SECTION J, ATTACHMENT 1 (LABOR CATEGORY DESCRIPTIONS)
LABOR CATEGORY DESCRIPTION
MINIMUM YEARS OF

Program Manager Program Manager shall be responsible for the overall management and performance of the IDIQ contract and be the primary point of contact to the Government.
High School - 12 years BA/BS - eight years MA/MS - six years

Senior Advisor (Executive Level)
A Senior Advisor (Executive Level) shall provide strategic advisory support to either the Host Nation, Regional Organization, or International Organization leadership, as specified by the Task Order, working in one or more specialized disciplines (see "Disciplines" tab) to be specified at the Task Order-level. The Senior Advisor (Executive Level) shall assist senior leaders of the specified Host Nation/Regional or International Organization in accomplishing their objectives related to the specified specialized discipline, with the ultimate goal of ensuring the host nation is capable of accomplishing its executive-level decision-making without external support. The Senior Advisor (Executive Level) shall accomplish this by providing expert-level advice, analysis, and recommended courses of action to the Host Nation/Regional or International Organization senior leaders.

Achieved the rank of O-5 in the military, or GS-14 in the federal government, or equivalent rank in the private sector

Senior Advisor (Organizational Level)
A Senior Advisor (Organizational Level) shall provide strategic advisory support to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order, working in one or more specialized disciplines (see "Disciplines" tab) to be specified at the Task Order-level. The Senior Advisor (Organizational Level) shall assist senior members of the specified Host Nation/Regional or International Organization in accomplishing their objectives related to the specified specialized discipline, with the ultimate goal of ensuring the organization is capable of accomplishing tasks without external support. The Senior Advisor (Organizational Level) shall accomplish this by providing expert-level advice, analysis, and recommended courses of action to the Host Nation/Regional or International Organization personnel.

The Cybersecurity Advisor (Operational Level) shall accomplish this by providing expert-level advice, analysis, and recommended courses of action to the Host Nation/Regional or International Organization personnel.

Cybersecurity Advisor (Technical Level)
A Cybersecurity Advisor (Technical Level) shall provide technical cybersecurity advisory support to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order. The Cybersecurity Advisor (Technical Level) shall assist members of the specified Host Nation/Regional or International Organization in accomplishing their cybersecurity objectives, with the ultimate goal of ensuring the end users are capable of accomplishing tasks without external support. The Cybersecurity Advisor (Technical) shall accomplish this by providing expert-level advice, analysis, and recommended courses of action to the Host Technical personnel.
10 yrs. of relevant experience

• Certified Information Systems Security Professional
(CISSP)

At the task order level, this labor category may require the advisor to have foreign language proficiency, experience living/working overseas, or experience working with mid-level government leaders or mid-level military officials.
Technical Advisor (Organizational)
The Technical Advisor (Organizational) designs, leads, supervises, and advises on one or more specialized disciplines to be specified by the Task Order. Disciplines may include but are not limited to: Compliance, Disaster/Emergency, Training Programs, Financial/Budgeting, Intel Operations, Logistics, Military Advisor, Military/Civilian Human Resource, Operations, and Security. The Consultant advises at the organizational level on all aspects of projects of major significance, necessitating advanced knowledge of technology, environmental policy issues, organizational structures, and facilitation/mediation techniques.
Requires the ability to originate and apply new and unique methods and procedures, while understanding the complex context of the issues.

Technical Advisor (Operational)

Facilitation Specialist
The Facilitation Specialist provides workshop and focus group facilitation across all project phases, identifying best practices, change management, business management, organizational development, modeling, and/or systems engineering as task lead, functional lead, or individual contributor. Performs functional analysis, systems analysis, program design, and documentation preparation.

At the task order level, this labor category may require the advisor to have foreign language proficiency, experience living/working overseas, or experience working with mid-level government leaders or mid-level military officials.
Site Coordinator The Site Coordinator, if required at the Task Order level, shall provide monitoring and surveillance of all U.S.
Government contractors and grantees within a specified place of performance. The place of performance for each Site Coordinator will be specified at the Task Order level.
6 yrs. of relevant experience
Bachelor's degree or equivalent in relevant field;
AND
Possess any combination of 10 years of military and programmatic experience (as a U.S. Government civilian program management official or contractor/grantee) within the security field (military, intelligence, and justice sectors). Or 25 or more years of military experience and programmatic experience and demonstrated prior experience operating in conflict and/or post-conflict areas in either a military or programmatic (U.S. Government civilian program manager, contractor, or grantee) capacity.
At the task order level, this labor category may require the advisor to have foreign language proficiency, experience living/working overseas, or experience working with mid-level government leaders or mid-level military officials.
