APPENDIX A: Global Advisory Resume Templates - Task Order Level

1. PROGRAM OFFICE(S) AND BACKGROUND:

1.1. The Bureau of African Affairs, Office of Regional Peace, and Security (AF/RPS) is the funding office for this effort.

1.2. AF/RPS is partnering with the Bureau of Poli�cal-Military Affairs, Office of Global Programs and Ini�a�ves (PM/GPI) and Office of Security Assistance (PM/SA) to advance U.S. foreign policy goals through a variety of programs and policies designed to bolster peace, security and regional stability throughout the world.

1.3. Program ac�vi�es support a wide range of requirements including but not limited to border management and security, budge�ng and strategic planning, cease-fire monitoring/verifica�on processes, counter-insurgency, cybersecurity, doctrine development, etc.

1.4. Global Advisory is the given name of this mul�ple award Indefinite-Delivery/ Indefinite-Quan�ty (IDIQ) contract. Global Advisory is the successor to the Global Advisory and Support Services (GASS) IDIQ and AF Advisory IDIQ contracts.

1.5. This is a non-personal services task order to provide support services in the coastal East Africa and Balkans geographic regions. The Government shall not exercise any supervision or control over contractor personnel performing the services detailed in this statement of work (SOW). Such task order service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

2. TASK ORDER PURPOSE AND OBJECTIVES:

2.1. The purpose of this Sample Task Order is to provide all personnel, equipment, documenta�on, supplies, facili�es, transporta�on, tools, materials, supervision, training, training-aids, security, overseas medical and evacua�on services, and other items and non-personal services necessary to achieve the following objec�ves:

2.1.1. Objec�ve 1 (Senior Logis�cs Advisor (Organiza�onal Level): Throughout the period of performance (POP) of this Sample Task Order, the contractor shall provide the host na�on the necessary logis�cs, maintenance and supply chain management advisory services required to support their na�onal security strategy.

2.1.2. Objec�ve 2 (Cybersecurity Advisor (Execu�ve Level): Throughout the period of performance (POP) of this Sample Task Order, the contractor shall provide the host na�on the necessary cybersecurity advisory services required to support their na�onal security strategy.

3. SCOPE OF WORK/REQUIRED TASKS (all advisors):

3.1. Task A: Develop and Maintain the Capability Assessment

3.1.1. Within ninety (90) days of embedding within the host na�on, the Logis�cs and

Cybersecurity Advisors, shall submit separate Ini�al Capability Assessments (ICA) u�lizing the COR supplied template [to be provided at TO award]. The capability assessment will build off the previous years’ assessments.

3.1.2. The Contractor shall develop a capability assessment report that shall include short, mid, and long-term objec�ves and key performance indicators to measure effec�veness.

3.2. Task B: Develop and Maintain a Work Plan

3.2.1. The Logis�cs and Cybersecurity Advisors shall each develop a separate work plan, forecas�ng daily ac�vi�es that address iden�fied gaps. The work plan shall include breakdown of �melines, milestones, and training schedules.

3.2.2. The Work Plan shall priori�ze and forecast weekly technical assistance ac�vi�es that include a breakdown of �melines, milestones, and mentorship schedules.

3.2.3. All advisors shall coordinate with Partner Na�on military personnel, the AF/RPS PSC PKO Program Manager and other AF/RPS and Bureau of Poli�cal-Military Affairs Office of Security Assistance (PM/SA) representa�ves, U.S. AFRICOM, U.S.

EUCOM, and other friendly donor na�ons when dra�ing and upda�ng their work plans to ensure proposed ac�vi�es do not conflict or overlap with other assistance efforts.

3.2.4. All advisors shall include in their work plans a component that iden�fies the incorpora�on of women into the training tasks, as appropriate for local culture and workforce.

3.2.5. All advisors shall par�cipate in weekly mee�ngs with the Office of Security Coopera�on (OSC), at which �me they shall provide updates on progress made toward implemen�ng ac�vi�es described in the work plan, discuss any necessary adjustments, and highlight upcoming ac�vi�es.

3.2.6. At a minimum, each advisor shall update their work plan on a quarterly basis, as part of the quarterly repor�ng requirements described in Sec�on 10 of this Sample Task Order.

4. SCOPE OF WORK/REQUIRED TASKS (advisor specific):

4.1. Senior Logis�cs Advisor (Organiza�onal Level): In support of Objec�ve 1 (paragraph 2.1.1.), the Senior Logis�cs Advisor shall:

4.1.1. Task A: Provide Advisory Services to the various Logis�cs, Maintenance, and Supply organiza�ons throughout the place of performance iden�fied in Sec�on 5 of this Sample Task Order.

4.1.1.1. If/when the host na�on decides on a specific course of ac�on (COA), assist with wri�ng and ins�tu�ng the new system/COA.

4.1.1.2. The Contractor shall con�nue to maintain an up-to-date list of outstanding host na�on requirements (ex: unit XYZ ran out of ammo).

