About this file
This document contains a federal contract opportunity solicitation for Programmed Depot Maintenance and repairs of UH-1 and H-60 aircraft for the Department of State. The solicitation seeks a contractor to perform recurring aircraft inspections, modifications, corrosion repair and treatment, component and accessory overhaul, and refurbishment of UH-1 aircraft on a regularly scheduled basis. The work includes resetting all phased and periodic inspections to ensure high operational availability between maintenance intervals. Additionally, the contractor must accomplish all engine, aircraft, and accessory hourly and calendar-based overhauls and inspections such that none are due within one year or 300 airframe hours after maintenance. The solicitation provides an anticipated induction schedule for work on aircraft located in Peru, Iraq, Uruguay, Panama and Costa Rica, as well as one aircraft per year in the continental United States. Comments on the draft Performance Work Statement are due by October 29, 2021.

Q&A

| Question | Response | |
| 1 | In an effort to support Small Business participation, would the Government consider allowing the Prime Contractor to use a facility that is FAA Part 145 certified if the Prime and a partner company (who owns the Facility) enter into a Joint Venture (JV) for the purpose of this opportunity? Alternatively, if desired, preferred or required by the Government, the JV could/would be the legal entity Prime Contractor to submit the proposal and perform the awarded contract. Would either of these be acceptable to the government for this opportunity? | It is the responsibility of the offeror to ensure that their joint venture approach conforms with the FAA Part 145 certification policies. Therefore, the offeror should submit their question to the FAA. And if FAA concurs with their approach, the FAA’s concurrence letter should be included in their technical proposal. |
