About this file
This is a permits attachment document related to the Hillsborough County Board of County Commissioners' competitive sealed bid solicitation for the rehabilitation of Bridge #105504 located on Columbus Drive over the Hillsborough River in Florida. The project encompasses painting and miscellaneous improvements to this 100-year-old swing bridge, including truss member repairs and installation of a swing-span stop assembly. The document serves as Attachment B to the bid package and outlines the permitting requirements and documentation necessary for project execution.
The permits attachment identifies all required permits, licenses, and environmental clearances that the successful bidder must obtain or comply with during project performance. This includes documentation of regulatory approvals from applicable state and local agencies with jurisdiction over the bridge rehabilitation work, such as environmental permits for work over the Hillsborough River and any permits required for traffic control and public safety during construction. The small business enterprise (SBE) participation goal for this contract is zero percent, with no subcontracting set-asides specified for disadvantaged business enterprises.

Attachment B: PERMITS
For CIP project # C69677604 (Bridge # 105504 Columbus Drive Painting), the COUNTY has determined that:
• No NPDES permit is required, but the CONTRACTOR should follow Best Management Practices (BMPs) to prevent any polluted runoff that may cause a water quality violation.
(See email thread provided in the following pages.)
• No other permits are required, except those to be obtained by the CONTRACTOR from the City of Tampa, for Right-Of-Way and Temporary Traffic Control.

Hi Jay, After further coordination and contacting FDEP, we concluded that we do not need NPDES permit for Platt Street and Columbus Drive projects. We will submit S&S plans for Platt Street shortly.

Jade, That is correct. The painting and washing do not require a DEP permit. As this washing is not regulated (no permits for these types of activities), the purpose of the BMPs such as those in the SPCC is to prevent any polluted runoff that may cause a water quality violation.
General information:
Wash waters from washing would be considered an illicit discharge and are not permitted to enter municipal storm drains. The Florida Department of Environmental Protection does not have specific regulations/permits related to mobile washing operations; however, we do have recommended best management practices (BMPs) that can be used.
The Department is required by law to enforce against violations of water quality standards should we become aware of problems at a particular washing site. Typically, the Department does not place restrictions on the operations of this type of business as long as the washing operation conforms to certain requirements listed below. We recommend that mobile washing operators take steps to minimize potential environmental impacts, such as:
1. Prevent the discharge of wash waters to surface waters such as streams or rivers.
This would include discharges to storm drains or ditches or other storm water management systems.
2. Minimize the amounts of wash water and detergents/chemicals used. No detergents containing phosphates may be used. No petroleum based or chlorinated solvents shall be used.
3. Direct the wash waters to grassed areas or other permeable surface where the water can be contained and allowed to evaporate or percolate into the ground.
4. There is no occurrence of nuisance conditions such as on-site ponding of water or runoff onto neighboring properties. All wastewater runoff from the wash operation must be contained on site.
5. Solid waste (grit, sludge, etc.) should be cleaned up and disposed of as solid waste in a Department approved manner.
6. Do a dry cleaning, like sweeping off debris, before starting the wet washing.
mailto:Michelle.Bull@FloridaDEP.gov mailto:jade.reinhart@tylin.com
7. Minimize the amount of water and soap/chemicals needed for the cleaning.
8. Direct and pump the washwater into a disposable tank, especially if paint or unavoidable hazardous chemicals are involved.
9. Dispose of the washwater onto grassy areas.
10. Seal potentially-impacted storm drains with mats or add filters to remove pollutants before discharge into the storm system.
Please note that these management practices do not exempt the operator from obtaining any other necessary permits from county or other local governmental agencies should they be required. Also, these management practices do not exempt the operator from following other site-specific management practices that may be required in order to meet water quality standards of the state. If you are planning to use bleach or other chemicals in the wash water, you should contact the Industrial Wastewater Section of the local DEP District Office (http://www.dep.state.fl.us/water/wastewater/iw/contacts.htm) in which the facility is located to determine if a permit would be required.
While we don’t have limits for stormwater discharges, there are allowable non-stormwater discharges provided those discharges do not cause or contribute a violation of water quality standards.

Hi Michelle, Thank you for taking the time to speak with me regarding activities that may require an NPDES permit. As discussed, the County project consists of painting a bridge and adjacent sidewalk.
The Contractor will implement and adhere to a Spill Prevention, Control, and Countermeasure (SPCC) plan during these activities.
Because the project does not involve any ground-disturbing activities, an NPDES permit is not required. However, we also noted that any discharges associated with painting activities would be considered wastewater and are not authorized.