4.1.1.3. The contractor shall provide technical advisory support on integra�ng improved logis�cs elements into the logis�c enterprise.

4.1.1.4. The Contractor shall assist the host na�on in developing standard opera�ng procedures (SOPs) within the logis�cs units. At a minimum, these will describe detailed methods for improving current logis�cs and property management capabili�es.

4.1.1.5. The contractor shall assess all data rela�ng to equipment availability and make recommenda�ons to improve opera�onal readiness.

4.1.1.6. The contractor shall assist with incorpora�ng sustainable improvements into exis�ng training curriculum.

4.1.1.7. As appropriate, the Contractor will interface with other interna�onal advisors to stay current on needs, and de-conflict assistance.

4.1.1.8. The Contractor will serve as the Host Na�on’s subject mater expert on the use and capabili�es of forward support companies (logis�cs companies and maintenance companies).

4.1.1.9. The Contractor will provide daily support and mentoring to host na�on staff on new processes and systems being implemented with an emphasis on transi�oning advisory services to key host na�on personnel. A cadre of personnel shall be iden�fied and trained in this capacity over the life of the contract.

4.1.2. Task B: Provide Support to the Host Na�on Logis�cs, Maintenance and Supply Depot.

4.1.2.1. The Contractor shall support the host na�on conduct inventory management including receiving, inventorying, examining, deconsolida�ng (break-down), re-consolida�ng, and labeling equipment for designated equipment and materials.

4.1.2.2. The Contractor shall support the host na�on improve and maintain the exis�ng inventory management system. This system shall incorporate foreign assistance provided by interna�onal donors.

4.1.2.3. The Contractor shall support the host na�on monitor and track all equipment and materials.

4.1.2.4. The Contractor shall support the host na�on with a rou�ne tracking and supply report on the status of all equipment, including required preven�ve and rou�ne maintenance.

4.1.2.5. The Contractor shall support the development of a Shipping Report outlining the delivery loca�on, the shipment number, product descrip�on and quan��es of supplies being shipped, container sizes (20’/40’), number of containers in the shipment, es�mated �me of departure, es�mated �me of departure at Sea Port of Embarka�on (SPOE), es�mated �me of arrival at Sea Port of Debarka�on (SPOD), clearance documenta�on, and es�mated date of delivery to the place of performance. This will be standardized across all branches of service.

4.1.2.6. The Contractor shall serve as an interface with all key stakeholders to ensure all equipment is properly inventoried and entered into the inventory management system.

4.1.2.7. The Contractor shall iden�fy and mentor host na�on personnel on Enterprise Resource Planning (ERP), US-original equipment, and related topics with an emphasis on transi�oning advisory services. A cadre of personnel shall be iden�fied and trained in this capacity over the life of the contract.

4.1.3. Task C: Provide Ongoing Monitoring

4.1.3.1. The Contractor shall conduct follow-up interviews with mentored staff to determine impact of assistance.

4.1.3.2. The Contractor shall begin monitoring and evalua�on data collec�on for all indicators, as provided by Department of State Monitoring and Evalua�on (M&E) team following award of the contract. Data collec�on shall be conducted on a regular and con�nuing basis from the �me that each Performance Monitoring Framework is approved un�l the task order is completed. The frequency of data collec�on shall be defined per each indicator in the frameworks.

4.2. Cybersecurity Advisor (Execu�ve Level): In support of Objec�ve 2 (paragraph 2.1.2.), the Cybersecurity Advisor shall:

4.2.1. Task A: Provide cybersecurity advisory services to enhance security sector governance and build the ins�tu�onal capacity of select U.S. partners at the service, ministerial and na�onal levels throughout the place of performance iden�fied in Sec�on 5 of this Sample Task Order.

4.2.1.1. Provide policy guidance and advise to enable an increase in cyber capacity and effec�veness at mi�ga�ng and managing malicious cyber ac�vity across ins�tu�ons.

4.2.1.2. Provide specific assistance on agreed upon solu�ons to enhancing cyber governance standards, policies and protocols and increase the coordina�on on cyber roles and responsibili�es.

4.2.1.3. Work with host na�on clients to iden�fy barriers to ins�tu�onal change and make recommenda�ons to overcome them.

4.2.1.4. Assist host na�on develop more efficient and effec�ve processes for cyber defense and overall cyber strategy.

4.2.1.5. Atend na�onal-level and interagency mee�ngs and planning sessions as requested (permited) by the partner.

4.2.1.6. Meet at least monthly with senior representa�ves to discuss the project’s progress.

4.2.1.7. Collaborate with U.S. Embassy and other U.S. interagency subject mater experts to support the cybersecurity effort and ensure effec�ve interagency coordina�on (within the U.S. Government and the host government) around cyber reforms.

4.2.1.8. Assess host na�on cyber regula�ons, staff and current opera�ng procedures, to iden�fy strengths and gaps within exis�ng cyber processes and develop approaches to op�mize opera�ons, policies and communica�on with cyber stakeholders.

