The flag must measure minimum 2.50 x 3.50 meters from weather-resistant fabric with reinforced stitching and eyelets or snap hooks. The contract performance period is 40 calendar days from Notice to Proceed, with penalties for delays specified in tender documents. Within 15 days of award, the contractor must submit detailed work schedules, final Safety Plan with designated Site Technical Director (Direttore Tecnico di Cantiere) and Supervisor (Preposto), personnel and vehicle lists, project manager designation, and safety manager assignment. Normal working hours are 08:30 to 17:30 weekdays, with high-noise operations restricted to no earlier than 09:30 and quiet hours from 12:30 to 15:30. Prior to final acceptance, the contractor must provide technical data sheets, certificates of conformity, operation and maintenance manuals, and electrical installation test reports. The Contractor Officer's Representative (COR) must approve all shop drawings, material samples, and technical specifications before work commencement, and a Project Manager must be present on site daily with written inspection reports submitted to the COR in English.

DRAWINGS
1. INTRODUCTION
This Scope of Work (SOW) defines in a clear and comprehensive way the activities, execution methods, and responsibilities related to the installation of a flagpole with a total height of 12,5 m, complete with a flag .
The Works will be carried out in the area in front of the main entrance of Villa Taverna, in a final position to be agreed with the COR, and in compliance with safety requirements, applicable building codes, and any architectural or landscape constraints in force at the site. An orthophoto of the area is attached to provide plan and elevation reference for the intervention (fig. 1).
This SOW specifically covers:
• the preliminary survey and layout activities;
• the stages of excavation, formwork installation, concrete pouring, and curing of the foundation;
• the operations for installation, anchoring, and stability verification of the flagpole;
• the functional tests (raising/lowering of the flag, inspection of ropes and accessories) and the final conformity checks;
• the Contractor’s obligations regarding safety, site management, and protection of the areas adjacent to the main entrance;
• the handover procedures for the Works, including the final technical documentation (technical data sheets, and material certificates).
All activities shall be performed by qualified personnel, using certified materials in compliance with applicable technical standards, in order to ensure durability, structural safety, good appearance, and proper use of the installation.

2. DESCRIPTION OF THE WORKS
The Works are divided into four distinct and sequential phases:
• Construction Site Setup and management;
• Foundation;
• Civil and Electrical works;
• Flag and flagpole;
3. CONSTRUCTION SITE SETUP AND MANAGEMENT
Before starting any work, the Contractor shall fully set up the construction site, ensuring safety, order, and minimum impact on normal activities at Villa Taverna.
The minimum activities include:
Delineation and marking of work areas
• Identify and mark the construction area for the future foundation and for the route of the underground services (excavations for electrical conduits, handholes, etc.);
• Install suitable temporary fencing, and barriers to prevent unauthorized access to the work areas;
• Install safety signs and temporary signage (no-entry signs, alternative pedestrian/vehicle routes, hazard warnings, etc.) in accordance with applicable regulations;
• Adopt all necessary measures to ensure the safety of staff, visitors, and residents, with particular attention to escape routes and main access points.
Site logistics
• Define temporary storage areas for materials, equipment, and machinery, in locations that do not interfere with main routes and representative areas;
• Provide areas for storage of waste and excavated material, separating different types (inert waste, metals, packaging, special waste) to allow proper disposal in accordance with regulations;
• Check in advance the access routes for construction vehicles and suppliers, avoiding damage to existing pavements, curbs, gates, and structures;
• Provide protection for sensitive surfaces (e.g., protective sheets, timber panels, corner protectors).
Removal and management of existing vegetation
• Clean the work area by removing weeds, shrubs, and portions of lawn as needed to carry out the foundation excavation, lay the paving, and install the underground services;
• Carry out targeted pruning, where necessary, to ensure safety and proper execution of the works, avoiding interference with equipment and machinery;
• Dispose of or deliver removed vegetation to authorized facilities, in compliance with environmental regulations;
• Protect trees and plants to be preserved by suitable measures (barriers, trunk wrapping, limiting traffic and excavation near the root systems).
Safety, environment, and site appearance
• Provide and implement all safety measures required by applicable occupational health and safety regulations;
• Limit dust, noise, and vibrations by using working methods and equipment that minimize disturbance;
• Keep the site tidy and clean, regularly removing off-cuts, packaging, and materials no longer needed;
• Restore any areas only temporarily affected by the site, bringing them back to conditions equal to or better than those before the works.
