Attachment A – Statement of Work Background The Department of State (DoS) Bureau of Diplomatic Security (DS), Office of Physical Security Programs (PSP), Facilities Security Division (FSD), Domestic Building Branch (DBB) has a requirement for construction surveillance services utilizing Construction Surveillance Technicians (CSTs) to support Construction Surveillance Detection Service operations via the CST Site Security Program (SSP). The specific goal of the CST SSP is to detect unauthorized access to controlled areas, deter the introduction of unauthorized materials to the site, and to observe activities of construction workers and/or visitors(s) on site to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed.
Integral to the CST SSP are the CSTs, who are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (CAA), and materials scheduled for use or inclusion in a controlled area at select domestic facilities within the Continental United States.
DBB expects the construction surveillance services to meet or exceed the following general goals. Providing high quality:
· recruitment and security/suitability screening of personnel.
· trained personnel, to include and instructors used in the training of personnel.
· performance and leadership of personnel.
· oversight capability.
· Lead Construction Surveillance Technician(s) (Lead CST).
· completion of operational and administrative tasks including but not limited to providing detailed plans including establishing and adhering to schedules for all required screening, training, and deploying of personnel.
Objective To obtain construction surveillance services utilizing CSTs for domestic DoS construction sites and storage areas via Indefinite-Delivery Indefinite-Quantity (IDIQ). This service will be acquired under an IDIQ through issuance of task orders which will specify locations, assignment periods, and will include any provision and/or instructions applicable to work within the United States.
Construction Surveillance Services Requirements DBB requires a Contracting Company (Contractor) that has extensive experience in providing cleared construction surveillance services. Along with a proven track record, the Contractor shall have a deep understanding of construction surveillance services protocols, procedures, and staffing.
Facility Clearance Requirement The Contractor shall have a TOP SECRET FACILITY (TSF) clearance in accordance with the DD Form 254, Department of Defense Contract Security Classification Specification to be able to access classified information and sensitive government facilities. NOTE: If subcontracting, the Prime must hold the Top Secret Facility clearance. Appropriate company officer(s) and management must have and maintain appropriate security clearances. Due to the sensitive nature of the ongoing work, the awardee of this requirement must have Top Secret Facility Clearance and be able to provide properly cleared personnel at the onset of contract performance. The incoming contractor must be able to assume work from the prior contractor seamlessly and without interruption.
Supervision and Management Requirement The Contractor is responsible for providing all managerial and administrative support personnel to accomplish all work required. The Contractor shall provide corporate management to their CSTs and liaison with the Contracting Officer (CO), Site Security Manager (SSM), and Contracting Officer’s Representative (COR).
The Contractor shall provide on-site supervision of all CSTs performing on Task orders under the IDIQ. This includes but is not limited to:
1) Ensuring that a Top Secret (TS) facility clearance is maintained and that all personnel have the necessary security clearance at the appropriate level for the site being monitored. Ranging from Secret to Top Secret Sensitive Compartmented Information (SCI).
2) Ensuring ability to attract, engage, and retain (minimize turnover) required personnel.
3) Ensuring project schedules are developed and executed in a proficient manner.
4) Ensuring that all personnel performing services maintain a complete uniform. The Contractor shall ensure that in the performance of this contract, all persons maintain a professional appearance consistent with the position and duties. See H-035 of the solicitation for details.
5) Ensuring that the Lead CST inspects services performed during working hours to ensure they comply with the IDIQ and task orders as matter of routine.
6) Ensuring CSTs have completed all of the necessary training including but not limited to the Department of State specific Construction Surveillance Technician Course (SE531) and (if applicable) the On-the-Job Training (OJT) Program.
7) Ensuring the high-level quality service as required utilizing operational and administrative records to convey quality assurance. These records shall be properly maintained and include but not limited to:
a) CST Roster
b) Weekly Work Schedules
c) Daily Activity Logs and Daily Logbooks
d) Monthly Progress Report
e) Training Tests and Evaluation Write-ups
f) Invoicing
8) Ensuring the staffing level requirements are met.