4.2.2. Task B: Maintain Performance Monitoring Framework and support data collec�on ac�vi�es.

4.2.2.1. Manage the development and maintenance of the Performance Monitoring Framework to include performance indicators and Department of State repor�ng requirements.

4.2.2.2. Work with State Department and host na�on partners to determine project indicators, as well as the frequency of data collec�on and defini�on for each indicator in the corresponding framework.

4.2.2.3. Begin data collec�on for all M&E indicators, as determined by the COR a�er approval of the ini�al Work Plan.

4.2.2.4. Conduct data collec�on on a regular and con�nuing basis and report quarterly to the COR star�ng from the �me that each Performance Monitoring Framework is approved un�l the task order is completed.

5. PLACE OF PERFORMANCE:

5.1. Senior Logis�cs Advisor (Organiza�onal Level) – shall carry out all assigned tasks in the coastal East Africa geographic region.

5.2. Cybersecurity Advisor (Execu�ve Level) – shall carry out all assigned tasks in the Balkans geographic region.

Note: This is a hypothetical Task Order for IDIQ evaluation purposes, no U.S. Embassies or foreign governments should be contacted.

6. PERIOD OF PERFORMANCE:

6.1. The period of performance for this Sample Task Order shall be a base period of twelve months.

7. WORK ACCOMPLISHMENT:

7.1. The contractor shall accomplish the assigned work by employing and u�lizing qualified personnel with appropriate combina�ons of educa�on, training, and experience. The contractor shall match personnel skills to the work/task outlined herein. The contractor shall ensure the labor categories, labor rates, and man-hours u�lized in the performance of this Sample Task Order are adequate to accomplish the tasks outlined in the SOW. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer this Sample Task Order.

8. KEY PERSONNEL POSITIONS:

8.1. To successfully achieve the purpose and objec�ves of this Sample Task Order, the Contractor shall assign the following personnel to this Sample Task Order:

8.2. The Contractor shall submit resumes for each of the Key Personnel Posi�ons listed herein. Resume templates are provided in Appendix A of this Sample Task Order.

Resumes are restricted to three pages, all with 1” margins. Required Font: Calibri, size 10 (minimum)

8.3. These resumes are expected to be for real people however, a leter of commitment is NOT required. The intent here is for offerors to demonstrate the ability and understanding necessary to recruit and hire personnel at the task order level.

8.4. The Contractor shall make no subs�tu�ons of key personnel without prior no�fica�on to, and concurrence of, the COR during the POP. The Contractor shall make no subs�tu�ons of key personnel unless necessitated by illness, death, or termina�on of employment.

8.5. No later than 30 calendar days a�er task order award, the Contractor shall furnish to the COR proof of the candidate advisors’ medical clearance equivalent to Department of State Level 1 as determined by a licensed healthcare prac��oner. The candidate shall undergo a medical assessment that examines their physical and mental fitness to perform the du�es of a logis�cs advisor, including the ability to li� 50 pounds and work in sub-Saharan climates without climate control. If the candidate assessment results in failure, the contractor shall be responsible for providing a replacement at no addi�onal cost to the U.S. government.

9. SPECIAL KNOWLEDGE, EXPERIENCE AND EDUCATIONAL REQUIREMENTS:

9.1. It is the contractor’s responsibility to ensure that all candidates filling advisory posi�ons meet the minimum qualifica�on requirements specified in this Sample Task Order.

9.2. Contractors are prohibited from pursuing Government funding for training that would make a(n) unqualified candidate(s) eligible for considera�on.

9.3. Senior Logis�cs Advisor (Organiza�onal Level)

9.3.1. Educa�on: Bachelor’s Degree with a concentra�on in logis�cs and supply chain management, research & evalua�on, and/or other related fields.

9.3.2. Experience and Qualifica�ons:

9.3.2.1. Three years working in a sub-Saharan Africa partner na�on as a logis�cs advisor to partner na�on militaries.

9.3.2.2. Five years’ hands-on experience working in a U.S. (or NATO) military logis�cs career field at the Batalion (S-4) sec�on or equivalent level, with at least two years working at the Brigade or equivalent Staff level.

9.3.2.3. Four years’ experience with supply sourcing systems and military resourcing systems.

9.3.2.4. Demonstrated adherence to quality standards and reviews program deliverables.

9.3.2.5. Demonstrated research, analy�cal, and problem-solving capabili�es.

9.3.2.6. Demonstrated ability to successfully work with customers/clients, including the ability to respond to cost and technical tasks, monitor contract and task order performance, and apply required course correc�ons.

9.3.2.7. Demonstrated proficiency with Microso� Office so�ware to include Word, Power Point, Teams, Excel (advanced) and SharePoint. List examples showing advanced skills, e.g., presenta�on development, writen policies/procedures, formulas/func�ons, data visualiza�on, pivot tables, macros, or VBA language. Provision of Cer�fica�on in MS Office through industry recognized provider (e.g., Cer�port, Coursera, etc.) is required.

