Question: The last section (top of page 70) lists “…the following pay bands:

The last section (top of page 70) lists “…the following pay bands:

Degreed Engineer with less than 10 years of experience - $76,219 to $11,930 Degreed Engineer with less than 10 years of experience - $94,064 to $138,137”

Both descriptions are the same, but the pay bands are different. Should the number of years be different, or should one say “with MORE than 10 years?

Answer: Pay bands should read as follows:

Degreed Engineer with less than 10 years of experience - $103,690 to $134,798.

Degreed Engineer with 10 or more years of experience - $122,530 to $159,286

L.2.2.5 (Subfactor C-3 Fiscal Control)
Question: This section references L.2.3.1 which does not exist. Should it be L.2.2.4?

Answer: L.2.3.1 should read as follows:

FACTOR C – Past Performance (Volume 2) L.2.3.1 (Subfactor C-1 Logistics) The offeror shall demonstrate successful past performance. The offeror shall provide a description of all foreign deployment projects that he has supported in the past three years and which are similar to those that he will be supporting under this contract. For each site the offeror shall list the employees provided by discipline and duration of deployment. The offeror shall provide contact information for the primary points of contact at each client firms so they may be contacted as references. The evaluators may also obtain past performance information from other sources such as the Contractor Performance Assessment Reporting System (CPARS). For each project described, the offeror shall discuss how he managed: pre- and post-deployment logistics; medical evacuations; health care for personnel deployed abroad.

The offeror shall provide a description of his pre-deployment process including a checklist checklists and timelines. The offeror shall name his medevac insurance carrier and provide a description of the services they provide and their experience providing services in the past. The medevac insurance carrier shall have a proven record of having performed medical evacuations in regions similar to those that will be serviced under this contract. The offeror shall name his medical insurance carrier and provide a description of the services they provide and their experience providing services in the past. The medevac insurance carrier may also provide medical insurance coverage to employees abroad.

The offeror shall discuss the strengths of his management of each project as well as weakness and problems that arose and how he overcame them to complete the project successfully. Limit = 10 pages.

L.2.3.4 (Subfactor C-4 Schedule Control)
Question: This section references L.2.3.1 which does not exist. Should it be L.2.2.4?

Question: L.2.1.1, SPECIFIC INSTRUCTIONS 68 -69 L.2.1.1, SPECIFIC INSTRUCTIONS requires three hard copies of each volume and one CD-ROM of the entire proposal to be delivered physically on the proposal due date. In light of the COVID-19 pandemic, to avoid any potential infection risk from congregation of employees for physical reviews, assembly, and delivery of documents for hard copy submission, will the Government amend the instructions to accept the Offeror’s proposal by email transmission only?

Answer: Hard copies are required. It will be Covid-19 sensitive drop off.