Schedule Requirement The Contractor’s key position for each task orders, typically the Lead CST, shall prepare and maintain all CSTs schedules. Project schedules for CSTs will be established based on the standard workday of eight (8) hours. Projects can be secured and sealed will only require CST coverage during active construction. Note: Some projects will not require eight (8) hours a day or forty (40) hours per week of CST coverage, which may result in less than forty (40) hours of scheduled work hours for an individual CST. Night, weekend, holiday, or overtime work may be requested as required on a case-by-case basis.
In the event the Contractor cannot provide qualified CST personnel as required for multiple projects, the contractor may utilize a qualified CST on more than one project or construction site. However, the contractor shall not charge and invoice the Government for an overtime rate unless the CST has exceeded forty (40) hours for that specific project or site for the work week. The SSM and the COR shall be notified immediately, prior to this occurring.
In other than an emergency situation, no CST will be scheduled to be on duty for more than twelve (12) continuous hours in a twenty-four (24) hour period. If and when the Duty Hour Limits change, the SSM will coordinate with the Lead CST regarding Duty Hour Limit changes. The SSM with notify the COR. The Lead CST will also notify their Program Manager and Contract Administrator.
Overtime is defined as time worked in excess of the number of hours in a normal workweek, as defined under FAR 22.103-1. Overtime shall be authorized by the COR prior to being incurred under the IDIQ.
Contractor and Government Training Requirements Training Requirements The Contractor is expected to maintain the professional qualifications and certifications of its CSTs through on-going training. Unless specifically authorized, the Contractor shall not directly invoice the Government for any training.
The Contractor provided training will be designed to prepare CSTs for services at DoS facilities.
All contracted personnel must also be certified to be a CST by the DoS. If the CST is not DoS certified, the training required is provided by DoS, and is not required at the time of award, as long as potential candidates demonstrate the experience necessary to perform the duties of the job prior to class completion.
The Contractor shall provide the COR a monthly roster of all CST who have been trained during the month. The report must include name, date(s) trained and name of course(s).
Contractor Provided Training (CPT) The Contractor provided training will be designed to prepare CSTs for services at the DoS facilities. Training curriculums to include hours required for training, must be approved by the COR. The Contractor training will include, at a minimum:
· Personal and Situational Awareness
· Observation Skills
· Effective Communication Skills
· Reading Comprehension – Test
· Effective Note Taking - Test
· Appropriate Social Networking Behavior
· Leadership training to those personnel who will be assigned to Team Leader positions.
· The Contractor shall provide annual sensitivity training for all SSP.
Construction Surveillance Technician On-the-Job Training Program DBB has instituted an On-the-Job Training (OJT) Program. The goal is to provide semi-skilled personnel with a foundational, functional CST skill set to become a functional CST who meets the full requirements as defined in this SOW. These personnel will be an Apprentice/Journeyman until the successful completion of the OJT Program.
The Government’s approach in allowing for the OJT program is to give Apprentice/Journeyman an opportunity to enter a fairly restrictive field of employment that combines various skillsets and disciplines with one very unique characteristic: the ability to watch other people work and maintain constant vigilance.
Personnel with knowledge of construction trades and familiarization of the Intelligence Community Directive (ICD) 705 requirements for construction of Sensitive Compartmented Information Facilities (SCIFs) are highly preferred.
The Contractor shall determine the number of attendees required to receive OJT. Depending on the availability, the Contractor shall coordinate with the COR for class registration.
