| RFP Section | Topic | Phase 1/ RFP Question | Answer / Adjudication Comments |
| L | Small Business Participation | Does the completion of the Department of State Small Business Subcontracting Plan template (Attachment J-28) fulfil the requirement pursuant to FAR 19.708(b)(1)(ii) (Contract Clauses) and DOSAR 652.219-70(a) (Department of State Subcontracting Goals)? Is additional documentation necessary? | The Government will not provide answers to questions unrelated to the revised price and technical proposal submission instructions as outlined in amendment 6. RFP Section L.5 Communications and Questions reads, "Questions are welcomed for the revised price proposal instructions and updated technical proposal email instructions only (see provision L.6). Any questions referencing technical proposals will not be answered." |
| L | Small Business Participation | Is the minimum small business participation requirement 20% as defined in RFP section L18; or 38%, the goal stated in DOSAR 652.219-70 Department of State Subcontracting Goals? Both percentages are included in the RFP. | Refer to cell D2 |
| L | Pricing | In L.19.1 Price Proposal Information on pg. 161 under item 6, it states “In the Pricing Table, the number in the “Hours” column represents the RFP-specified estimated productive hours per year as follows: a. The 1,872 RFP-specified estimated productive hours are based on 2,080 annual hours minus 208 paid time off hours.” Please confirm offerors should not adjust any hours in the IDIQ level pricing (e.g., leap years, for example)? | The Government confirms. The last sentence in RFP Section L.19.1(6) reads, "The foregoing productive hours are being used for evaluation purposes only." RFP Section L.19.2(3) adds, "In the Pricing Table, the Offeror shall complete the orange-highlighted areas only." RFP Section L.19.1(9) adds, "In the Pricing Table, to facilitate proposal preparation and evaluation, the Government locked and password-protected all cells not highlighted in orange." |
| Pricing | There appear to be a variety of labor categories in the J-9A_Pricing Excel file that may not align with the scope of work for FC1 (e.g., Cloud Specialist, Cybersecurity Specialist, Data Standardization Specialist, Network Draftsman, Systems Architect, etc.). Is the government expecting offerors to price all LCATS, at Skill Level 5 per attachment J-3, as shown in the "J-9A_Pricing+Table-FC1-IT+Mgmt.v3+P0006" file? | Please see RFP Section L.19.2(7). | |
| L | Pricing | Under item 14 on page 162 for section L.19.1 Price Proposal Information, it states "The Offeror shall assume that the Government will not incorporate its price proposal, including any assumptions, into any resulting IDIQ contract." Please confirm the rates submitted by the offeror as part of its price proposal will be incorporated into the resulting IDIQ contract? | Because proposed NTE fully-loaded hourly labor rates are part of the price proposal, the offeror shall assume that such rates will not be incorporated into any resulting IDIQ contract. However, RFP Section L.19.1(10) reads, “The Contracting Officer will fill in the tables and other blank spaces in Section B.4(r) and Section J’s Attachment J-1 (NTE Fully-Loaded Hourly Labor Rates) prior to contract award." Also, the fourth paragraph in RFP Section M.15 reads in part, "...the NTE fully-loaded hourly labor rates proposed in the Pricing Table will be used as the awarded pricing information if award is made without discussions or will be used as the basis of negotiation if award is made with discussions." |
| L | Pricing | Item 17 on page 164 states "17. In the Narrative, pursuant to FAR 52.212-4(a)(4), Alternate I (Contract Terms and Conditions – Commercial Items), the Offeror shall identify the percentage of the proposed NTE fully-loaded hourly labor rates attributable to profit." There do not appear to be any other instructions for the narrative under L.19.2 Price Proposal Instructions. What other information would the government like to see in "the Narrative" for price? | The Government defers to the offeror. However, please see RFP Section L.19.1(13). |
| L | Proposal Submission | L.17.1 Program Management on pg. 157 and L.17.3 Quality Control Solution on pg. 158 seem to have duplicate requirements. L.17.1 states "a. The approach and methodologies to the planning, execution, tracking, invoicing, and reporting of the TOs awarded under this contract which demonstrate sound and logical business practices." and L.17.3 states "The approach and methodologies to the planning, execution, tracking, invoicing, and reporting of the tasks awarded under this contract." Additionally, the evaluation criteria under M.13 Management Approach (Factor 4) only shows this requirement will be evaluated under "a. Program Management" Please confirm this means offerors are only expected to address this requirement under L.17.1 Program Management and not also under L.17.3 as part of the Quality Control Solution? | Refer to cell D2 |
| M | Evaluation Factor | The Sample Task Order Technical Volume (Factor 3) evaluation criteria on pg. 176 under M.12 states "The Government will evaluate the offeror’s sample TO volume to determine strengths, weaknesses, and assign a rating as to how well the offeror's approach will successfully meet the sample task requirements. The Government will evaluate the extent to which the Offeror’s approach: Demonstrates a depth of knowledge and experience working with and providing solutions for cloud services provided by Google, Microsoft, Amazon and ServiceNow or other large service providers, appropriate to the functional category being proposed. Identifies potential challenges, risks, and associated mitigation strategies.” Please confirm this is not applicable to IT Management Services Functional Category (FC1) (i.e., J-32_IT PfM Sample Task Order 2022 10 13)?" | Refer to cell D2 |
| L | Proposal Submission | L.11 Proposal Preparation Instructions for Phase 2 on pg. 133 state "Volume 4 a. Management Approach (multiple files)". Is it permissible for offerors to submit all Volume 4 Management Approach requirements into one (1) single volume instead of multiple files? | RFP section L.6 Delivery of Proposal reads, "Offerors are required to submit a single email containing separate zipped folders for volumes 3,4,5, and 6. The entire submission shall not exceed 50MB.Offerors must clearly label each Zipped folder volume (i.e., Volume 3 - Sample TO Technical Solution; Volume 4 - Management Approach etc.). |
If the file(s) for each submission cannot be reduced below 50MB, then offerors shall divide the file into 50MB increments and send over multiple emails. The subject line for each email shall reference which portion of the proposal is attached (i.e., Volume 3, Part 1 of 3 Sample TO Technical proposal)."