9.3.2.8. Demonstrated fluency (spoken and writen) in English language, when such is not the na�ve language, including experience summarizing complex technical and programma�c issues in a concise manner for the U.S. government. Provision of Cer�fica�on in English language through industry recognized provider (e.g., Test of English as a Foreign Language (TOEFL), Interna�onal English Language Tes�ng System (IELTS), etc.) is required.

9.4. Cybersecurity Advisor (Execu�ve Level)

9.4.1. Educa�on: Bachelor’s Degree with a concentra�on in computer science, cybersecurity, cyber opera�ons, informa�on management, informa�on systems security, and/or other related fields.

9.4.2. Experience and Qualifica�ons:

9.4.2.1. Ten years’ experience (or eight years and a master’s degree) in the U.S.

military (CW4 or O-5 or higher) and/or civilian equivalent (FS-02/GS-14 or industry equivalent) working in cybersecurity at the na�onal level or large organiza�onal level.

9.4.2.2. Experience working for the U.S. Department of Defense’s Joint Chief of Staff (JCS) or other large enterprise-wide en�ty at the Department of Defense, Department of State, Department of Homeland Security, or other large U.S. government agency.

9.4.2.3. Experience as the director or program manager for one or more projects implemen�ng cybersecurity capacity building ini�a�ves.

9.4.2.4. Experience developing and communica�ng cybersecurity policies, strategies, organiza�onal structures, technical concepts and procedures at the military service staff level, joint staff level or equivalent organiza�onal level.

9.4.2.5. Experience working with senior foreign military officials and/or senior foreign government officials.

9.4.2.6. Demonstrated understanding of cybersecurity challenges in emerging markets and teaching/coaching/mentoring professionals on fragile states and transi�oning topics.

9.4.2.7. Demonstrated proficiency in qualita�ve/quan�ta�ve research methods, problem solving, adherence to quality standards and program deliverables.

9.4.2.8. Demonstrated ability to successfully manage mul�ple contracts/task orders, coordinate ac�vi�es in mul�ple loca�ons and work well with customer/clients in a mul�-cultural environment.

9.4.2.9. Possess one or more of the following cer�fica�ons:

9.4.2.9.1. Cer�fied Informa�on Systems Security Professional (CISSP)

9.4.2.9.2. NIST Cyber Security Professional (NCSP)

9.4.2.9.3. Cer�fied Informa�on Systems Auditor (CASP)

9.4.2.10. Demonstrated fluency (spoken and writen) in English language, when such is not the na�ve language, including experience summarizing complex technical and programma�c issues in a concise manner for the U.S. government. Provision of Cer�fica�on in English language through industry recognized provider (e.g., Test of English as a Foreign Language (TOEFL), Interna�onal English Language Tes�ng System (IELTS), etc.) is required.

10. DELIVERABLES:

10.1. The Contractor and Advisor(s) shall provide deliverables via email and in accordance with the submission guidance provided by the COR following the Deliverable(s) Schedule, paragraph 9.5. below.

10.2. Addi�onal details for each deliverable are referenced by paragraph in the Deliverable Schedule.

10.3. All deliverables to the U.S. government shall be in English.

10.4. The Contractor shall send deliverables to the following as indicated in the “Addressee(s)” column in the Deliverable(s) Schedule, paragraph 9.5. below:

10.6. Mobiliza�on Plan:

10.6.1. The mobiliza�on plan shall detail the Contractor’s arrangements during the mobiliza�on period immediately following award, contact details for all personnel involved in mobiliza�on ac�vi�es, and a schedule of planned travel (including a

�meline for securing visas and other travel requirements), mee�ngs, and repor�ng requirements as directed by the COR during the mobiliza�on period.

10.7. Monthly Progress Report:

10.7.1. The Contractor shall furnish a combined monthly technical and financial progress report sta�ng the ac�vi�es and services furnished during the preceding month.

10.7.2. The report shall include difficul�es encountered and remedial ac�on taken during the preceding month, and an�cipated ac�vity during the subsequent month.

10.7.3. The report shall specify the task order technical and financial status for each of the following data points:

10.7.3.1. Cumula�ve labor hours expended, and dollar amounts expended, by labor category from the effec�ve date of the task order through the last day of the current repor�ng month.

10.7.3.2. Labor hours expended and dollar amounts expended by labor category during the current repor�ng month.

10.7.3.3. Es�mated labor hours and dollar amounts to be expended during the next repor�ng period.

10.7.3.4. Funding for the current op�on period and cumula�ve from the effec�ve date of the task order.

10.7.3.5. Funding burn rate for the current task order performance period.

10.7.3.6. Personnel gains and losses.

10.7.3.7. Summary of trips taken (atach Trip Reports to the report). Security clearance, VAR, and badge status for each contractor personnel in the task order, to include badge number and expira�on date.