The OJT government provided in-service training will be conducted in the Washington D.C. area, if available, and will include any or all the following areas:
| • | Security Functions, Responsibilities and Authority Principles of Physical and Technical Security. |
| • | Specialized Equipment, including X-ray. |
| • | Department of State Construction Surveillance. |
| • | Department of State Security Procedures. |
| • | Counterintelligence and Security. |
| • | Storage of Classified Materials. |
| • | Destruction of Classified Waste. |
| • | NBC/Chemical Bio Training. |
| • | ICD/ICS 705 Technical Specifications. |
| • | Other areas as necessary. |
The OJT Program will:
| • | Expose the candidate to reading and interpreting construction documentation (plans and specifications) and the associated mathematics (e.g. calculating square footage, cubic yards, linear feet, etc.); and |
| • | Evaluate adaptability to the dynamics of a construction environment. |
The OJT program entails ninety (90) days of three (3), thirty (30) day training cycles in sequential task orders, covering the areas stipulated in the training outline provided to the Contractor by the Contracting Officer Representative (COR).
| • | Cycle I – Construction Site Familiarization and Access Control. |
| • | Cycle 2 – CST and Construction Operations. |
| • | Cycle 3 – SCIFs. |
The duration of the OJT program may be extended by the COR for extenuating circumstances (e.g. government shutdown, severe weather incidents, etc.).
A fully qualified CST mentors each Apprentice/Journeyman to whom they have been assigned through each 30-day training cycle. The COR must approve CSTs who are designated as mentors. Rotation of CSTs acting as mentors is acceptable, but one CST shall be primarily responsible for one Apprentice/Journeyman during a given cycle. The mentoring CST plays a crucial role in the development and assessment of each Apprentice/Journeyman throughout the OJT program. Their responsibilities include ensuring test preparedness, evaluating performance, and providing comprehensive feedback.
At the end of each 30-day cycle, the Apprentice/Journeyman must complete a test administered by the COR or representative of the Program Office. The test will assess whether the Apprentice/Journeyman has successfully covered and retained the information for that cycle. A minimum score of 80% is required to pass. Testing will occur in Department of State (DoS) facilities during the workday.
Upon completion of the OJT program, the mentoring CST shall submit a final recommendation as to the Apprentice/Journeyman’s ability to successfully complete CST-SE631. The mentoring CST is also responsible for the submission of all evaluation forms and test results. See below for details. Failure to pass the test will result in the Apprentice/Journeyman’s immediate removal from the OJT program. Reinstatement of Apprentice/Journeyman candidate(s) will be at the discretion of the COR.
Upon receipt of a nomination for the Apprentice/Journeyman to attend the CST-SE631 course, the COR will coordinate the attendance in the next available class where a seat is available. The Government makes no guarantee as to the timeframe in which this may occur.
The OJT Program does not eliminate the requirement to attend the CST-SE631 course.
Department of State Construction Surveillance Technician Course (SE631) The CST-SE631 is designed to provide entry-level to experienced tradesmen with specific construction security training to support ICD-705 specific construction standards in task orders to work as a surveillance technician. CST-SE631 assures Congress that the Department of State has taken appropriate and adequate steps to ensure the security of a construction project before: (1) undertaking any new construction or major renovation project in any facility intended for the storage of classified materials or the conduct of classified activities; or (2) approving occupancy of a renovated facility with the requisite upgrades. This course also assures Congress that a plan is in place for adequate security, evaluation, and maintenance of such facilities.
CSTs are required to attend the Department of State CST-SE631 course. Portions of this training will be classified; therefore, each CST must possess a final SECRET clearance at time of contract performance. Contractor shall provide clearance verification to DS/IS/IND.
The Contractor will coordinate with the COR for available seats. Training is provided on a priority, first come first serve basis.
Government Specialized Training The Contractor shall have all CSTs take Automated External Defibrillator (AED) Training and Cardiopulmonary Resuscitation (CPR) training.
Operational and Administrative Records Requirement The Contractor shall maintain comprehensive operational and administrative records for each project under their purview. The Contractor shall maintain these records, which shall at a minimum include schedules and training records for all personnel. The Contractor shall establish a secure web-based system to maintain these records for all personnel recruited under the IDIQ. The Contractor shall provide the Department of State with access to this system at all times. In addition, the Government is authorized to examine the Contractor’s hard copy of these records when needed.
