About this file
This is a Special Provisions document for the City of Tallahassee's Martin Luther King Jr. Drainage Improvements Project in Florida. The project addresses chronic stormwater retention and localized flooding at the intersections of Barbourville Drive and Young Street with MLK Jr. Boulevard, as well as the northbound lane segment between these intersections. The scope of work includes reconstruction of the MLK Jr. northbound lane and curb and gutter, installation of new stormwater curb inlets and a new 18-inch reinforced concrete pipe (RCP) outfall that will connect to the existing City stormwater system at the Rudy Hubbard and MLK Boulevard intersection. The project will reduce existing lane width to establish positive longitudinal gutter grade while preserving an existing 63-inch Live Oak tree within the right of way. Two environmental permits have been secured by the City: a Northwest Florida Water Management District Environmental Resource Permit (Exemption Number PDEX-073-325542-1) and a City of Tallahassee Natural Features Inventory/Environmental Impact Analysis Exemption (TEX250027).
Construction operations are subject to distinct scheduling requirements based on project location. For residential areas (MLK Jr. Boulevard, Young Street, and Barbourville Drive), construction shall occur between 7:30 a.m. and 7:00 p.m. Monday through Friday, and 8:00 a.m. to 6:00 p.m. on Saturday, with no Sunday work permitted. For the collector roadway (Rudy Hubbard Way), construction shall occur between 9:00 a.m. and 4:00 p.m. Monday through Friday, and 8:00 a.m. to 6:00 p.m. on Saturday and Sunday. No construction operations that would disturb water, sewer, gas, or electric services are permitted on weekends. The City reserves the right to modify work and lane closure hours at any time without providing additional compensation to the contractor, though time extensions may be granted for City-directed restrictions.