10.7.3.8. Status of invoices for the task order, including outstanding invoices, errors and resolu�on.

10.7.3.9. Iden�fy any remaining expired funds per task order period and CLIN.

10.7.3.10. As applicable, modifica�on requests to update rates for FLSA posi�ons due to changes to the Wage Determina�on.

10.8. Ini�al Capability Assessment(s) (ICAs) and Work Plan(s):

10.8.1. The Contractor shall work with the U.S. Embassy(ies), Partner Na�on(s), and COR to prepare Ini�al Capabili�es Assessments that iden�fy Partner Na�on baseline capabili�es, gaps, and opportuni�es in the technical and thema�c areas in which assistance will be provided.

10.8.2. The Contractor shall prepare one ICA per advisory posi�on. Simultaneously, the Contractor shall prepare one Work Plan per advisory posi�on that describes in detail how the advisor intends to address the specific gaps and opportuni�es iden�fied in the ICA. The Contractor shall u�lize the templates provided by the COR at the �me of award.

10.9. Situa�on Reports (SITREPs) and Calls:

10.9.1. Beginning at task order award, the Contractor shall provide a detailed SITREP during the task order period of performance.

10.9.2. The Contractor shall complete the template provided by the COR at the �me of award, detailing the status of all ongoing work and Partner Na�on personnel trained under each project objec�ve during the repor�ng period.

10.9.3. The repor�ng period shall comprise all business days between report due dates (i.e., reports due on the 15th shall describe progress made during the 1st and 14th of the month; reports due on the 1st shall describe progress made during the 15th and last day of the month).

10.9.4. The Contractor shall highlight any event or technical issue that jeopardizes performance and atach a con�ngency plan as an annex to the SITREP. The Contractor shall also clearly highlight any event or technical issue to the COR that may result in opera�ng outside the scope of this Sample Task Order.

10.9.5. The COR shall schedule a call a�er receipt of the SITREP to discuss the contents of the report.

10.10. Quarterly Reports and Calls:

10.10.1. The Contractor shall provide a detailed quarterly technical progress report describing the progress made toward each task order objec�ve during the repor�ng period, as well as any perceived challenges, risks, and proposed solu�ons.

10.10.2. The Contractor shall u�lize the template provided by the COR at the �me of award.

10.10.3. The report shall highlight difficul�es encountered and remedial ac�on taken during the repor�ng period, and ac�vi�es planned during the upcoming quarter.

10.10.4. The report shall also include a table of equipment deliveries and training ac�vi�es, broken-out by Task, during the repor�ng period, as well as cumula�ve totals.

10.10.5. The report shall include Updated Work Plan(s) as an atachment.

10.10.6. The COR shall schedule a call with the Contractor a�er receipt of each report to discuss the contents.

10.11. Government Furnished Property Report:

10.11.1. Government Furnished Property (GFP) is property in the possession of, or directly acquired by, the U.S. government and subsequently furnished to the Contractor for performance of a contract.

10.11.2. GFP includes, but is not limited to, material, equipment, and real property, but does not include intellectual property and so�ware.

10.11.3. Consult Federal Acquisi�on Regula�on (FAR) 45.101 for addi�onal informa�on.

10.12. Incident Reports:

10.12.1. The Contractor shall submit a detailed report to the CO, the COR, and relevant

U.S. Embassy OSC staff members within 24 hours immediately following an incident that directly affects the implementa�on of this Sample Task Order, or as directed by the COR.

10.13. Oral Briefings:

10.13.1. The Contractor shall provide oral briefings on task order tasks, objec�ves, and deliverables as directed by the U.S. Embassy and COR. Oral briefings are typically provided once weekly. The Contractor and U.S. Embassy staff shall mutually agree upon the briefing �me and loca�on.

10.14. A�er Ac�on Reports (AARs) and Exit Interview (EI):

10.14.1. The Contractor shall submit an AAR detailing training informa�on which includes, but is not limited to, finalized par�cipant lists and contacts, program of instruc�ons (POIs), and evalua�ons.

10.14.2. The Contractor shall also submit an AAR a�er any instance of official travel, including TDYs to loca�ons other than the designated place(s) of performance. All addi�onal training-related data requirements and deliverables for inclusion in the AAR will be discussed and agreed upon by the COR and the Contractor prior to the training event.

10.14.3. The AF/RPS Monitoring and Evalua�on (M&E) Team shall schedule a call to discuss the contents of each report.

10.14.4. The Contractor shall submit a final AAR that describes in detail the overall success of and lessons learned from the task order. The Contractor shall complete the AAR template and submission guidance provided by the COR. The AF/RPS M&E Team shall conduct an Exit Interview with the Contractor following receipt of the final AAR.

10.15. Transi�on Plan

10.15.1. The Contractor shall develop a detailed transi�on plan with the purpose of ensuring uninterrupted opera�ons when transi�oning between Advisors.

10.15.2. The Contractor shall update the transi�on plan annually and no later than two weeks prior to an Advisor’s departure.

10.15.3. All transi�on plans and subsequent updates shall be submited to the COR and

U.S. Embassy for review and approval.