CST Roster The Contractor shall provide in writing to the COR within ten (10) calendar days after the effective date of a task order a CST Roster to include the names of Lead CST and shift organization as well as the names, phone number, resumes, trainings completed, and level of clearance for all personnel and available standby personnel. In addition, the Contractor shall maintain a list of qualified, vetted standby personnel who are immediately available for normal rotation or for replacement action in case of illness, injury, humanitarian, and/or other reasons.
Weekly Work Schedule Report The Contractor shall prepare and maintain a weekly schedule for all task orders listing the name of each CST to be assigned to each Task order and for each shift. The Contractor will provide the weekly schedule to the SSM for each respective Task order. The Lead CST will coordinate with the SSM on each respective Task order using the construction schedule.
Daily Activity Logs and Daily Logbooks The Government shall provide daily activity logs or daily logbook(s) for each task order. All logs shall be completed with entries for the tasks completed on a daily basis. All logs shall be maintained onsite and be available for review by the SSM at all times. The logs include but is not limited to the following
· daily time and attendance records
Documentation shall be completed using the official log provided by the SSM. The logs shall be returned to the SSM at the completion of the project. CSTs are responsible for the safe keeping and maintenance of logs in accordance with the instructions of the SSM. Pages will not be torn out of the logs. In the event of an error in either making an entry or in setting up the log the CST will line through the entry and initial each item. Should the error occur while setting up the log the CST will annotate the page with “This page not used.” The CST shall report all security related incidents in an Incident Report (provided at site) to the SSM according to established instructions.
Monthly Progress Report The Contractor shall submit to the COR and CO a combined monthly operational, administrative, and financial progress report to be received no later than the eighth (8th) day of the following month. The Contractor shall report the progress made during the month for each Task orders. Specific discussions shall include difficulties encountered and remedial action taken during the month, and anticipated activity during the subsequent month.
The report will include, the number of personnel hired, trained, and resigned/terminated; trainings completed; any security problems encountered; site specific concerns, and a general summary of any personnel-related issues.
In addition, the report shall specify financial status by:
1. Cumulative labor hours expended, and dollar amounts expended by labor category from the effective date of the contract through the last day of the current reporting month.
2. Labor hours expended, and dollar amounts expended by labor category during the current reporting month.
3. Estimated labor hours and dollar amounts to be expended during the next reporting period.
4. Tracking Spreadsheet which will contain details of who worked on which projects, when, and the number of hours.
Training Tests and Evaluation Write-ups The mentoring CST plays a crucial role in the development and assessment of each Apprentice/Journeyman throughout the OJT program. Their responsibilities include ensuring test preparedness, evaluating performance, and providing comprehensive feedback.
Test Administration and Results Reporting – The mentoring CST is responsible for ensuring that the test results are accurately recorded and submitted to the COR. Failure of an Apprentice/Journeyman to pass the test must be immediately reported by the mentoring CST to the COR. Upon confirmation of the test failure, the Apprentice/Journeyman will be immediately removed from the OJT program. The mentoring CST shall document the circumstances of the test failure and submit this information along with the test results to the COR immediately.
Performance Evaluation – The mentoring CST shall provide a detailed evaluation of each Apprentice/Journeyman's performance at the end of each cycle. Evaluations shall include observed strengths and weaknesses, recommendations for improvement (where necessary), and a recommendation for continuation or removal from the program. The mentoring CST is responsible for documenting and submitting these evaluations to the COR.
Final Recommendations - Upon completion of the OJT program, the mentoring CST shall submit a final recommendation regarding the Apprentice/Journeyman’s ability to successfully complete the CST-SE631. This recommendation should be based on the Apprentice/Journeyman’s performance throughout the OJT program and their readiness for further training.
Invoicing Records The Contractor shall submit invoicing in accordance with INV-IPP – Electronic Invoicing and Payment Requirements and Instructions to Implement Usage of the Invoice Processing Platform (IPP).
