About this file
This is a Special Instructions to Vendors document for a quotation request or invitation to bid issued by Broward County for the Highway and Bridge Maintenance Division (HBMD) Administration Building Expansion project. The solicitation seeks a fixed contract for the expansion and renovation of the HBMD Administration Building construction project in accordance with specifications, requirements, and drawings. The contract will be awarded to the lowest responsive, responsible bidder on a total bid price basis, with the vendor required to perform at least 10% of the total contract price without subcontracting.
Licensing requirements mandate that vendors possess either a State of Florida Certified General Contractor license or a Broward County Class "A" General Building Contractor license (which must be registered with the State). The county will be responsible for paying all permit, license, impact, inspection, and certificate of occupancy fees imposed by Broward County, though vendors remain obligated to file necessary applications and obtain required permits or licenses. No funding requirements apply to this solicitation, and various standard provisions such as fiscal year end, multiple awards, price adjustments, prevailing wage rates, and recycling preferences are not applicable to this particular contract opportunity.