4. FOUNDATION
The foundation, either cast-in-place or prefabricated, shall be designed and sized to withstand all static and dynamic loads generated by wind action, flagpole height, and flag weight and surface area. The design shall account for the most severe load conditions required by the applicable local building code at the installation site.
Prior to start any work, and subject to COR approval, the Contractor shall submit the following technical documentation:
• Structural Calculation Report, signed and stamped by a licensed engineer or equivalent qualified professional, demonstrating the full adequacy of the foundation with respect to:
• Flagpole height and type;
• Flag dimensions and weight;
• A basic wind speed of 48.2 m/s shall be used in accordance with ASCE 7 wind load calculations, including the determination of design wind speed, exposure coefficients, and all related parameters, for the structural design of the flagpole foundation);
Shop Drawings, signed and stamped by the same licensed engineer, including:
• Foundation plan view and cross-sections with dimensions and reinforcement details;
• Detail of the flagpole-to-foundation connection system (base plate, anchor bolts, embedded anchors, etc.);
• Anchor verification calculations, including forces transmitted at the flagpole base;
• Connection details between the flagpole base and the foundation, based on the flagpole type approved by the COR.
All shop drawings shall be approved by the COR before any excavation or concrete pouring begins.
The foundation shall be constructed using the following layered system, from bottom to top:
• Crushed stone / drainage gravel, thickness min 20 cm (8 in)
• Lean concrete (min. Rck 150 kg/cm²), thickness min 10 cm (4 in)
• Concrete foundation
The structural concrete for the foundation shall have a compressive strength adequate for the design loads, with a recommended minimum of Rck ≥ 300 kg/cm² (C25/30), unless higher strength is required by the structural calculations. Furthermore, the contractor shall sub mit the mix design of the concrete.
Steel reinforcement shall comply with applicable local standards and shall be sized per the approved structural calculation report. Furthermore, the reinforcement bars of the foundation plinth on the vertical sides shall have a minimum concrete cover of 75mm on the vertical sides of the foundation that are in direct contact with the soil.
Where site conditions require it, the foundation shall include waterproofing or capillary moisture protection.
The type of connection between the flagpole and the foundation (e.g., welded base plate, bolted flange, embedded anchor system) shall be determined based on the flagpole type selected by the COR.
The Contractor shall provide anchor verification calculations, including:
o Tension and shear forces at the base;
o Pull-out and punching shear checks;
o Anchor bolt specifications (diameter, grade, embedment length, torque requirements).
All exposed metal components shall be hot-dip galvanized or treated with a suitable corrosion protection system, appropriate for the environmental conditions at the site.
The COR shall formally approve both the foundation shop drawings and the flagpole anchorage shop drawings before any work begins.
No changes to the approved design shall be made without prior written authorization from the COR.
The Contractor remains solely responsible for executing the work in full conformance with the approved drawings and structural calculations.
Archaeological Supervision
Given the nature of the site and the fact that excavation for the flagpole foundation will exceed 30 cm in depth, the Contractor shall arrange, at its own expense, for a qualified archaeologist, duly registered on the official professional register, to be present on site throughout all excavation activities.
Upon completion of the excavation work, the archaeologist shall submit a technical report, along with all supporting documentation required under applicable law and regulations, to COR.
Should the archaeologist identify any artifacts, structures, or features of archaeological or historical significance during the excavation, work in the affected area shall stop immediately, and the Contractor shall notify COR without delay. Work may resume only after receiving written authorization from the competent local authority. The Contractor shall pay all costs associated with archaeological supervision, including any additional monitoring, reporting, or mitigation measures required by the competent authorities as a result of findings made during the excavation.

5. CIVIL AND ELECTRICAL WORK
The external works include all activities needed to make the area around the flag safe, usable, functional, and visually consistent with the context of the main entrance of Villa Taverna.
The minimum works include:
Excavation, installation of underground services, and reinstatement
• Carry out trench excavation along the planned route for the electrical services, with depth and width suitable for the installation of conduits and inspection handholes, in compliance with site safety rules;
• Protect existing structures, pavements, and green areas during all work phases;
• Backfill using suitable material (preferably sand or selected granular mix in the section in contact with the conduits), placed and compacted in layers;
• Re-instatement of all affected surfaces (paving, curbs, green areas) with a finish equal to or better than the existing condition.