10.15.4. At a minimum, the con�nuity plan shall:

10.15.4.1. List all core func�ons required to maintain uninterrupted opera�ons.

10.15.4.2. List key contacts involved in the transi�on of responsibili�es between incoming and outgoing Advisors.

10.15.4.3. Iden�fy tools, techniques and procedures needed to ensure an efficient and effec�ve transi�on.

10.15.4.4. Iden�fy con�ngency plans and risk mi�ga�on strategies to minimize nega�ve impacts of transi�oning personnel.

10.15.5. The Contractor shall ensure that the incoming replacement par�cipates in relevant consulta�ons in the United States pre-deployment, as determined by the COR and U.S. embassy. The Contractor shall deploy the replacement advisor within their first week of employment.

10.15.6. The Contractor shall direct the incoming Advisor to implement the con�nuity plan within the first month in country, in coordina�on with the outgoing Advisor, if possible. The DOS M&E team shall conduct an exit interview with the outgoing advisor within seven days from receipt of the final con�nuity plan.

10.16. Call and Mee�ng Notes:

10.16.1. The Contractor shall record detailed writen notes of any discussions with the

COR and CO, as well as any mee�ngs with the U.S. Embassy. This includes calls �ed to regular SITREP, quarterly, and AAR repor�ng. Notes shall be submited via email as an atached Microso� Word file.

10.16.2. The COR shall review/edit the notes and return them to the Contractor for final clearance.

10.17. Input for Congressional Reports:

10.17.1. The Contractor shall compile metrics on all foreign military personnel trained under this Sample Task Order between 1 October and 30 September.

10.17.2. The Contractor shall complete the template(s) provided by the COR and submit it in accordance with the addressees and �meframe specified in the table above.

10.18. Demobiliza�on Plan:

10.18.1. The Contractor shall submit a demobiliza�on plan detailing the Contractor’s arrangements during the demobiliza�on period prior to award closeout, contact details for all personnel involved in demobiliza�on ac�vi�es, disposi�on of equipment and materials, and a schedule of planned travel, mee�ngs/debriefings, and repor�ng requirements as directed by the COR during the demobiliza�on period.

11. CONTRACTING OFFICER REPRESENTATIVE (COR):

11.1. The COR monitors all technical aspects of the contract and assists in contract administra�on.

11.2. The COR is authorized to perform the following func�ons:

11.2.1. Assure that the Contractor performs the technical requirements of the contract.

11.2.2. Perform inspec�ons necessary in connec�on with contract performance.

11.2.3. Maintain writen and oral communica�ons with the Contractor concerning technical aspects of the contract.

11.2.4. Issue writen interpreta�ons of technical requirements, monitor Contractor's performance and no�fies both the Contrac�ng Officer and Contractor of any deficiencies.

11.2.5. Coordinate availability of government furnished property, and provide site entry of Contractor personnel.

11.3. A leter of designa�on issued to the COR, a copy of which is sent to the Contractor, states the responsibili�es and limita�ons of the COR, especially regarding changes in task order price or terms and condi�ons.

11.4. The COR and A/COR are not authorized to change any of the terms and condi�ons of this Sample Task Order.

12. GOVERNMENT MANAGER:

12.1. The Government Manager will assist the COR in monitoring the contractor's performance.

12.2. The Government Manager has physical proximity to the contractor's personnel work site. Usually, contractor personnel are provided government-furnished office space within the Government Manager’s office and are there to perform the func�ons specified in the task order as required in support of the office mission.

12.3. The Government Manager is not authorized to change any of the terms and condi�ons of this Sample Task Order.

12.4. The Government Manager will not supervise contractor personnel or perform any ac�ons that could be construed as such.

13. NON-PERSONAL SERVICES:

13.1. Refer to Global Advisory IDIQ, Sec�on B, paragraph B.2. Type of Contract, and Sec�on L, paragraph L.32.4.

14. CONTRACTOR PERSONNEL ADMINISTRATION:

14.1. The contractor shall maintain the training of its employees by providing ini�al and refresher training as required to meet the requirements of this Sample Task Order.

14.2. The contractor shall make all necessary travel arrangements for employees, subject to prior approval by the COR.

14.3. The contractor shall provide administra�ve support to employees in a �mely fashion for �me keeping, leave processing, pay, and emergency needs.

15. TASK ORDER MANAGEMENT:

15.1. The contractor shall establish clear organiza�onal lines of authority and responsibility to ensure effec�ve management of the resources assigned to this Sample Task Order.

15.2. The contractor shall establish processes and assign appropriate resources to effec�vely administer this Sample Task Order.

15.3. The contractor shall respond to Government requests for contractual ac�ons in a �mely fashion.

15.4. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support this Sample Task Order.

15.5. The contractor shall assign work effort and maintain proper and accurate �me keeping records of personnel assigned to work on this Sample Task Order.

