Q&A # Questions Responses 1 1. After reviewing the solicitation’s project drawings and specifications, we notice that there are structural, architectural, electrical and mechanical designs to be performed in order to supplement the existing drawings, and finish defining the works to be performed. We have the some questions regarding this issue:

• Please confirm that the contractor will need to complete or supplement the Government’s projects drawings by expanding different designs in all areas, then we will proceed to obtain the Government’s approval on these documents and then obtain construction permits from the appropriate national institutions: CFIA, Local Municipality, Health Ministry, etc. After the appropriate permits and documentation are approved then the contract may proceed to begin construction works.

The Contractor will not need to complete or supplement the Government’s projects drawings by expanding different designs.

The Contractor has to develop the project according to the full design drawings and specifications provided by INL and ESTRUCONSULT. For the construction permits, the Contractor shall coordinate all processes in order to obtain the respective local construction approvals.

2 Regarding J-2-6 "Bidding Chart": Is it allowable for Contractors bidding this procurement to add additional lines in the pricing table if we consider it necessary? This scenario in which some activities to be done (for example design activities, construction permits activities), or some components of the construction itself, may need to be added to provide the Government a more understandable and accurate price.

It is not allowable. The proposed prices should include all labor, materials, equipment and services necessary to accomplish the construction.

3 Regarding J-2-6 "Bidding Chart": Please indicate where to include in the EXCEL tables the design, completion of drawings, and obtaining of the projects permits stages and costs. We have the doubt whether to include this as additional lines in the table, within the “Preliminary Construction Works”, or spread the cost across the different existing lines of the EXCEL table.

The contractor is responsible for the build up of their proposed prices.

4 In the document J-1-1, "Statement of Work", in the second paragraph of the section C.1.8 is written regarding the design of the ventilation and air conditioning systems: "… for this design review section C.1.10.", but we couldn´t find said section C.1.10. The question is where can we find section C.1.10, or otherwise indicate if it´s non-existent.

There is a mistake in the SOW; this contract does not include design therefore the following is deleted from section C.1.8:

"Also the contractor shall design and build the electric connections (outlets, pipes and cables) for the air conditioning and ventilation systems. It is needed to clarify that the ventilation system and the air conditioning system shall be designed by the Contractor, for this design review section C.1.10." Please see Amendment 003.

5 In the document J-1-1, “Statement of Work”, regarding the section C.2.2 “Trials and Tests”, will the Government consider indicating which activities will require laboratory tests. This information is needed to provide an accurate performance schedule and cost estimate, because the laboratories to be utilized for tests may be far from the place of performance.

All the items manufactured by the contractor or materials that are used to build the different systems shall be tested. Materials to be used to manufacture concrete, perform backfilling, pipes for water connections to air conditioning etc., will be tested to verify the appropriate system operation. Materials manufactured by accredited companies that have quality certifications wont require laboratory test like pipes, wires, iron etc. Contractor shall review also the respective requirements detailed for each item in the SOW.

6 In the “Statement of Work”, document J-1-1, regarding the section C.3.2.1 “LEVELING AND CLEARING OF LAND”, is written “The residual material must be removed and placed outside the construction site in places approved by the local authority.” Please confirm this requirement will only require authorization from the local Municipality of La Cruz de Guanacaste, and will not require approval from Setena.

All the residual materials shall be removed with all the required local permits.

7 Is there a current completed soil study executed by a specialized laboratory for this project site? There is not a completed soil study for the project site.

8 In the first structural drawing it is indicated: METALLIC STRUCTURE: FIRE RESISTANCE REQUIRED OF 2 HOURS MINIMUM FOR THE ELEMENTS OF THE MAIN STRUCTURE PROTECTION THROUGH INTUMESCENT PAINTING CERTIFIED UL. OTHER OPTIONS MUST BE SUBMITTED TO APPROVAL OF THE INSPECTION. This paint specification is different than the one indicated in the "Statement of Work", document J-1-1, section C.3.4.3.4, where is specified "two layers of antirust paint to protect it, and two extra layers of enamel paint" Please clarify which one applies.