Electrical system
• Install flexible corrugated conduit for outdoor use, sized according to cable cross-section and in compliance with CEI standards; the conduit shall contain a steel draw wire or other suitable pulling wire for cable installation;
• Connect to the existing electrical network through the existing electrical panel located on the inner side of the boundary wall along Via Giacchino Rossini;
• Install, inside the existing panel or in an extension, a dedicated circuit breaker for the flag lighting system, sized according to the installed power and applicable regulations;
• Install a twilight (photocell) switch to control automatic switching on and off of the floodlights, including all electrical connections, setting, and functional tests;
• Supply and install CE-marked electrical cables of adequate cross-section, laid inside the prepared conduits, with proper identification and terminations.
Flag lighting
• Along the perimeter of the travertine slab (diameter 1.50 m), at the four cardinal points (North, South, and East), three in-ground or floor-mounted floodlights with a minimum protection rating of IP67 shall be installed, suitable for outdoor use and architectural lighting of the flagpole and flag;
• The floodlights shall be powered by the electrical system described above and controlled by the twilight switch. The model, power, colour temperature, light beam, external finish, and installation method of the floodlights shall be submitted to the COR for approval before purchase and installation;
• The lighting system shall provide an adequate level of illumination of the flag, avoiding glare and unnecessary light dispersion, in line with any applicable local regulations on light pollution.
Inspection Handholes
The work includes the supply and installation of at least 3 inspection handholes (min 600mm), with characteristics and load capacity suitable for pedestrian use, located as follows:
• one near the flag area (serving the base and the floodlights);
• one approximately halfway along the cable route;
• one near the base of the existing electrical panel.
The Handholes shall:
• have internal dimensions sufficient to allow inspection and maintenance;
• be equipped with suitable covers (anti-slip, with appropriate load class);
• be positioned and levelled so they integrate with the paving and do not create an obstacle or hazard for pedestrians.
Paving and external finishes
• Complete the paving on top of the foundation with brick and clay paver strips, in line with the design and geometry of the existing pedestrian path (Photos 4 and 5), including any cuts, adjustments, and joint finishing;
• Install and seal the circular travertine slab around the base of the flagpole, with particular attention to alignment with the axis of the pole and regular joints relative to the surrounding paving;
• Arrange the adjacent areas (flowerbeds, borders, curbs, if any) to give the whole area a neat, coherent, and dignified appearance;
• Perform final cleaning of the area, removing construction debris, packaging, and any other unnecessary materials, and hand over the works in a condition ready for immediate use.
6. FLAG AND FLAGPOLE
The supply and installation of the flag and the related flagpole shall comply with the technical, visual, and safety requirements described in this section. The Contractor shall submit all required documentation, shop drawings, and samples to the COR for approval before commencing any supply or installation activity.
Flag
The flag shall have dimensions not smaller than 2.50 x 3.50 m and shall be fabricated from a fabric suitable for continuous outdoor use, resistant to weathering and UV radiation. The flag shall be constructed with a reinforced double stitch along the entire perimeter and shall include a reinforcement band along the hoist edge and at all fixing points. The hoist side of the flag shall be equipped with a rope or continuous fixing system, using eyelets, snap hooks, or another system approved by the COR. The design, colors, materials, and fabrication details of the flag shall be submitted to the COR for review and approval prior to fabrication and delivery.
Flagpole
The flagpole shall rise 12.5 m above finished ground level and shall be fabricated from a durable metal material, such as hot-dip galvanized steel or structural aluminium alloy. The flagpole shall comply with all applicable current construction standards and with any specific standards governing flagpole design and installation.
The Contractor shall submit to the COR a structural calculation report and all relevant technical checks demonstrating that the proposed flagpole is fully adequate for the required installation conditions. The calculations shall address the flagpole height of 12.5 m, the size and weight of the flag, the wind exposure category and local environmental conditions at the installation site, and a basic wind speed of 48.2 m/s in accordance with ASCE 7 wind load provisions. The calculations shall also account for any other significant actions, including dynamic effects caused by flag flapping. The submitted documentation shall demonstrate an adequate safety margin, ensuring no risk of collapse, instability, or excessive deformation of the flagpole shaft or its anchorage system.
