Mitigation Mitigation Date
RADON EXPLANATORY NOTES
The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than
4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.
Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;
(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Upon sensing a flow of fire protection water, a pump is activated to increase pressure and flow. As of the January 2016 Facility Survey, the jockey pump was out of service due to a controls failure. The pressure and flow of fire protection water was limited to that provided by the elevation of the tank and the resistance of the piping.

Overhead primary service is provided to a single-point connection at the Center main entrance northeast of the site behind Security Building 3. The utility service meter is mounted on a near by pole. The overhead distribution is radial which provides services to buildings via pole-mounted and pad-mounted transformers. The majority of buildings and the ballfield on the Center are served by pole-mounted transformers. The two newer buildings, Women's Dormitory Building 26 and Men's Dormitory Building 28, are served by their respective pad-mounted transformers. Each service in the dormitory buildings has a secondary meter located in the electrical room. There are two diesel engine generators, a 130 kW and a 80 kW, each with a 400A automatic transfer switch (ATS) located out side Cafeteria Building 13. The 80 kW generator is dedicated to Building 13 while the 130 kW generator supports part of Buildings 13, 15, 18, 22 and 34. Another 80 kW diesel engine generator located in the back of Building 28 which supports both dormitory Buildings 26 and 28 via their respective ATS. The two buildings also have lightning protection system installed on the roof. Due to severe weather conditions most of lighting and power poles are made of concrete which is the local utility standard.

Telephone Company
On-site Line Owner
The main telecommunication closet, main cross connect (MC), is located in Building 11. Server and router equipment in this room is by Cisco systems, and has an approximate 15-minute uninterrupted power supply.
From this location, fiber optic cable serves as a backbone connecting to IC cabinets in other buildings. Within buildings, Cat 6 cable connects from IC cabinets to data outlets for LAN, WAN and VoIP user access. Four T1 connections enter to the MC. MCI provides IP and long distance phone service. Puerto Rico Telephone Company provides local phone service. In addition to phones, a system of call boxes and speakers is provided in vocational and academic buildings allowing two way communications and announcements.