Drawing S0.1 has been revised to align with the Statement of Work. Please see Amendment 003 once posted.

9 In the "Statement of Work", document J-1-1, regarding the section C.3.6.1 "THERMAL-ACOUSTIC ROOF", please clarify which of the following two brands of thermal acoustic roof apply: ROOF COVER IN HIANSA O.S.A. SANDWICH TYPE PANELS as specified in the drawings, or "Panel Compuesto" from CIELOVIVO as specified in section C.3.6.1.

The thermal acoustic roof shall be used in accordance with section C 3.6.1. Please see Amendment 003 for updated architectural drawings A-04 and A-05.

10 In the “Statement of Work”, document J-1-1, regarding the section C.3.7.1 “INTERIOR CERAMIC WALL TILES”, in the last paragraph is written “The finish at the top of the tiles will be made with a 12mm half-round joint.”. Please confirm the use of aluminum joint.

No, aluminum joint is not required.

11 In the “Statement of Work”, document J-1-1, in the section C.3.7.3 “PORCELAIN FLOOR TILES”, is written “The final finish for areas 102, 103, 104, 105, 106, 107, 108, 109, 110 and 111 according to the finishing schedule (drawing A-06.) shall be with imported ceramic tiles type “Porcelanato esmaltado Anainat” (Code 22- 501175 at EPA), or other with the same or better characteristics.” In the project drawings we only have areas 101-102-103-104 -105. Please clarify.

Please replace the first paragraph of C.3.7.3 in the Statement of Work with the following:

"The final finish for areas 101 and 102 from drawing A-06 shall be with imported ceramic tiles type “Porcelanato esmaltado Anainat” (Code 22-501175 at EPA), or other with the same or better characteristics".

12 In the “Statement of Work”, document J-1-1, in the section C.3.7.4 “ACRYLIC PAINT (INTERIOR AND EXTERIOR)”, is written “The Contractor shall submit the corresponding samples of colors and specifications of product to COR, before executing this item. Once the product has been accepted and the color chosen, the Contractor shall proceed to execute the work. Please specify if color palette is sufficient, or if it´s required samples on site, and if so how many of them. Please provide a range of tones.

The colors to be chosen will be approved with samples on site and shall match the existing ones used at the police academy.

13 Please indicate where the “Statement of Work”, section C.3.8.2 “CONCRETE CURVES (F’c=210 Kg/cm2)” of the document J-1- 1, applies.

Concrete curves shall be used for exterior side walks according to the architectural drawings.

14 Will the Government provide Showers and Drain Grids specification or will it be the contractor responsibility? It is the responsibility of the contractor.

15 Conflict within the SOW; In the “Statement of Work”, document J-1-1, regarding the section C.3.10.4 “GRANITE COUNTERTOPS”, monolithic countertops are required?

As stated in Section C.3.10.4 of the Statement of work, "The granite countertops for this area can be manufactured at factory.

The countertop shall have an incorporated mopboard to the surface of 10cm in height in order to have an L shape without joints."

16 Conflict within the SOW; In the “Statement of Work”, document J-1-1, regarding the section C.3.13.2 “ILLUMINATION”: Led Technology lamps will be accepted? In Terminals (last 1.5m approx.) TGP conductor will be accepted?

The offer shall be in accordance with the conditions established in the drawings and specifications.

17 In the “Statement of Work”, document J-1-1, regarding the section C.3.14.2 “MOP-BOARDS”: Confirm PVC Mop Board. Please enlarge the detail of fixing ceramic veneers on PC prefa walls. Is an additional structure required?

The ceramic tiles shall be fixed directly to the walls without additional structure.