CST Clearance Requirements All CST contractors require at a minimum SECRET security clearance at the time of contract performance. CST contractors with a TOP SECRET (TS) security clearance will be nominated for SCI access. Due to the sensitive nature of the ongoing work, the awardee of this requirement must provide properly cleared personnel at the onset of contract performance. The incoming contractor must be able to assume work from the prior contractor seamlessly and without interruption.
CST I – TS or TS/SCI clearance. Completed CST-SE631 or has completed OJT while waiting for an available seat in the SE631 course.
CST II – Secret Clearance. Completed CST-SE631 or has completed OJT while waiting for an available seat in the SE631 course. Only authorized to work in areas where the highest clearance level is Secret.
Apprentice/Journeyman – Secret up to TS SCI clearance. Enrolled in the OJT Program under the mentorship of a fully qualified CST approved by the COR.
Personnel Requirements and Position Descriptions The Contractor shall ensure that all personnel meet the specified qualifications and experience requirements. Key personnel for this contract include the Project Manager (PM), Contract Administrator, and Lead CST. In addition to the CSTs, each of these roles is critical to the successful execution of this service, and their responsibilities and qualifications are outlined below.
The Contractor shall provide personnel that at minimum meet the position descriptions for the roles specified below, ensuring that all personnel possess the necessary skills, certifications, and experience to perform their duties effectively and shall be reflected in the submitted resumes. The following subsections will elaborate on the specific requirements and responsibilities for each position.
Program Manager The Contractor’s corporate management structure shall guarantee senior, high-level, program management for this service. This individual must possess and maintain a final Top Secret security clearance.
Functional Responsibilities:
The Contractor Program Manager duties include, but are not limited to:
1. Advise and assist with fulfillment of the technical scope of the IDIQ.
2. Provide all reporting information required under the IDIQ accurately, thoroughly and timely.
3. Resolve issues related to IDIQ Task orders performance under the IDIQ.
4. Attend meetings and conferences as necessary.
5. Establish and maintain close, continuous, and responsive contact with the SSM, COR, and CO.
Minimum Certifications/Qualifications:
The Program Manager shall possess the minimum qualifications specified below:
1. Experience in direct Government contracting and or experience at task/project management.
2. Applicable to pass a background investigation in order to obtain a security clearance.
3. Proficient with Microsoft Word, Excel, and PowerPoint.
Contract Administrator The position of Contract Administrator requires expertise in acquisition regulations, basic contract terms and conditions, order procedures, proposal preparation, negotiations, and IDIQ/IDIQ Task orders administration. This individual must possess and maintain a final Top Secret security clearance.
Functional Responsibilities:
The Contractor Administrator duties include, but are not limited to:
1. Collaborate closely with the Program Manager to ensure compliance with all IDIQ reporting requirements.
2. Compile and submit all IDIQ-mandated reports with precision, comprehensiveness, and punctuality.
3. Identify and resolve, proactively, administrative challenges pertaining to individual IDIQ Task orders and the overarching IDIQ.
4. Participate in relevant meetings and conferences as required to support IDIQ administration and program objectives.
Minimum Certifications/Qualifications:
The Contract Administrator shall possess the minimum qualifications specified below:
1. Prior Contract Administration or related experience.
2. Ability to pass a background investigation in order to obtain a security clearance.
3. Proficient with Microsoft Word and Excel.
Construction Surveillance Technician (CST) CSTs are individuals who are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (CAA), and materials scheduled for use or inclusion in a controlled area. CSTs must possess and maintain at a minimum, a final Secret security clearance at the time of contract award. As missions dictate, a portion of the CST workforce will be required to possess final Top Secret security clearance with Special Compartmented Information (SCI) access. Note: This role requires a high level of physical fitness, attention to detail, and a commitment to maintaining site security and project integrity. All duties must be performed in compliance with relevant safety regulations and security protocols.
Functional Responsibilities:
The CST duties and responsibilities shall include the following:
1. Control access to the construction sites.
2. Screen and observe personnel within or to a construction site as appropriate. For reasons of Safety and Security, only those persons whose names appear on the “Site Access List” will be permitted to enter the job site unescorted. The Site Access List will be provided by the SSM.