The Contractor shall supply and install an internal halyard assembly, whereby the rope or cable used to raise and lower the flag runs entirely inside the pole shaft rather than on the exterior. This configuration provides enhanced security against tampering, reduces noise generated by the halyard striking the pole, and ensures a cleaner visual appearance.
The internal halyard system shall include the following components. The internal rope or cable shall run through the full height of the pole to operate the flag raising and lowering mechanism. A lockable access door or winch box shall be installed near the base of the pole, allowing authorized personnel to operate the halyard while preventing unauthorized access or tampering. An internal pulley system shall be located at the top of the pole, fully protected from weather exposure. A counterweight and retainer ring shall be provided to keep the flag close to the pole shaft and to ensure smooth and controlled movement during operation.
The Contractor shall provide complete construction details of the flagpole, including cross-sections, wall thicknesses, joint details, and segment configurations where applicable. A full description of the operating systems shall also be submitted, covering the winch or cleat mechanism, internal blocks and pulleys, and locking devices. The Contractor shall additionally provide written instructions for both routine and extraordinary maintenance of the flagpole and all its components.
All flagpole components, including the shaft, top piece, finial or ornamental ball, anti-vibration devices, and all accessories, as well as the color and type of surface finish (paint, anodizing, or other approved treatment) shall be submitted to the COR for written approval before supply and installation.
The flagpole shall be installed perfectly vertical. Installation shall include controlled tightening of all anchor bolts to the specified torque values, verification of anchor rod tension, and a final alignment check. The final alignment verification shall be carried out in the presence of the COR, whose written acceptance shall be obtained before the installation is considered complete.

7. SITE ORGANIZATION AND SAFETY
The safety of the construction site, including all charges foreseen by the current legislation, will be an important aspect for the planned works. The item includes the following:
- Fencing of the construction site area, temporary walkways, construction site bathroom.
- All types of scaffolding possibly necessary for carrying out the planned works.
In addition to the provisions of the SOW, the following remains established:
1.upon delivery of the works, the Contractor must designate by name a technical assignment employed by or registered in a specific professional register with the task of directing the organization of the site and supervising the conditions of safety and use of the manpower, equipment and materials. Said technician is required to always be present on site.
2.The Contractor is required, during the preparation of the site, the execution of the works to observe the rules on accident prevention and occupational hygiene referred to in Presidential Decree 27.04.1955, n.547, to Presidential Decree 07.01.1956, n.164, to Presidential Decree 03.19.1956, n.303, to Legislative
Decree 81/2008 and subsequent amendments. mod. and supplement and subsequent provisions even if issued during the course of the works.
3.The Contractor has the obligation to comply with the "safety plan" or the one amended following the supplementary proposals formulated by him and to comply with the related implementing provisions that will be issued during the works by the "safety coordinator during the execution of the works"; the
Contractor must also draw up and promote to the COR, in the manner established by the combined provisions of the aforementioned Legislative Decree 81/2008, an operational safety plan that takes into account the organizational, technical, procedural and technological reality of the Contractor itself. In the event of a temporary association of companies, the above applies to the agent Contractor or Contractor designated as group leader. In the event that the drafting of the safety and coordination plan is not envisaged, the Contractor must draw up and deliver its own replacement safety plan to the COR within the terms established by the Rule. It should be noted that the amount of the charges deriving from the implementation of the provisions of the aforementioned construction site safety documents, expressly indicated in the specifications, are understood to be offset and included in the unit and/or bulk prices of the various items of the estimate. Having established that the percentage safety incidence of the safety charges of each individual estimate item is conventionally assumed to be equal to the ratio between the global work costs and the gross amount of the safety charges, the portion of the amount not to be subject to a discount will be equal to product of the aforementioned incidence by the gross amount booked.
4.The Contractor is obliged to adapt the working hours to the User's needs, with the obligation to obtain the information in advance.
5.The Contractor, through its manager, will have to keep a register updated on the construction site, to be shown for inspection by the Project Manager himself or someone on his behalf, such as in the work itself or to be noted on a daily basis materials and inflows on site to be used in the works, those used in the execution of the works themselves and those removed from the site, with the resultant of the materials stored there. He must keep the packing slips/supply of materials in absolute order in special catalogues/binders prepared for this purpose.
