About this file

This document contains specific provisions for a bridge painting and repair project managed by the Hillsborough County Board of County Commissioners for Bridge #105504 (Columbus Drive over the Hillsborough River), a 100-year-old swing bridge in Florida. The project scope includes painting, truss member repairs, and installation of a swing-span stop assembly. Key provisions require contractors to submit a construction schedule with their bid indicating periods when the bridge will be shut down, provide a minimum of six weeks' advance notice to both the County and City of Tampa prior to any road or river traffic interruption, and comply with U.S. Coast Guard requirements including notification at least 30 working days before placing floating equipment in the channel. Additionally, contractors must coordinate with the U.S. Coast Guard regarding any river traffic shutdowns and provide temporary bridge-opening systems (crane, tugboat, or approved equivalent) if the bridge system is inoperable for more than two hours, with costs included in the Maintenance of Traffic pay item.

All metal products incorporated into the project must be tested and certified by an approved private testing laboratory prior to use, with acceptance reports provided to the Construction Engineer before installation. Any work items and associated costs not directly compensated by a specific bid item shall be prorated and included in the applicable bid item, and failure to follow this procedure constitutes grounds for bid rejection. The solicitation established a 0% Small Business Enterprise (SBE) subcontractor participation goal.