18 We have cost and scheduling concerns. Please confirm if the overall construction site, specifically the building to be remodeled and its surroundings will not be in use by the Murcielago Police personnel during the construction. The building we will be working in have women’s bathrooms and baths, and if they are required to remain functional during the construction, or if the area can be totally closed during the construction will require our company to take the resultant information into consideration concerning cost and schedule.

The area will be closed to the students and the academy personnel.

19 In the “Statement of Work”, document J-1-1, in the section C.3.1.2 “WARNING SIGNALS”, is written “The Contractor shall provide all necessary signs and announcements to prevent accidents in accordance with the safety plan (see Section H.8.2)…” Please indicate where we can find section H.8.2, we were unable to find section H.8.2, within the solicitation’s documentation.

Section C.3.1.2 of the Statement of Work has been revised. The reference to Section H.8.2 was been removed. Please see Amendment 003 once posted.

20 In the first structural drawing, is written “A 36 ton/m² SOIL CAPACITY, AT FAILURE, IS ASSUMED FOR DESIGN CONSIDERATIONS, WITH A SAFETY FACTOR OF 3,0 (12 ton/m2 OF SOIL ADMISSIBLE CAPACITY). Please indicate if it is required to confirm this assumed soil capacity through a soil mechanics study, or if it is accepted to give the capacity for granted.

The contractor has to verify this capacity in site.

21 Will the Government accept personal experience as past performance? The Government may consider all available past performance information, including former customers, Government agencies, federal databases (e.g. CPARS), and other sources.

22 According to what was discussed in the Preproposal Conference, we formally request to extend the proposal delivery due date at least in one (1) week, as the majority of the suppliers leave for holiday vacations from December 21, 2018 to January 2, 2019 and cannot submit their quotes before January 9, 2019.

The proposal due date will be extended tentatively until February 7, 2019, at 12:00:00 local time. Please see Amendment 003 once posted.

23 Sheet A-02 indicates the construction of prefa pc sytem walls on axes 2 and 4 between axes C and D. However, structural foundations S1.1 and S2.1 do not show the foundations or the corresponding columns. Should these walls be constructed as new?

Or will they be conserved and repaired as is the case with the rest of existing walls?

New prefa pc (prefabricated system) columns and their corresponding footing should be considered as indicated in drawings S1.1. and S2.1.

24 In the Wall Symbology box shown in sheet A-02 it is indicated that the densglass walls that divide the women's bedrooms should be tiling with ceramic on both sides, up to 1.90 m from the floor. We believe that it is a mistake, since they should only be painted. Please clarify.

The ceramic tile will be installed just in one side (facing the dressing room) up to 1,9m from the floor level. The other side facing the women bedroom will only be painted.

25 Please clarify if the placement of grass in the area between axes 1 and 2 and axes A and D should be included within the budget;

as shown in sheet A-06. This is because there is no indication in section C, nor in the reference detailed breakdown that you gave us as part of the bidding documents.

Yes this area shall be covered with grass.

26 Section "C.1.6 Finishes, Windows and Doors" does not specify the installation of windows on the sides of the existing building, along axes 1 and 6. Nor does it specify the installation of the window strip that runs along the entire axis “E” of the building at the top (entrance of light). Please confirm the inclusion of these areas within the scope of the work.

The new facades shown in drawing A-04 indicate new Windows in axis 1 and 6. Also the window strip on axis E should be considered.

27 We require you to provide us with a detail of windows to install with their respective location plant. It is not clear which type of window should be installed (lattice, sliding, folding). Sheet A-07 only shows the dimension of the prefa-concrete panel below and above the window; there is no indication about the type of window.

On drawing A-07, the window detail "WINDOW TYPICAL SECTION" with “lattice glass” and mosquito net can be found.

That detail applies for all the windows in the bedroom area. This specification shall be used for windows noted in C.3.9.3.

28 Should the security signs shown in sheet A-08 be included in the proposal? This is not indicated in Section C. Yes all the security signs shall be included.

File details come from the government source that posted it.
