About this file

This document summarizes the results of an asbestos survey conducted for a bridge renovation project. The survey was performed to identify any asbestos-containing materials present on Bridge #18142 that could be disturbed by the proposed construction activities for the OR DOT 140(1), Klamath County Boat Marina to Lakeshore Drive project. Core samples were collected from the bridge deck and analyzed by laboratory testing, which found no detectable asbestos in the waterproofing membrane samples. Based on the survey findings and laboratory results, no further asbestos investigation is required for the project at this time. The contractor must retain a copy of the survey report during bridge renovation work in accordance with state regulations.

This federal contract opportunity posting is for solicitation number 69056722b000005 for bid documents related to the OR DOT 140(1), Klamath County Boat Marina to Lakeshore Drive project. The opportunity was posted by the Department of Transportation Federal Highway Administration. No other details are provided regarding required products or services, pricing terms, or response dates.

Subject: Asbestos Survey Geary Canal Bridge #18142 (OR140 MP 58.83) OR140: Klamath County Boat Marina – Lakeshore Drive Project (Key #19788)

Background The purpose of this correspondence is to summarize the results of a survey for asbestos-containing materials (ACMs) on the Geary Canal Bridge #18142 for the OR140: Klamath County Boat Marina – Lakeshore Drive project. I inspected this bridge for ACMs in accordance with the OTIA III Materials and Contamination Performance Standards Manual and with Oregon Administrative Rules (OAR) 340-248-005 through 0290.

The proposed construction activities for this project include the following1:

• Widening of OR140 to include 12-foot wide travel lanes, 6-foot shoulders and shoulder and centerline rumble strips.

• Realignment of OR140 and installation of new guardrail where needed.

• Construction of stone embankments with fish enhancements where OR140 adjoins the shore of Upper Klamath Lake to prevent wave erosion.

• Acquisition of new right-of-way (R/W) to establish more consistent R/W widths throughout the project corridor.

• Remove the existing asphalt concrete wearing surface (ACWS) on Bridge #18142, located at MP 58.83.

Bridge #18142 has an existing waterproofing membrane. Waterproofing membranes may contain asbestos. The proposed bridge construction activities therefore have the potential for

Asbestos Survey – Geary Canal Bridge #18142 OR140 – Klamath County Boat Marina – Lakeshore Drive March 11, 2020 disturbing ACMs so an ACM inspection is required on Bridge #18142 pursuant to OAR 340- 248-0240.

Review of Existing Plans and Inspection Reports A review of existing plans and inspection reports for Bridge #18142 was not necessary because the only potential ACM that will be disturbed by the proposed construction activities is an existing waterproofing membrane.

Physical Survey and Sampling On March 12, 2018, the ODOT District 11 Bridge Crew collected three ACWS core samples from the deck of Bridge #18142 (Attachment 1) using a wet core drill. A waterproofing membrane was encountered in all three core holes. All three recovered waterproofing membrane samples were moistened, placed in laboratory-prepared containers and shipped under chain-of-custody protocol to Pace National for asbestos analyses.

Laboratory Analytical Results EMSL Analytical, Inc. out of North Cinnaminson, New Jersey analyzed the submitted samples under subcontract with Pace National. EMSL analyzed each sample for the presence/quantification of asbestos using polarized light microscopy (PLM), in accordance with EPA Method 600/R-93/116. A copy of the chain of custody record and laboratory report are provided in Attachment 2. Table 1 summarizes the analytical results.

Table 1. Summary of the analytical results on suspect ACM samples collected from Geary Canal Bridge #18142 Sample ID Material and Location Analytical Result

18142-MBRN-1 Deck waterproofing membrane. None Detected 18142-MBRN-2 Deck waterproofing membrane. None Detected 18142-MBRN-3 Deck waterproofing membrane. None Detected

As shown in Table 1, asbestos was not detected in any of the analyzed membrane samples.

Summary and Recommendations As an Asbestos Hazard Emergency Response Act (AHERA) accredited inspector, I am certifying that the parts of Bridge #18142 that will be disturbed by the proposed construction activities have been inspected for ACMs. Based on the findings of this survey and the laboratory reported non-detects for the asbestos analyses, I believe that no further investigation for ACMs is required at this time.

In accordance with OAR 340-248-0270(2), the Contractor must keep a copy of this report on-site during bridge renovation or demolition activities.

Limitations No environmental site assessment can eliminate all uncertainty. Any environmental sample (e.g.

asbestos samples) collected for analysis may or may not be representative of general site conditions. The observations, findings, and conclusions in this report are based solely on the site conditions at the time of this assessment and do not imply a warrantee or guarantee for the site.

Nothing in this report constitutes a legal opinion or service and should not be relied on as such.

ODOT is not responsible for the accuracy of information provided by third parties, which may be contained in this report.

Asbestos Survey – Geary Canal Bridge #18142 OR140 – Klamath County Boat Marina – Lakeshore Drive March 11, 2020

Due to the nature of any renovation or demolition activity, the potential exists for discovering suspect ACMs that were not covered in this report. If additional suspect ACMs are discovered during renovation or demolition, work activities must stop and the suspect ACMs must be sampled for asbestos content.

If you have any questions, please do not hesitate to contact me.

Thank you.
