 Edition of the OBO Project Standard Requirements (OPSR) is organized into the following volumes in order of precedence:

• OPSR 1 – OBO Codes*

• OPSR 2 – OBO Guide Specifications

• OPSR 3 – OBO Project Requirements

• OPSR 4 – OBO Space and Adjacencies

• OPSR 5 – OBO Deliverable Requirements

• OPSR 6 – Reserved

• OPSR 7 – OBO Standard Templates

• OPSR 8 – OBO Standard Questionnaires

*OBO Codes (U) (Full minus OBO Telecommunications Code Volume B)

*OBO Telecommunications Code Volume B (SBU)

OPSR Volumes 1-4 make up the OBO Design Standards and are under the purview of the Office of Design and Engineering (OBO/PDCS/DE). The documents contained herein represent all guidance and technical requirements for these standards.

OPSR Volumes 5-8 make up the OBO Deliverable Resources and are under the purview of the Office of Project Development and Coordination (OBO/PDCS/PDC).

Design Principles The mission of the Bureau of Overseas Buildings Operations (OBO) is to provide the most effective facilities for conducting United States diplomacy abroad.

OBO/PDCS/DE develops the design standards and criteria for all overseas State

Department facilities. OBO adopts industry codes and standards and supplements those with unique State Department requirements.

Design Tenets Embassy and consulate buildings should present a welcoming architectural form that represents the United States and acknowledges Host Nation culture with mutual respect via architecture, design, engineering, technology, art, and culture.

The State Department expects to use and operate its buildings for many decades.

This places a greater emphasis on the total cost of ownership long term. Life-cycle cost-effective energy and water efficiency measures should be incorporated to the extent operable and maintainable by local staff. Passive strategies, such as high insulation levels and thermal bridge reductions, should be prioritized over mechanical, high-tech, or proprietary systems with greater maintenance requirements. The concept of whole-building performance must be incorporated into the design to optimize the balance of function, security, safety, energy, resiliency, operability, and maintainability.

2025-2026 Changes The 2026 OBO Design Standards include updates to guidance and technical requirements submitted by diverse OBO subject matter experts. Some highlights include:

• Adoption of the 2024 International Code Council Family of Codes:

o Moved Chapters 9 and 10 requirements from the OBO International Fire

Code to the International Building Code.

o Updated Structural tables in the International Building Code.

o Added Equipment Rooms and Chemical Storage Rooms to the

International Swimming Pool and Spa Code.

o Updated Harvesting Water requirements in the International Zoning

Code.

o Divided the OBO Telecommunications Code into separate Unclassified (U) and Sensitive But Unclassified (SBU) volumes.

• New OBO Guide Specification:

o 329300 Plants.

• Reorganization of the OBO Project Requirements (OPR):

o Reformatted content so every paragraph can be cited.

o Reordered OPR documents to match drawing documentation standards in OPSR 05 (See Crosswalk).

o Consolidated OPR 4-022-01 Compound Access Control and OPR 4-201-01

Support Buildings into OPR 02 General (See Crosswalk).

o Renamed OPR 2-300-01 Utility Services to OPR 08 Civil (See Crosswalk).

o Renamed OPR 2-601-01 Site Design to OPR 09 Landscape (See Crosswalk).

o Developed new OPR 15 Water Feature (See Crosswalk).

• Elimination of the 2025 OPSR Volume 6 – OBO Reference Documents:

o Deleted or revised outdated drawings.

o Incorporated revised drawings into the appropriate OPR as attachments

(See Crosswalk).

• Updates to the Space Requirements Program Modules (SRP-Ms):

o Developed new SRP-M to provide guidance on size, naming, and required components.

o Developed new SRP-Ms for the DT Suite (Diplomatic Technology).

o Created a new FLEX Mission space group that includes all standard SRP-

Ms.

Please reference the CCR Change Log and FY26 Crosswalks (OPR and Drawings) for detailed information concerning incorporated changes. For changes related to SRP-