| L | Pricing | Will the Government confirm that all labor rates proposed in a category shall assume the maximum skill level associated with that category, and that Offeror should NOT submit rates for the same labor categories at lower skill levels? | The Government confirms. Please see RFP Section L.19.2(7). |
| L | Small Business Participation | The RFP states "In addition to completing Attachment J-13, Offerors shall provide detailed explanations/documentation to support quantitative participation by SBCs (prime Offerors and small business subcontractors)." Can the government please clarify what documentation is required to support quantitative participation by SBC's? | Refer to cell D2 |
| L | Small Business Participation | Offerors are required to propose quantitative small business participation % by socioeconomic business category along with supporting documentation that details and explains the SBCs. We recognize we must establish and meet socio-economic goals at the IDIQ level. However, please confirm that offerors are not required to establish specific quantitative participation levels by partner/company at the IDIQ level, and instead this would be established on a task order basis. Each task order under the IDIQ will require a specific set of skills, necessitating different small business partners. | Refer to cell D2 |
| L | Small Business Participation | The RFP asks for "SBC Quantitative Participation Documentation" and the instructions state to "use Attachment J-13 in proposing this required information." Can you please confirm that no additional information is required to meet this requirement outside of what is in the template in J-13? | Refer to cell D2 |
| L | Pricing | In addition to education, training, and experience, the clearance level of personnel impacts labor rates. Can the government provide the personnel clearance level offerors should assume when developing rates? | Top Secret. |
RFP Section L.19.2(7) reads, "In the Pricing Table, each proposed NTE fully-loaded hourly labor rate shall be based on the maximum requirements (i.e., maximum education, maximum training, maximum experience, highest potentially required skill level, maximum other requirements) contained in the applicable labor category description and skill level identified in Section J’s Attachment J-2 (Labor Category Descriptions) and J-3 (Labor Category Skill Definitions), and contained in any other terms or attachments in the RFP." (bolding added for emphasis)
The first sentence in RFP Section H.9.2(c) reads, "Personnel performing under this contract shall be U.S. citizens with a security clearance at the SECRET or TOP SECRET level."
| L | Pricing | the government requests: "In the Narrative, pursuant to FAR 52.212-4(a)(4), Alternate I (Contract Terms and Conditions – Commercial Items), the Offeror shall identify the percentage of the proposed NTE fully-loaded hourly labor rates attributable to profit." Is this the only information the Government requires be included in the Pricing Narrative? | The Government defers to the offeror. However, please see RFP Section L.19.1(13). |
| L | Pricing | Volume 6: Price Proposal - Can the Government please provide additional instructions for the Supplemental Information requested? If not, can the Government confirm that this section is only requesting Subcontract Pricing information? | The Government confirms regarding "Supporting Information." Also, please see RFP Section L.19.1(13). |
| L | Pricing | The bolded text in item #13 suggests flexibility in determining the skill level and years of experience for the pricing of each labor category based on the specific function which would be delivered. Can the government please confirm the labor category pricing should be based on the maximum requirements (i.e., maximum education, maximum training, maximum experience, highest potentially required skill level, maximum other requirements) contained in the applicable labor category description and skill level identified in Section J’s Attachment J-2 (Labor Category Descriptions) and J-3 (Labor Category Skill Definitions) for all labor categories? | The Government confirms. Please see RFP Section L.19.2(7). |
| M | Evaluation Factor | Both Phase 1 and Phase 2 proposal volumes will be evaluated and considered as part of the trade-off best value award decision. - will Phase 1 submissions be reviewed again during Phase 2 evaluation, or will the Phase 1 down select decision be used in the Phase 2 evaluation? | No, Phase 1 downselect will not be reviewed again. Phase 1 down select decision will be used as part of the trade-off best value award decision. |
| Debrief questions, and questions requesting information reserved for debriefs | Will the government provide answers to debrief related questions at this time? | No, all debrief related question will be addressed in accordance with FAR part 15 procedures. |