3. Screen all materials and tools entering a construction site.
4. Control the Secure Storage Area (SSA) and the materials contained within.
5. Monitor and annotate in writing, the observed actions of the construction workers as they accomplish their various construction tasks and compare the results with project construction documentation.
6. Ensure all equipment, materials, and furnishings for use in specified areas are x-rayed, and or examined, then appropriately marked and escorted to the SSA or designated area.
7. Assist the SSM with random selection and procurement of materials required for construction and installation in, or contiguous to, controlled areas.
8. Inspect all persons, packages, bags, boxes, crates, tools, and vehicles, prior to entering the construction site at the discretion of the SSM.
9. Produce daily logs of all related activity and events.
10. Report all security related incidents.
11. Report all anomalies and incidents of a counterintelligence nature directly to the SSM.
12. Other duties as assigned by the SSM with coordination with the Lead CST.
Minimum Certifications/Qualifications:
CSTs shall possess the minimum qualifications specified below:

All personnel considered [e.g., CST or Journeyman/ Apprentice (OJT)] for a position must meet #2-4
1. Familiar with typical office machines (copiers, fax, digital senders, and computers) and typical office administrative software (e.g. Microsoft Word, Excel, etc.).
1. Meet physical requirements necessary for the job, including the ability to navigate stairs and stand for extended periods in and around a construction site. These locations may not be heated or airconditioned and may be open to the elements and inclement weather.
1. Ability for some travel, if required.
Personnel considered for a CST I of CST II position must meet #5-11
1. Possess a valid Department of State Construction Surveillance Technician (SE631) certification.
1. Knowledge of construction disciplines, to include Architectural, Mechanical Electrical, and Electronic Engineering principles.
1. Capable of analyzing designs and blueprints, and of recognizing the architect’s intended use and design concept.
1. Capable of analyzing designs and structural complexities, thereby prohibiting their exploitation or utilization to mask ulterior purposes not intended by the architect.
1. Knowledge of Technical Surveillance Countermeasures, PHOTOINT, IMINT techniques, and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
1. Trained and experienced in all countermeasures employed to protect against technical penetration.
1. Trained and thoroughly knowledgeable of the level of security required in various parts of each facility under construction or renovation as dictated by the progression of the project. Note: When making CSTs assignments for each specific project site, the Contractor’s team will possess a mixture of experience and backgrounds.
* The requirement is not cumulative, meaning one year in each of the five areas does not equate to meeting the requirement.
** Military or law enforcement experience may only be applied to the Apprentice/Journeyman (OJT) program eligibility
Lead Construction Surveillance Technician (CST) Lead CSTs are experienced supervisors leading a team of CSTs who are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (CAA), and materials scheduled for use or inclusion in a controlled area. This individual must possess and maintain a final TS SCI.
Functional Responsibilities:
In addition to the CST functional responsibilities specified in 3.6.3.1, the Lead CST duties and responsibilities shall include the following:
1. Coordinate administrative matters (developing work schedules, personnel leave requirements, etc.) with the SSM.
2. Serve as the Contractor’s on-site representative.
3. Be available at all times to receive and implement orders or special instructions from the SSM or COR concerning matters which affect the security operations of the site.
4. Complete all records as specified in Section 3.4.
Minimum Certifications/Qualifications:
In addition to the CST minimum certifications/qualifications specified in 3.6.3.2, Lead CSTs shall possess the minimum qualifications specified below:
1. Experience in a CST role with leadership or supervisory capacity.
2. Demonstrated leadership abilities, including experience in managing teams, coordinating projects, and resolving conflicts.
3. In-depth knowledge and expertise in construction surveillance, with the ability to troubleshoot complex issues and provide advanced technical support.
4. Excellent verbal and written communication skills, with the ability to effectively convey technical information to both technical and non-technical stakeholders.
5. Proven experience in planning, executing, and overseeing projects.
6. Strong analytical and problem-solving skills, with the capability to identify issues, develop solutions, and implement corrective actions.
