About this file

This document contains a federal contract opportunity announcement for the Department of State UH-1 (series) Aircraft Programmed Depot Maintenance (PDM) and H-60 Repairs. The Department of State requires a contractor to perform recurring Aircraft Condition Inspections, aircraft modifications, corrosion repair and component overhaul on its UH-1 aircraft on a regularly scheduled calendar basis. The PDM program will induct aircraft from Peru, Iraq, Uruguay, Panama and Costa Rica, with 3 aircraft from Peru and 2 each from Iraq and Panama inducted per year. One aircraft will also be inducted every other year from CONUS. Since most aircraft are in Central and South America, the Department of State is interested in the feasibility of performing PDMs at a facility in that region. The draft PDM statement of work is released for industry comments due by October 29, 2021. The solicitation number is 19AQMM22R0006.

QuestionResponse
1In an effort to support Small Business competition, will the Government allow for the Prime to obtain the FAA Part 145 after contract award? Please refer to Q&A Set 1 response numbers 10. Also see below SOW references.
SOW Para: 4.26.3. The Contractor and the Contractor’s facility shall be certified and shall maintain compliance with current version of AR 95-20 “Contractor’s Flight and Ground Operations”.
SOW Para: 4.26.4. The Contractor and the Contractor’s repair station shall be FAA and or European Aviation Safety Agency (EASA) Part 145 approved with an FAA Repair Station Certificate, required manuals and processes, and approved capabilities list inclusive of Bell model helicopter related capabilities of repair.
2In an effort to support Small Business competition, would the Government consider allowing the Prime to use the FAA Part 145 of its subcontractor? Please refer to Q&A Set 1 response numbers 10.
3Given that FAA Part 145 is facility-based, we assume that the Prime will need to hold the FAA Part 145 for a proposed OCONUS facility that they own/lease. In other words, if the place of performance will be in a Central/South America facility, holding an FAA Part 145 for a US facility will not meet the requirement. Is that an accurate understanding? Please refer to Q&A Set 1 response number 11.
