About this file
This document contains a request for information and questions and answers related to an upcoming solicitation for programmed depot maintenance of Department of State UH-1 aircraft. The anticipated work includes aircraft condition inspections, corrosion identification and repair, component and accessory overhaul, and aircraft refurbishment to be performed on a recurring scheduled basis. The Department of State seeks input on the feasibility of performing this work in facilities located in Central or South America where most of the aircraft are situated. Offerors are asked to provide comments by October 29, 2021. The questions and answers indicate the work will involve approximately 47 aircraft over five years, including models UH-1H, UH-1N, UH-1V, Bell 212, and Bell 412. Records and spare parts will be provided, and contractors must use DoS forms and establish their own database. Prior experience with military specifications is preferred.

Q&A
| Column1 | Column2 | Column3 |
| Question | Response | |
Will the contractor have any access to the host country national hangars, facilities and equipment? | All work will be performed at the offerors facilities. However, at the direction of the CO and only when necessary, the offeror may need to access host country hangers, see PARA 4.22.2 (CK)
Will the contract call out for direct hires, “FTEs”, for maintenance, keeping records, reporting, and monitoring per the SOW? | SOW indicates: “4.1.8. Unless otherwise agreed to by the CO or specifically stated in section 6 of this SOW, the Contractor shall provide all facilities, support equipment, test equipment, consumable materials, and manpower to accomplish all activities stipulated within this SOW.” (JU)
Will a bid schedule be provided for the cost proposal? | The Solicitation will request offerors to respond to a sample task order. This will generate both a technical and pricing proposal. You will find an estimated quantity of aircraft that may be inducted over the next five years (see tab named, "Estimated Aircraft Induction"). Estimates are not guaranteed in an IDIQ. Also, certain items will be priced on a FFP basis and will be included in a bid schedule. Offerors will also submit as part of their proposal all the labor categories, fully loaded rates, and minimum qualifications associated with labor required to perform this effort.
Will this contract be a firm fixed contract, cost reimbursable, cost-plus fixed fee or a combination? | Historically the contract was performed as a combination of FFP and Time and Materials. DoS is very much interested in transitioning to a Firm Fixed Price model with a small portion of cost plus when appropriate. Please provide your opinion on the feasibility of performing the task orders as substantially Firm Fixed Price. Please see Section 2.4 of the SOW for the administration of the task order pricing.
Will the contracting office consider FAR 19.803, selecting acquisitions for the 8(a) Program and/or Simplified Acquisition Procedures? | This acquisition will likely not be set-aside for competition amongst 8(a) concerns. Refer to 13 CFR § 124.504 (c).
What data base software is being used to keep records and production control updated? | Contractor will be required to establish their own database for record keeping and production updates. (CK)
Will the contractor have access to this data base and/or software, to include maintenance, historical records, total flight hours of aircraft, daily status reports, material procurement records, and the like? | See PARA 4.2.1 LOGS AND RECORDS, PARA 4.2.1.1.3, 4.2.1.1.4 Contractor will receive records of aircrafts inducted into PDM (CK)
Will the work be recorded manually on the DA PAM 738-751 forms? | Work can be automated or manual as long as the entries are legible on DoS Forms (CK)
What will the procedure for the contractor to access military installations to include Patrick Space Force Base? | Request for base access with be submitted through COR (CK)
Will it suffice if the prime contractor has a sub-contractor that is an FAA and or European Aviation Safety Agency (EASA) Part 145 approved with an FAA Repair Station Certificate, required manuals and processes, and approved capabilities list inclusive of Bell model helicopter related capabilities of repair? | The Prime contractor shall have the requisite FAA and or EASA Part 145 approved FAA repair station certificate to perform the ACI and PDM work efforts. The exception is for the subcontracting out components/subcomponents requiring evaluation/repairs or procedures beyond the prime capabilities.
If the work is performed outside of CONUS, will a local country civil aviation authority equivalency to EASA and/or FAA repair station certificate, (with the required manuals and processes, and approved capabilities list inclusive of Bell model helicopter related capabilities of repair) be sufficient to perform the work throughout the region? | See PARA 4.26.3 and 4.26.4 The Contractor and Contractor’s repair facility. Conducting PDM at a military base outside of the US will possibly increase the lead times for logistics resulting in additional time to the PDM schedule. This could be a Customs nightmare when dealing with hazmat items. The handling of GFP equipment/parts (PARA 6) should also be considered if operating at multiple locations. See also PARA 4.26.5 regarding the fixture for airframe alignment. (CK)
Is this new requirement or is it part of a larger contract that is now being segregated? | On going requirement (CK). Not part of a larger contract….this will be standalone requirement (JU)
Per paragraph 4.26, will a prime and/or sub-contractor with an AS 9110 rev C, which is the most recent revision, suffice? | yes
Para: 4.2.1.1.1. Will INL/A notify contractor of the aircraft to be inducted 45 days prior to induction? | Yes
Para 4.1.6.1.1. Should DOS PAM 738-751 be used in lieu of DA PAM 738-751? | DoS PAM 738-751 is a supplement to DA PAM 738-751 which will be used in conjunction with DA PAM 738-751
Is it authorized to use vendors to complete work contained in the SOW that is not with the capabilities of the contractor? | It’s authorized to utilized approved subcontractors for maintenance beyond contractor’s capabilities. Para 4.4.5.8.2 NDI, is one of those maintenance procedures listed.
Para: 6.2. Will contractor have visibility of or access to DLA and/or the DoS inventory system? | It is the contractor responsibility to establish a DLA/FEDLOG account. The contractor will not have visibility to DoS inventory system but may request a part through DoS Maintenance. Additionally, there is an inventory list of GFM at the encumbent's facility that the contractor willl have visibilty of as the awardee must maintain all GFM. This list will be an attachment to the RFP/contract.
As per the statement on the request: “Since the number and type of inspections vary from aircraft to aircraft, the Contractor need only list a generic statement stating that all DoS Form 2408-18 inspections will be accomplished during PDM”. Will this means that an statement on the company letterhead would be sufficient? If this is correct, Will this statement needs to include estimated prices for the scope, task cards, NDT, repairs, modifications, etc. Or estimated prices are going to be required only after the Inspection of the aircraft? | The statement can be included on the initial discrepancy report for each aircraft. If faults are discovered during the inspections, the details of the faults will be annotated on the 2408-13-1. The details should include but not limited to dimensions, severity and the corrective actions for the damage found. The estimated labor hours to complete the inspection can be included on the discrepancy report of each aircraft.
In regards to the places to perform the work, we may offer to complete the work on any of the air force military bases of Peru, Uruguay, Colombia or in the US (North Perry Airport). | An offeror's technical solution will be evaluated IAW the RFP evaluation criteria. Elements of that evaluation include the adequacy of the response to the RFP and the feasibility of the technical approach. Moreover, the Department will not be responsible for coordinating with any host nation entities, nor obtaining access to Host nation facilities on behalf of an offeror. Any proposed solutions will be the entire responsibility of the offeror.
Can the contractor expect to receive current manuals from the U.S. Department of State? | PARA 4.1.5.2.2 and 4.1.5.2.3 The contractor will receive an initial allowance of manuals. The Contractor will be responsible for obtaining all other publications.
Will the contractor have the ability to see total flight hours on all aircraft? | PARA 4.2.1 Logs and Records will be provided to the Contractor for aircrafts selected for PDM. These records will include total hours for selected aircrafts. A list of total flight hours on all aircrafts will not be provided to the Contractor.
