About this file

This supplemental information document supports the Martin Luther King Jr. Drainage Improvements project administered by the City of Tallahassee, Florida, in coordination with the Northwest Florida Water Management District (NWFWMD). The project addresses chronic stormwater retention and localized flooding at the intersections of Barbourville and Young Streets with MLK Jr. Boulevard, as well as the northbound lane segment between these intersections. Construction work will include reconstruction of the northbound lane and curb-and-gutter sections, installation of new stormwater curb inlets, and construction of an 18-inch reinforced concrete pipe (RCP) outfall system that will connect to the existing City stormwater infrastructure at the Rudy Hubbard and MLK Boulevard intersection. The design accounts for existing site constraints, including the preservation of a 63-inch Live Oak tree and maintenance of existing right-of-way boundaries. Lane width reductions will establish positive longitudinal gutter grades to improve stormwater hydraulics and mitigate roadway flooding in this historically problematic area.

The supplemental documentation includes environmental permits obtained from NWFWMD (Application # PDEX-073-325542-1, received July 21, 2025) and the City of Tallahassee Growth Management Department (Natural Features Inventory Exemption TEX250027, received July 30, 2025), indicating regulatory approval for the project scope. Supporting documentation includes a geotechnical report and boring data completed by Alpha Geotechnical and Testing Services, Inc., dated March 31, 2024, which provides subsurface conditions information necessary for final design and construction planning.