7. Experience in training and mentoring CSTs, fostering a collaborative and supportive team environment.
8. Ability to adapt to changing technologies and work environments, staying current with industry trends and advancements.
9. Thorough understanding of industry standards, regulations, and compliance requirements, ensuring all activities adhere to relevant guidelines.
Apprentice/Journeyman - On The Job Training (OJT) Program An Apprentice/Journeyman is a prospective CST that may not meet the requirements to function as a CST lacking extensive (3-5 years) experience in one of the areas listed in 3.6.3.2 and the CST-SE631 certification. Apprentice/Journeyman may be paired with an experienced CST or CSTs who will mentor the Apprentice/Journeyman throughout the aforementioned OJT Process. The number of Apprentice/Journeyman enrolled in CST-SE631 shall not exceed 10% of the overall CST workforce without authorization of the Government. The Apprentice/Journeyman must have an active security clearance specific to the construction site where assigned for training. Personnel being considered for the OJT program must be approved in advance by the COR. The Government will not bear the cost of the security clearance process.
Functional Responsibilities:
The Apprentice/Journeyman duties and responsibilities shall include the following at the discretion of a fully qualified CST upon the approval of the COR:
1. Participate in the OJT program, working closely with experienced CSTs who will provide mentorship throughout the learning process.
2. Demonstrate satisfactory progression in the OJT program, continuously improving skills and knowledge.
3. Assist in controlling access to construction sites, ensuring only authorized personnel enter.
4. Support the screening and observation of personnel within the construction site, adhering to the official "Site Access List" provided by the SSM.
5. Help conduct thorough inspections of all individuals, packages, tools, and vehicles entering the construction site.
6. Contribute to the screening and examination of all materials and tools entering the construction site.
7. Assist in managing the SSA, including inventory control and security of stored materials.
8. Support the x-ray examination, appropriate marking, and escorted transport of equipment, materials, and furnishings designated for use in specified areas.
9. Participate in random selection and procurement processes for construction materials, particularly those intended for use in or near controlled areas.
10. Observe and document construction workers' activities, comparing them against project construction documentation.
11. Contribute to the production of comprehensive daily logs detailing all relevant activities and events.
12. Promptly report any anomalies or incidents of a counterintelligence nature directly to the SSM.
13. Demonstrate the ability to navigate up to eight flights of stairs multiple times during a workday, as elevators may not be available in all construction areas.
Minimum Certifications/Qualifications:
Apprentice/Journeyman are expected to have some foundational knowledge and skills, with a strong commitment to ongoing learning and professional development in the field of construction surveillance and security. The Apprentice/Journeyman shall possess the minimum qualifications below:
1. Possess a high school diploma or equivalent.
2. Possess and maintain at minimum an active Secret clearance.
3. Hold or be willing to obtain relevant entry-level certifications in construction or security fields within a specified timeframe.
4. Demonstrate clear verbal and written communication skills, with the ability to accurately document observations and incidents.
5. Show aptitude for working collaboratively in a team environment and willingness to learn from more experienced colleagues.
6. Exhibit strong observational skills and meticulous attention to detail in all aspects of work.
7. Meet physical requirements necessary for the job, including the ability to navigate stairs and stand for extended periods.
8. Display willingness to learn new skills and adapt to changing project requirements and security protocols.
9. Proficient with typical office machines (copiers, fax, digital senders, and computers) and common office administrative software (e.g., Microsoft Word, Excel, etc.).
10. Be prepared for occasional travel as required by project needs.
11. Complete additional responsibilities as instructed by qualified CST or SSM.
Staffing Level Requirement The staffing level requirement for CST services will vary with the number, type, and frequency of construction and renovation projects at any given time. Upon the issuance of DIQ Task orders by the CO, the table below refers to the number of calendar days in which advanced notification will be provided. The table does not refer to the number of days on the worksite. Note: When making personnel assignments for each specific project site, the Contractor’s team will possess a mixture of experience and backgrounds.