6.It is absolutely forbidden to access the site for Contractor personnel who, where requested, refuse to submit to personal checks or checks on things in tow. The contracting station declines any responsibility if the refusal referred to in this paragraph causes delays, hindrances or even the impossibility of executing the contract.
7.The Contractor must maintain discipline on construction sites and is obliged to observe and away from his agents and his agents, the regulations and provisions in general issued by the contracting station and by the competent authorities for the good order and discipline of the works. The Contractor must employ suitable persons for his agents, foremen and workers. The COR has the right to order the change of duties of the Contractor's personnel in cases of ineptitude and the removal of personnel from the works in cases of insubordination and bad faith. In any case, the Contractor remains liable for damages caused by the inexperience, negligence or bad faith of the personnel themselves.
8.To guarantee the execution of the works, maintain personal surveillance compliance in all construction sites, even if external to the places of work, on all the means used by the Contractor, as well as in the production and material processing workshops. When this is established by the regulations, by the specifications and by the contract and when the contracting station, in warning of any regulatory or contractual requirement, signifies to the contracting party that it wants to make use of this right, the contracting station itself has the obligation to inform the station in good time Contractor of the start of processing of objects related to the works and to give it all the information it deems necessary for the exercise of supervision. He must also indicate, if requested, the establishments from which he intends to order the materials necessary for the execution of the contract.
9.The works must be carried out in a workmanlike manner and the materials to be used must be of the best quality available on the market, free from any general and special defect, meet all the other requirements indicated in the technical specifications and in the specifications as well as in the Decrees bearing the conditions mandatory general techniques. When it comes to national products, the Contractor is free to procure materials where he deems the best, provided that they have requirements where prescribed by the contract, unless in these general conditions, in the special chapter or in the price tariff, special requirements are prescribed on origins some materials. The Contractor must justify, with the presentation of suitable documents, the actual origin of the materials, and lend himself to subjecting them to all the tests that the project manager deems appropriate to ascertain their quality and resistance. The materials cannot be used if they have not been previously accepted by the COR who has the right to refuse those he does not recognize as suitable for the goodwill of the works. The rejected materials must be removed from the construction sites within the term established by the COR and at a convenient distance; failing the
Contractor to comply with the relevant provision, the site manager has the right to do so directly, charging the Contractor the related expense, which will be deducted from the first advance certificate. Acceptance does not affect the right of the contracting station to refuse, at any time until testing, the works performed with materials that do not comply with the contractual conditions, materials to proceed, pursuant to art. 18 of DM 145/2000, in the case of construction defects. When the Contractor presents concrete for and the relative samples, the contracting station may examine proposals to replace the quality of the materials and their origin, if prescribed, however reserving the full right to accept and reject said proposals. If, even without opposition from the site manager, the Contractor has on his own initiative used materials of a better prescribed excess weight and size, or of a more accurate quality or mastery, he is not entitled to any price increase, whatever the the advantages that can derive from the contracting station; and in this case the accreditation of the Contractor is done as if the materials found the weight and dimensions, the qualities and the mastery established in the contract. Conversely, objects or materials of weight, characteristics and/if smaller than those prescribed, or of lower quality or less accurate workmanship are used, they will be counted by reducing in proportion to the lower weight, smaller dimensions and different quality and processing the corresponding prices. All general and specific charges, in any case connected to the obligations listed above, are to be paid in full and at the expense of the Contractor, having taken them into account in determining the individual unit prices, by measure or as a whole of the tender specifications.
Submission of the Operational Safety Plan (POS)
Within 10 calendar days after receiving the Notice to Proceed, the awarded Contractor must submit a detailed
Operational Safety Plan (POS). The POS must clearly identify the following key professional figures:
Site Technical Director (Direttore Tecnico di Cantiere):
The individual responsible for managing the construction site on behalf of the Contractor. This role may be fulfilled by either an internal employee or an external professional formally appointed by the company. This figure is not to be confused with the Construction Supervisor (Direttore dei Lavori), who is appointed by the Client and is responsible for verifying that the works are carried out in compliance with thedesign and technical specifications.
