About this file
This is a security classification bulletin issued by the U.S. Department of State's Bureau of Overseas Buildings Operations (OBO) on December 19, 2024, serving as an addendum to the 2018 Security Classification Guide for Design and Construction of Overseas Facilities (SCG-DCOF).
The bulletin updates classification guidance for physical security vulnerabilities in overseas facility projects. The key requirement specifies that physical security project information for non-Controlled Access Areas (non-CAA), including deficiencies, vulnerabilities, and proposed or existing features documented in surveys, reports, or design documents, must be marked and handled as Sensitive but Unclassified (SBU). This applies to both proposed or existing physical security features (Table IV-7, Item 6) and results of surveys and inspections (Table IV-7, Item 9). For deficiencies impacting CAA areas, the applicable location-based table within the 2018 SCG-DCOF must be followed, which may require CONFIDENTIAL marking. The bulletin applies to all OBO projects that reference the 2018 SCG-DCOF and clarifies the previous language that did not differentiate between physical security vulnerabilities affecting CAA versus non-CAA areas. Questions regarding implementation should be directed to OBO-SSO-Policy@groups.state.gov.

SECURITY CLASSIFICATION GUIDE FOR DESIGN AND
CONSTRUCTION OF OVERSEAS FACILITIES BULLETIN
Issued: December 19, 2024
Subject: Sensitive but Unclassified (SBU) Marking Update: 2018 Security Classification Guide for Design and Construction of Overseas Facilities (SCG-DCOF)
Scope: This bulletin provides updated classification guidance regarding the CONFIDENTIAL marking requirement for physical security vulnerabilities not visible to the general public and serves as an addendum to the 2018 SCG-DCOF.
Applicability: This bulletin applies to all OBO projects that reference the 2018 SCG-DCOF.
Background: The 2018 SCG-DCOF (table IV-7) designated a CONFIDENTIAL marking requirement for site-specific physical security vulnerabilities not visible to the general public. The current language does not differentiate between physical security vulnerabilities impacting Controlled Access Areas (CAA) and those impacting non-CAA.
Requirement: Physical security project information for non-CAA, to include deficiencies, vulnerabilities, and proposed or existing features, must be marked and handled as Sensitive but Unclassified (SBU). For deficiencies impacting CAA, the applicable table within the 2018 SCG- DCOF must be followed based on location. The excerpt below includes the updates to table IV- 7.
