Paragraph four states that all DD 254s for proposed subcontractors shall be reviewed by DS/IS/IND prior to issuance and that the Prime will need to provide a copy of the Subcontract Agreement prior to performance on the contract. What is the turnaround time for the review of the 254 for Proposed Subcontractors? And since we cannot provide a copy of the Subcontract Agreement prior to Prime Contract award, does that mean we should not list any proposed subs on the 254 at time of proposal submission?
The turnaround time for subcontractor DD Forms 254 issued by DS/IS/IND vary and are dependent on the receipt of a complete and accurate subcontractor review package.
The offeror may propose subcontractors for contract performance in their response and provide draft Subcontractor DD Forms 254 in compliance with Table L3. Post award, the offeror shall comply with the award DD Form 254 requirements to provide a subcontract agreement signed by both entities that includes the prime contract and subcontract numbers, security flow downs, draft subcontractor DD Form 254, and Statement of Work (SOW).

Subcontractors are not required to possess the FINAL SECRET facility security clearance (FCL) at time of proposal submission if the subcontractor is not expected to begin contract performance at time of award. | RFP H.9.2.b and RFP L.13 Table L5 |
H.9.2.b Facility and Personnel Security Requirements requires a NISS facility verification notification with proposal submittal. Please confirm this should be submitted with the DD254 required in L.13 Table 5 as part of Minimum Standard Criteria due at Phase 1.
Respondents shall submit NISS facility verification notification for the prime contractor and proposed subcontractors possessing FCLs. Uncleared subcontracting firms should be noted in the submission.

L.13 Phase 1 – Evolve Minimum Standard Criteria, RFP page 133
The RFP states: "Offerors shall possess, and provide proof of, a valid Secret Facility Clearance or higher at the time of proposal submission. Offerors shall submit their Bidder’s DD254 (Attachment J-23) at time of proposal." The DD254 lists "the level of FCL required" as "Top Secret". Can the Government confirm that ALL (including JVs or their members) must have an active Top Secret clearance?
The prime contractor must possess the FINAL SECRET facility security clearance (FCL) at time of proposal submission. The successful Offeror(s) must ultimately possess a TOP SECRET FCL issued by DCSA for Task Order contract performance. As contract performance is contingent upon issuance of a TOP SECRET FCL, it is imperative that the Offeror cooperate with all requirements imposed by DCSA. The JV must obtain the TOP SECRET FCL prior to contract performance.