16. SUBCONTRACT MANAGEMENT:

16.1. The contractor shall be responsible for any subcontract management necessary to integrate work performed on this Sample Task Order and shall be responsible and accountable for subcontractor performance on this requirement.

16.2. The prime contractor will manage work distribu�on to ensure there are no Organiza�onal Conflict of Interest (OCI) considera�ons.

16.3. Contractors may add subcontractors to their team a�er no�fica�on to the Primary Contrac�ng Officer (PCO) and the COR.

17. BUSINESS RELATIONS:

17.1. The contractor shall successfully integrate and coordinate all ac�vi�es needed to execute the requirements outlined in this Sample Task Order.

17.2. The contractor shall manage the �meliness, completeness, and quality of problem iden�fica�on.

17.3. The contractor shall provide correc�ve ac�on plans, proposal submitals, �mely iden�fica�on of issues, and effec�ve management of subcontractors.

17.4. The contractor shall seek to ensure customer sa�sfac�on and professional and ethical behavior of all contractor personnel.

18. IDENTIFICATION OF CONTRACTOR EMPLOYEES:

18.1. Refer to Sec�on I, paragraph I.10. DOSAR 652.204-70 – Department of State Personal Iden�fica�on Card Policy and Procedures (FEB 2015)

18.2. Addi�onally:

18.2.1. All contract personnel atending mee�ngs, answering Government telephones, and working in other situa�ons where their contractor status is not obvious to third par�es are required to iden�fy themselves as such to avoid crea�ng an impression in the minds of members of the public that they are Government officials.

18.2.2. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor par�cipa�on is appropriately disclosed.

18.2.3. Display of ID Badges: Contractor personnel shall wear the ID badge at all �mes when performing work under this Sample Task Order at a Government site, including while atending Government mee�ngs and conferences that may take place outside the Government facility. Unless otherwise specified in the task order, each contractor employee shall wear the ID badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit such placement.

18.2.4. Answering Telephones: Contractor personnel shall iden�fy themselves as a contractor employee when answering Government telephones.

18.2.5. U�lizing Electronic Mail: When prime contractor or subcontractor personnel send e-mail messages as a part of task order performance, or otherwise rela�ng to task order maters, each sender shall include, at a minimum, his/her name (both first and last names), the name of the individual's employer, e-mail address and phone number.

19. QUALITY CONTROL PLAN:

19.1. Refer to Sec�on E, paragraph E.4., Sec�on L, paragraph L31.3.1.4.4. and paragraph L.32.5.3.

19.2. The contractor shall maintain an effec�ve quality control program to ensure services are performed in accordance with this Sample Task Order.

19.3. The contractor shall implement procedures to iden�fy, prevent, and ensure non-recurrence of defec�ve services.

19.4. The contractor’s quality control program is the means by which the contractor assures that the work complies with the requirements of this Sample Task Order.

20. QUALITY ASSURANCE:

20.1. The Government will evaluate the contractor’s performance under this Sample Task Order to ensure that the contractor has performed in accordance with the performance standards.

21. ACCEPTANCE CRITERIA:

21.1. Approval of final documents and other work products must be in accordance with the Department’s established quality control plan.

21.2. Work performed will be reviewed for quality, �meliness, and professionalism, by the Government Manager.

21.3. If the performance is unacceptable, feedback will be provided in a �mely fashion.

22. TIME OF PERFORMANCE:

22.1. Performance will include an average of 40 hours each week for the Cybersecurity Advisor (Execu�ve Level) and 48 hours each week for the Senior Logis�cs Advisor (Organiza�onal Level).

22.2. Total hours per posi�on shall not exceed hours per performance period without modifica�on to task order.

22.3. All posi�ons not fully funded in this Sample Task Order are subject to DOSAR 652.232- 72, Limitation of Funds. As such, Contractor(s)/Sub-Contractor(s) shall not provide service at risk.

23. ALTERNATE WORK SCHEDULES AND TELEWORKING:

23.1. Refer to Sec�on H, paragraph H.22.

23.2. Alternate work schedules will be determined as situa�on dictates and shall be pre-approved by the COR.

23.3. Following is a summary of State’s Telework policy:

23.3.1. All contractor employees must obtain prior approval to telework and must complete the U.S. Department of State Telework Agreement, DS-5150.

23.3.2. Telework is an alternate work arrangement that gives contractor employees the opportunity to conduct all or some of their work away from the primary workplace to accommodate both core and situa�onal telework employees within the Department. It has no effect on the hours an employee works.

23.3.3. The loca�on of telework is normally the employee’s primary residence. Work from any other place must be approved by the COR before teleworking.

23.3.4. A contractor employee's par�cipa�on in telework is voluntary and subject to COR approval.

23.3.5. A COR may cancel or adjust the telework arrangement by providing writen no�ce to the contractor employee's company.

23.3.6. This decision is not subject to dispute nor does it give rise to a claim under the contract.

23.3.7. At any �me with prior no�fica�on, a contractor employee’s telework agreement can be terminated or modified for opera�onal considera�ons related to workload demands.