Supervisor (Preposto):
An individual who, by the nature of their duties, supervises the work of others (e.g., site manager, workshop head, department chief). The Supervisor must be adequately trained to fulfill the responsibilities assigned under Art. 19, paragraph 1, letter g) and in accordance with the objectives of Art. 37 of Legislative Decree 81/2008. The Supervisor shall ensure, continuously and effectively, that:
1. Workers comply with safety instructions and the provisions of the safety plan;
2. Personal protective equipment (PPE) is used as required;

The Contractor shall additionally comply with the U.S. Army Corps of Engineers Safety and Health
Requirements Manual (EM 385-1-1) in all cases where its requirements are more stringent than applicable local regulations. In the event of conflict between local requirements and EM 385-1-1, the more stringent requirement shall govern.
Contractor Responsibilities
The Contractor shall:
• Designate a qualified Safety Officer responsible for overseeing health and safety compliance on site.
• Submit a Site-Specific Safety and Health Plan for review and approval by the COR prior to commencement of works.
• Ensure all personnel on site are adequately trained and informed of applicable safety requirements.
• Report any accidents or incidents to the COR immediately.
8. DAMAGE
1. The Contractor is responsible for all measures, including provisional works and all obligations to avoid the occurrence of damage to the works, the environment, people and things in the execution of the contract pursuant to art. 14 of the DM n. 145/2000.
2. No compensation is due for damage caused by force majeure to temporary works, scaffolding or site vehicles and equipment .
9. SOLICITATION CHARACTERISTICS
Contract phase
Within 15 calendar days of the date of award, the Contractor shall submit the following documentation to the Embassy’s Technical Office:
· A final and detailed work schedule of the various interventions and relative length of time required to carry out all the work requested in the contract.
· A final Safety Plan as set forth in the General chapter, finalized with the names of all actors and with the results of the discussions with the POSHO.
· A list of the names, complete with bio-data, of all the employees, as well as possible suppliers and sub-
Contractors for specific work, who will require access to the work-site. Furthermore, the Contractor shall submit a complete list of vehicles to be used during the project, indicating the make, model and license number.
· Designation of someone who will be in charge of the project on behalf of the Contractor and who will be fully authorized to discuss and decide together with the COR any variations during the course of the project, both concerning methodology of the work and the supplies.
· Designation of a Safety Manger who will address all safety issues and will monitor the daily operations.
· The register of submittals.
Implementation phase
· The implementation phase starts with the Notice to proceed (NTP).
· No work shall be performed before the submission of the shop drawings and relevant approval.
· No materials shall be installed prior the relevant submission and approval.
· Normal working hours are from 08:30 up to 17:30 during weekdays. Any work to be carried out after normal working hours or during the week-end shall be agreed upon in advance with the COR in order to obtain all the necessary authorizations and approvals.
· Demolitions, perforations and other high noise operations shall be carried out no earlier than 09.30. The quiet rule shall apply even during the time 12.30 to 15.30, during work days.
· The work-site shall be kept as clean as possible.
· Areas for storing material shall be agreed upon, together with the COR, based on logistical-operative criteria.
· Any temporary interruptions of utilities shall be scheduled at least 5 days in advance and shall be subject to approval from the COR.
· Tests on the correct operation of the systems and consignment of parts of completed work shall be carried out in the presence of the person designated by the Contractor and someone authorized by the Embassy. The
Contractor shall be responsible for drawing up the necessary delivery reports for the work and systems carried out and shall be subject to verification and acceptance by the COR.
Conclusion phase
Once the project is completed a final inspection shall be carried out with representatives of the Contractor and the Embassy, in order to verify that the project has been carried out correctly, that it is in compliance with the technical specifications and that the systems operate correctly.
· When the work has been completed and accepted by the COR, the Contractor shall submit the following documents to the COR:
· technical cards of the most important materials used in the project, with a list indicating the location of the vendors and local suppliers.
· certification of conformity and tests carried out by the manufacturers for materials, as well as guarantee of the correct installation of all the materials by the Contractor with regard to the project realization and law requirements.
Performance time and penalties for delays
The contract performance time and the methods with which these times will be calculated are fully described in the solicitation package and here listed for convenience.
The Registry of Submission, at the following of this document, shall, (but shall not be limited to), indicate the kind of material samples and the number of them for selection and approval by the COR.
Period of time the complete execution of the project, from mobilization to final cleaning: 40 solar days from the "Notice to proceed".
Penalties for delays in completing the project are those described in the tender documents.
