Offerors shall abide by the PRH requirement for Residential Counselors. Offerors may add this position to Attachment J-4 (Staffing Chart).

2. Refer to Page 18 of the RFP. The RFP specifies counties for Career Transition Services

3. Refer to Pages 22-23 of the RFP. The Career Technical Training (CTT) offerings do not include Facilities Maintenance. However, Facilities Maintenance is listed as Career Technical Training that qualifies for Career Technical Skills Training funds. Please clarify if Facilities Maintenance is a CTT that will be offered at Sacramento Job Corps Center, or if it is listed as qualifying for CTST funding in error.

Facilities Maintenance is a CTT offering which qualifies for CTST funding.

4. Is there a current Collective Bargaining Agreement in place?

There is currently no Collective Bargaining Agreement.

5. Is SIATech providing the Academic Services on this Center?

SIATech administers one of the high school diploma programs offered by the center and provides a dedicated staff to do this.

6. Refer to Page 63 of the RFP (Section H.30). This section states: ”Incentives that are charged to the contract shall not exceed one percent (1%) of total gross wages of center staff including those occupying professional positions in Paragraph H6 and shall not exceed $5,000 per individual.”

Please verify that this statement does not include OA/CTS in this calculation as these are firm-fixed-price components and only the specified line item will be chargeable to the contract.

This restriction does not apply to O/A and CTS.

7. Is the child development center being utilized? If so, who operates this and will you please provide a copy of the agreement?

The Sacramento Employment and Training Agency (SETA) currently operates its Head Start Child Development Program on the Sacramento Job Corps Center. The partnership is expected to continue. A new and revised Memorandum of Understanding between U.S. Department of Labor and SETA is currently being established. A copy of the agreement is not available at this time.

GSA vehicles are available on center to fulfill this training.

9. What are the plans for the former Culinary Arts building?

No plans at this time.

10. The holidays listed in the Price Detail Template states: “Please specify additional proposed Holidays.” Please clarify if the listed holidays must remain and additional holidays can be added. Or can offerors replace existing holidays on the list with other holidays.

The listed holidays must remain, but offerors may propose additional holidays.

11. Are there any major facility issues and equipment concerns?

There are always a number of ongoing maintenance and equipment issues at the center. Other than Operations and Maintenance (O&M) funds, additional repairs will be funded through the request system for Construction, Rehabilitation, and Acquisition (CRA).

12. Are there any additional trade changes expected other than the recent changes?

No additional trade changes are expected at the moment.

13. The RFP states that offerors must tab each specific factor, sub-factors, and elements.

For the Technical Approach, this will result in a bound document of over 36 tabs and may limit the number of pages the offeror has for answering requirements due to page breaks and font size. Will the Government revise the requirement to only provide tabs for the factor and sub-factor level?

The requirement is hereby changed. Tabs will now be required for the factor and sub-factor levels only.

14. Refer to Page 4 of the RFP (Section B.2). Will the contractor receive payments for arrivals or placements exceeding the goals?

Contractors will only receive the fixed-price amounts on the contract for O/A and CTS. However, any performance that is “over and above” could be noted in non-monetary ways (e.g. past performance evaluation).

File details come from the government source that posted it.