24. SECURITY REQUIREMENTS:

24.1. In accordance with Global Advisory IDIQ, Sec�on H, paragraph H.17. Security Requirements, the security clearance for the personnel posi�on(s) included on this Sample Task Order are designated as follows:

24.2. Contractor personnel performing work under this Sample Task Order may or may not be a U.S ci�zen. The security requirements will be in accordance with the task order

DD-254.

24.3. The COR, with DS/IS/IND and Contrac�ng Officer concurrence, may allow contractor personnel to perform on the contract with a Secret personnel security clearance (PCL) for a period not to exceed a total of 365 days. To do so, the following condi�ons shall apply:

24.3.1. Access to classified material is restricted to Secret;

24.3.2. The majority of the posi�on du�es can be completed without the required clearance;

24.3.3. The individual has not been previously denied the clearance level required for full performance; and

24.3.4. The individual is in the process of obtaining the clearance level required for full performance.

24.4. The failure to obtain the clearance level required for full performance within 365 days of being accepted by the Government as a key person may result in that person’s removal from the posi�on.

25. PHYSICAL SECURITY:

25.1. The contractor shall be responsible for safeguarding all government equipment, informa�on and property provided for contractor use.

25.2. At the close of each work period, government facili�es, equipment, and materials shall be secured.

26. POST AWARD CONFERENCE/PERIODIC PROGRESS MEETINGS:

26.1. The Contractor agrees to atend any post award conference convened by the contract administra�on office in accordance with Federal Acquisi�on Regula�on (FAR) Subpart

42.5. – Postaward Orientation (htps://www.acquisi�on.gov/far/subpart-42.5).

26.2. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance.

26.3. At these mee�ngs the contrac�ng officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.

26.4. Appropriate ac�on shall be taken to resolve outstanding issues. These mee�ngs shall be at no addi�onal cost to the Government.

27. DATA RIGHTS:

27.1. The Government has unlimited rights to all documents/material produced under this Sample Task Order. All documents and materials, to include the source codes of any so�ware, produced under this Sample Task Order shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without writen permission from the Contrac�ng Officer. All materials supplied to the Government shall be the sole https://www.acquisition.gov/far/subpart-42.5 property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

28. STANDARDS:

28.1. The contractor shall insure all work is completed in accordance with U.S. government and Department of State (DOS) standards, policy, procedures and guidelines as provided. All products and services under these tasks, and as part of the agreement, are the sole property of the U.S. Government.

29. IDENTIFICATION OF NON-DISCLOSURE REQUIREMENTS:

29.1. Contractors must execute and sign non-disclosure agreements when they work with sensi�ve and/or proprietary informa�on. Forms to be executed and maintained by the Task Manager.

29.2. The Government has unlimited rights to all documents/material produced under this Sample Task Order.

29.3. All documents and materials, to include the source codes of any so�ware, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.

29.4. These documents and materials may not be used or sold by the contractor without writen permission from the Contrac�ng Officer.

29.5. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

30. INVOICING AND PAYMENT INSTRUCTIONS:

30.1. See Global Advisory IDIQ, Sec�on G, paragraphs G.7. through G.11. for invoicing and payment instruc�ons.

30.2. Contractor shall not invoice for advisory services when the posi�on is vacant or in a non-pay status.

31. TRAVEL:

31.1. All travel shall be pre-approved with a request from the Contractor Employer to the COR for final approval. All travel will be in accordance with the Federal Travel Regula�on. Travel under this Sample Task Order is defined as Contractor air and ground transporta�on, lodging, meals and incidental expenses, and passport/visa costs.

31.2. Sufficient funds must be available in the task order before travel commences. The Contractor shall be paid allowable travel costs in accordance with FAR 31.205-46 (Travel Costs) and Sec�on B, Supplies or Services and Price/Costs, paragraph B.5., Travel Costs of the IDIQ.

31.3. The Government will pay the Contractor, under the applicable ODC-Travel CLIN(s), for each Contractor employee’s travel �me to and/or from authorized work loca�ons if the following are met:

31.3.1. Payment of travel �me described herein is in accordance with the Contractor’s established travel policy.

31.3.2. Travel �me begins no earlier than two (2) hours prior to the scheduled departure �me and concludes upon arrival to the ini�al des�na�on point (e.g., airport) at the place of performance.

31.4. The Government will not pay for a Contractor employee’s �me spent in layovers that are for the convenience of the Contractor employee or Contractor.

31.5. The Government will not pay more than eight (8) hours per day per Contractor employee for travel �me.

31.6. The Government will not pay for a Contractor employee’s travel �me that is outside the employee’s regular working hours.

31.7. The Government will not pay for a Contractor employee more than the number of hours in the employee’s normal workweek. “Number of hours” includes produc�ve �me hours, travel �me hours, and paid �me off hours (e.g., sick, vaca�on, holiday).

31.8. Excep�ons shall be authorized in advance, and in wri�ng by the Contrac�ng Officer.