Subcontracting and piecework
In the subcontracting authorization request and in the subcontracting agreement, the Contractor shall promptly indicate the operational scope of the subcontract, in terms of performance, and specify in unambiguously, in particular, the name of the sub-Contractor, the description of the work or services to be subcontracted – indicating the relative quantities or dimensional parameters referred to each execution area and process phase and referring to the project - the individual areas the individual process phases in which the subcontracted work or services will be performed.
In any case, the Contractor remains responsible towards the contracting authority for the execution of the works subject to subcontracting, relieving the contracting authority itself from any claims of subContractors or from claims for damages made by third parties as a result of the execution of subcontracted works.
It should be noted that in the event of subcontracting of works, the Contractor will be solely responsible for the technical and professional suitability of the subContractor.
In addition, the expected times for the work covered by the contract, the subcontracting must be compatible and congruent with the work program of the main contract (Gantt Chart), by updating it, with the Contractor's commitment to produce the work program updated to the works manager before the start of the subcontracted works .
Material equivalents
The contractor shall verify and ensure that all the materials supplied are new and without defects and that their use and/or installation is carried out using the best techniques and fully respecting the instructions supplied by the manufacturers.
Special parts shall be manufactured solely by workshops that are highly qualified in that specific sector.
The makes indicated in this SOW (Scope of Work) are intended as a point of reference and therefore, the words or approved equivalent are implicit.
Therefore, the makes and products listed are deemed equivalent to each other. Different selections implemented by the Contractor shall be approved in advance by the COR, after submission of samples and technical cards.
Work progress
In general, the Contractor shall have the faculty of developing the work in the way he believes more convenient and shall hand it over completed within the terms of the contract, as long as, in the opinion of the COR, this is not detrimental to the outcome of the project and the interests of the Administration.
The Administration reserves the right to request that a specific task must be carried out within a pre-determined period of time, or to dispose the order of the performance of the work in a way it deems more convenient, especially in relation to requirements depending on the performance of work and delivery of supplies excluded from the contract, without the Contractor having the possibility to refuse or ask for special compensation.
Before starting the work, the Contractor shall submit for the CORs approval a detailed operative schedule and costs, which he will follow during the performance of the contract, in concurrence with the schedule.
Parking
The parking is allowed inside the Compound. The Contractor's vehicles shall be allowed to park only for loading and unloading materials.
Project Manager Site Presence and Reporting
The Project Manager shall be present on site on a daily basis for the entire duration of the works. Prior to each site visit, the Project Manager shall notify the Contracting Officer's Representative (COR) of his/her presence. At the end of each working day, the Project Manager shall submit to the COR a written daily inspection report in English, documenting the activities carried out, the number and roles of personnel on site, the status of materials and equipment deliveries, any issues or non-conformities identified, and any actions taken or planned to address them. The daily inspection report shall be submitted in a format approved by the COR and shall constitute an official record of the progress of the works. Failure to maintain the required site presence or to submit the daily inspection report may be considered a material breach of contract obligations.
10. INSPECTION, TESTING, COMMISSIONING, AND HANDOVER
Handover of the works
At the end of the works, the Contractor shall clean the site, remove fences, tools, and remaining materials.
The contractor shall submit formal notice of completion of works to the COR and request the final inspection.
Testing and commissioning
• Perform functional tests on the flag/flagpole system and the lighting installation (as described above), in the presence of the COR;
• Check the stability of the flagpole, the condition of the paving, and correct execution of civil and electrical works;
Final technical documentation
As a condition for final acceptance, the Contractor shall provide at least:
• Technical data sheets and certificates data sheets and manuals for the flagpole, hoisting systems, IP67 floodlights, twilight switch, and electrical protection devices;
certificates of conformity for materials (concrete, steel, electrical components, paving, travertine slab);
any CE declarations and mandatory markings under product and electrical installation regulations.
• Operation and maintenance manuals instructions for use of the flag hoisting system;
guidance on routine maintenance of the flagpole, coatings, and fixing devices;
a maintenance plan for the lighting system (lamp/module replacement, seal checks, IP rating checks).
• Electrical installation any test reports or instrument measurements carried out on the system.
The COR may make final acceptance of the works conditional on receipt of all the above documentation and on the closure of all items recorded in the test and acceptance reports.
