Bill of Quantities Rome – Villa Taverna

INSTALLATION OF A FLAGPOLE AND FLAG, INCLUDING CIVIL WORKS

1. Construction Site set up and Management
Supply, installation, maintenance, and removal upon completion of works of temporary site fencing, barriers, and safety signage (no-entry signs, alternative pedestrian/vehicle routes, hazard warnings) to delimit and secure the construction area.

Supply and installation of protective measures for existing sensitive surfaces (protective sheets, timber panels, corner protectors) to safeguard pavements, curbs, gates, and structures adjacent to the construction area.

Organization of temporary storage areas for materials, equipment, and machinery, in locations that do not interfere with main circulation routes and representative areas.

Setup of a dedicated waste collection and storage area, with separation by type (inert waste, metals, packaging, special waste) and subsequent disposal at authorized facilities, in compliance with applicable environmental regulations.

Removal of weeds, shrubs, and portions of lawn within the areas affected by foundation works, underground services installation, and paving, including loading, transport, and disposal at an authorized facility.

Targeted pruning of existing vegetation where necessary to ensure safety and proper execution of the works, avoiding interference with equipment and machinery, including disposal of all removed material.

Protection of trees and plants to be preserved by means of physical barriers, trunk wrapping, and restriction of traffic and excavation activities in proximity to root systems.

Reinstatement of all areas temporarily affected by site activities to conditions equal to or better than those prior to the start of works, including final cleaning and removal of all construction site materials.

Use of scaffolding, mobile scaffold towers (including assembly and dismantling), and/or mobile crane hire for the installation of the flagpole and flag, in compliance with applicable Italian and U.S. regulations.

2. Foundation
Supply of the structural calculation report (including: foundation verification for flagpole height and type, flag dimensions and weight, wind loads calculated in accordance with applicable local standards — design wind speed, exposure coefficients, etc.) and shop drawings, signed and stamped by a licensed engineer, including: foundation plan view and cross-sections with dimensions and reinforcement details, detail of the flagpole-to-foundation connection system (base plate, anchor bolts, embedded anchors, etc.), anchor verification calculations including forces transmitted at the flagpole base.

Confined excavation for the construction of the flagpole foundation, with depth and dimensions in accordance with the approved structural calculations, including loading, transport, and disposal of excavated material at an authorized facility.

Supply and installation of a drainage layer in gravel/crushed stone, minimum thickness 20 cm, compacted and levelled.

Supply and casting of lean concrete blinding layer, minimum compressive strength Rck 150 kg/cm², minimum thickness 10 cm, placed on top of the drainage layer.

Supply and casting of structural concrete for the foundation plinth, minimum compressive strength Rck ≥ 300 kg/cm² (C25/30), with mix design submitted and approved by the COR prior to any pour, including formwork, vibration, and curing.

Supply and installation of steel reinforcement for the foundation plinth, in compliance with applicable local standards and sized in accordance with the approved structural calculation report, with a minimum concrete cover of 75 mm on the vertical sides of the foundation in direct contact with the soil.

Supply and installation of a waterproofing or capillary moisture protection system for the foundation, where required by site conditions.

Supply and installation of the flagpole-to-foundation connection system (welded base plate, bolted flange, or embedded anchor system), determined based on the flagpole type approved by the COR, including anchor verification for: tension and shear forces at the base, pull-out and punching shear checks, anchor bolt specifications (diameter, grade, embedment length, torque requirements).

Corrosion protection treatment of all exposed metal components by hot-dip galvanizing or an equivalent corrosion protection system, appropriate for the environmental conditions at the site.

Collection of at least one concrete cube sample during the pour for compression strength testing at an accredited laboratory, including transport and laboratory test report.

Archaeological supervision during excavation. Provision of a qualified, officially registered archaeologist to monitor all excavation works exceeding 30 cm in depth (flagpole foundation), including final technical report and required documentation. All costs, including any additional monitoring or mitigation in case of findings, to be paid by the Contractor.

3. Civil and Electrical work
Trench excavation for the installation of underground electrical services, with depth and width suitable for the installation of conduits and inspection handholes, including protection of existing structures, pavements, and green areas during all phases of work.

Supply and installation of flexible corrugated conduit for outdoor use, minimum size 75mm, in compliance with CEI standards, complete with a steel draw wire or other suitable pulling wire for subsequent cable installation.

Trench backfill using suitable material (preferably sand or selected granular mix in the section in direct contact with the conduits), placed and compacted in layers.

Reinstatement of all surfaces affected by excavation works (pavements, curbs, green areas) to a finish equal to or better than the existing condition.

Connection to the existing electrical panel located on the inner side of the boundary wall along Via Giacchino Rossini, including all necessary connection works.

Supply and installation of a dedicated circuit breaker for the flag lighting system, inside the existing panel or in an extension thereof, sized in accordance with the installed power and applicable regulations.

Supply and installation of a twilight switch (photocell) for automatic control of the switching on and off of the floodlights, including all electrical connections, calibration, and functional testing.

Supply and installation of CE marked electrical cables of adequate cross-section, laid inside the prepared conduits, with proper identification and terminations.

Supply and installation of 3 in-ground or floor-mounted floodlights with a minimum protection rating of IP67, suitable for outdoor use and architectural lighting of the flagpole and flag, positioned at the cardinal points (North, South, and East) along the perimeter of the travertine slab (diameter 1.50 m); model, power, colour temperature, light beam, external finish, and installation method to be submitted to the COR for approval prior to purchase and installation.

