INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) CONTRACT
SCOPE OF SERVICES
Data and Systems Support Services
SGAC Data and Systems Support IDIQ
1. BACKGROUND.
The Department of State (DoS) plays an essential role in ensuring that foreign policy missions are accomplished in a safe and secure environment. The Office of the US Global AIDS Coordinator and Global Health Diplomacy (S/GAC) currently falls under the Secretary of State (S). S/GAC oversees and directs all resources and activities of the U.S. Government (USG) response to global HIV/AIDS. Our goal is to implement the President’s Emergency Plan for AIDS Relief (PEPFAR), including U.S. contributions to the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and relations with other bilateral and multilateral organizations. PEPFAR is the most significant commitment made by any nation to combat a single disease internationally, which operates in nearly 60 countries through bilateral and regional programs to end AIDS as a public health threat. PEPFAR supported programs are implemented under the leadership of the Department of State (DoS) and through a multitude of USG agencies, including the U.S. Agency for International Development (USAID); the U.S. Department of Health and Human Service (HHS), including the Centers for Disease Control and Prevention (CDC), the Health Resources and Services Administration (HRSA), the National Institutes of Health (NIH); the U.S. Department of Defense (DoD); the U.S. Department of the Treasure and the Peace Corps. S/GAC also provides financial support and technical input, via a Memorandum of Understanding (MOU), to the Department of State Foreign Assistance (F) Bureau with their Foreign Assistance Coordination and Tracking Systems (FACTS Info).
PEPFAR has invested in core systems and data streams needed to support program management and oversight since its inception. Theses core systems focus on collection, use, and exchange of data to facilitate real-time analysis of program performance by overlaying financial, implementing partner (IP) performance, geographic, and epidemiological data to allow targeting of finite resources to the specific populations and locations that need them. PEPFAR relies on several systems, processes, and data streams to drive its annual target setting and quarterly performance monitoring processes including, but not limited to, those outlined in the Figure 1, Figure 2, and referenced in the annual PEPFAR Data Calendar. These data streams and tools are critical to the PEPFAR mission and enable its commitment to transparency, accountability, impact, and equity to taxpayers, beneficiaries, and host government stakeholders.
Figure 1: Key PEPFAR Centrally Supported Systems
As a data-driven, dynamic program, PEPFAR makes regular adjustments to the types of data it collects as well as the data collection, management, and analysis methods. Therefore, it is critical that: 1) the underlying systems and data infrastructure are flexible to allow for these changes and 2) the staff supporting these systems work according to an agile methodology to permit incorporation of changing and new requirements.

Given that there are existing projects deployed using standard tools, this team should work in consideration of current precedent through achieving consensus for change and taking advantage, when possible, of existing services. It is critical for the contractor team to work in an agile manner that is embedded in the S/GAC office and PEPFAR program.
The Contractor shall ensure that all team members carefully work to avoid slowdowns in project velocity. When possible, the team should look for opportunities to use tools like standards documentation, build processes, monitoring, and custom utilities to replace cases that require manual intervention in development or releases by teams.