Supply and installation of 3 inspection handholes with minimum internal dimensions of 600 mm, with characteristics and load capacity suitable for pedestrian use, positioned as follows: one near the flag area (serving the base and the floodlights), one approximately halfway along the cable route, and one near the base of the existing electrical panel; handholes shall be equipped with anti-slip covers with appropriate load class, positioned and levelled so as to integrate with the paving without creating obstacles or hazards for pedestrians.

Supply and installation of reinforced concrete screed (characteristic compressive strength Rck 300 kg/cm² / C25/30), thickness 15cm, reinforced with electro-welded mesh Ø8/200×200 mm, to be constructed beneath brick floor tiles and beneath travertine slabs around the flagpole area. Excavation included.

Completion of paving on top of the foundation with brick and clay paver strips, in line with the design and geometry of the existing pedestrian path, including all cuts, adjustments, and joint finishing.

Supply and installation of the circular travertine slab around the base of the flagpole, with particular attention to alignment with the pole axis and regular joints relative to the surrounding paving, including sealing.

Arrangement of adjacent areas (flowerbeds, borders, curbs) to give the entire area a neat, coherent, and dignified appearance.

Final cleaning of the area with removal of construction debris, packaging, and any other unnecessary materials, and handover of the works in a condition ready for immediate use.

4. Flag and flagpole
Supply of the flag with minimum dimensions of 2.50 x 3.50 m, fabricated from a fabric suitable for continuous outdoor use, resistant to weathering and UV radiation, with reinforced double stitch along the entire perimeter, a reinforcement band along the hoist edge and at all fixing points, and a fixing system on the hoist side using a continuous rope, eyelets, snap hooks, or another system approved by the COR; design, colors, materials, and fabrication details to be submitted to the COR for approval prior to fabrication and delivery.

Supply of the flagpole in hot-dip galvanized steel or structural aluminium alloy, rising 12.5 m above finished ground level, in compliance with all applicable current construction standards and specific standards governing flagpole design and installation; including all construction details (cross-sections, wall thicknesses, joint details, and segment configurations where applicable), a full description of the operating systems (winch or cleat mechanism, internal blocks and pulleys, locking devices), and written instructions for both routine and extraordinary maintenance of the flagpole and all its components.

Supply and installation of the internal halyard assembly, whereby the rope or cable runs entirely inside the pole shaft, including: internal rope/cable running through the full height of the pole to operate the flag raising and lowering mechanism; a lockable access door or winch box installed near the base of the pole; an internal pulley system at the top of the pole, fully protected from weather exposure; a counterweight and retainer ring to keep the flag close to the pole shaft and ensure smooth and controlled movement during operation.

Supply of the flagpole structural calculation report, signed and stamped by a licensed engineer, demonstrating the full adequacy of the proposed flagpole for the required installation conditions, with reference to: flagpole height (12.5 m), flag dimensions and weight, wind exposure and local environmental conditions at the installation site, wind loads in accordance with applicable standards, and dynamic effects caused by flag movement; the submitted documentation shall demonstrate an adequate safety margin, excluding any risk of collapse, instability, or excessive deformation of the pole shaft or its anchorage system.

Installation of the flagpole in a perfectly vertical position, including: controlled tightening of all anchor bolts to the specified torque values, verification of anchor rod tension, and a final alignment check carried out in the presence of the COR, whose written acceptance shall be obtained before the installation is considered complete.

Supply and installation of all flagpole accessory components (top cap, ornamental ball or decorative finial, anti-vibration devices, and all accessories), with color and type of surface finish (paint, anodizing, or other approved treatment) to be submitted to the COR for written approval prior to supply and installation.

6. Safety Costs
• Provide, implement, and maintain all safety measures required by applicable occupational health and safety regulations, including the use of personal protective equipment (PPE), safe working procedures, and staff training;

• Set up, clearly delimit, and fence the construction site, including access control points, safety signage, and protection of areas open to the public;

• Define and maintain designated storage areas for materials, equipment, and waste, ensuring their safe and orderly arrangement to prevent accidents and interference with site operations;

• Limit dust, noise, and vibrations by adopting appropriate working methods and equipment and, where necessary, using dust suppression, noise reduction, and vibration control measures;

• Keep the site tidy and clean at all times, regularly removing offcuts, packaging, debris, and materials no longer needed, and ensuring safe circulation routes for workers and vehicles;

• Restore any areas only temporarily affected by the works, bringing them back to conditions equal to or better than those existing before the start of the works.

This line item includes all costs, accessories, and measures required to ensure site safety and safe execution of the works specified in this SOW (Statement of Work). The item covers all scaffolding, staging, mobile towers, walkways, and equipment necessary for working at height or in hazardous conditions. Also included are weather protection covers, protective sheeting, and safety nets, as well as all access provisions such as ladders, fencing, perimeter barriers, and work area segregation throughout all project areas. The item encompasses all Personal Protective Equipment (PPE) required for workers, including hard hats, gloves, safety boots, harnesses, safety glasses, and any other necessary PPE. Temporary safety signage is included, comprising warning, prohibition, mandatory, and emergency signs, along with fire safety equipment such as portable fire extinguishers and first response equipment. All other requirements are included, even if not explicitly stated but necessary to ensure compliance with Legislative Decree 81/08 and subsequent amendments regarding workplace health and safety.
