2.0 EXISTING CONDITIONS
Background
Arecibo Job Corps Center (Arecibo JCC) is located on 11.40 acres of land in Garrochales, Puerto Rico, approximately 40 miles west of San Juan. The Center is leased by the United States Department of Labor (DOL) from the Puerto Rico Department of Natural Resources and Energy (DNRE) and operated by ResCare, Inc. The Center was activated for Job Corps utilization in 1968. The Center has 88,668 gross square feet (GSF) in 20 buildings and 4,223 GSF in 18 structures. Arecibo Job Corps Center provides residential living, academic education, recreation, and vocational training for a population of 177 students, consisting of 57 resident women, 72 resident men, and 48 non-resident students. The total building area at the center is 71,966 net square feet (NSF) compared to DOL recommended range of 44,000 NSF to 56,500 NSF for a Center with a similar student population.
Ownership
Arecibo Job Corps Center operates on 11.40 acres of land, owned by the Puerto Rico Department of Natural Resources and Energy (DNRE), through a Special Use Permit of Forest Lands. The original permit commenced on July 1, 1986, and the latest permit expired on June 30, 2011.
United States Department of Labor pays an annual fee of $1,000.00 for this permit and is currently pursuing extension options with DNRE for continued occupancy of the premises. The United States Department of Labor is responsible for maintaining all buildings and structures on the premises and for keeping the surroundings in good condition. The United States Department of Labor is also responsible for cleaning and securing the premises. Any buildings or structures built by the DOL are owned by the DOL and are subject to removal by the DOL. Demolition of particular buildings or structures is allowed when the DOL no longer has use for them. However, all plans for the development, reconstruction, and modification of buildings or structures require prior approval from DNRE. This includes the destruction or removal of any trees or shrubs on the premises.
General Site Conditions
The Center is located in the Atlantic time zone at 18 degrees north latitude and 66 degrees west longitude.
Temperatures in Garrochales are fairly stable throughout the year with averages between 70 and 87 degrees Fahrenheit from January to December. Puerto Rico has a distinct wet season from June through November when hurricanes can strike the island. Garrochales is considered to be part of the Tropical climate region, with annual precipitation of 50 inches.
The site is located on a hill bordered by the DNRE’s Cambalache State Forest to the east, south and west; and residential areas to the north. The Center is accessed from State Road 682 following the road Carr -7-77 to the Center gate. The main entrance is controlled by an electronic gate from
View of Night Campus from Road
Security Building 3 and leads to the central parking area. A secondary entrance is also controlled by another electronic gate accessing the road spine to the upper campus.
The campus has two distinct areas separated by a ball field. Two new dormitories and four education buildings are located on a higher elevation to the south. Administration, food service, recreation and other education buildings are located on the lower ground to the north, near the Center entrance.
The lower campus floods during the yearly wet season. The flooding causes an interruption in Center functions. A National Office project to alleviate the flooding conditions has been funded and is currently in design. The Center notes that this project is the highest priority because of student safety.
Pedestrian circulation is comprised of numerous sidewalks. One long covered walkway connects education on the upper campus with the recreation and administration areas on the lower campus.
Roads and parking lots are asphalt and sidewalks are concrete. All are generally in good condition.
Overhead primary electric service is provided to a single-point connection with a utility service meter located near the Center’s entrance. Overhead electric service distribution is radial, serving pole-mounted transformers and transformer banks; and one pad-mounted transformer located at and serving Dormitory Building 28, which has its own utility meter. A single 150 kVA three-phase transformer bank located by Cafeteria Building 13 serves all buildings north of the playing field. A 130 kW Caterpillar 3306 generator provides 120/208V backup power to major buildings.
An 80 kW stand-by diesel generator provides stand-by power to Men’s Dormitory Building 28.
An additional 80 kW stand-by diesel generator located outside of Emergency Generator Structure 30 provides stand-by power for the cafeteria. Poles on site are concrete; a utility standard due to severe weather conditions. Site lighting is adequate. Severe weather has been the cause of frequent power outages, which have caused damage to the startup operation of rooftop HVAC units.
Water is supplied by Autoridad de Acueductos y Alcantarillados (AAA), which is the public water supply authority. Domestic water supply has adequate pressure and storage capacity.
Sanitary lines flow to septic systems which function adequately. The new dormitories are connected to a leaching field. The field has failed to function adequately.
The nearest fire station is located in the City of Arecibo, and has about a twenty minute response time. Gas service is propane which is used for domestic water heating, cooking and laundry dryers only, since buildings are not heated. Telephone service is provided by Puerto Rico Telephone Company (PRT).
Roofing Issues
The roof membrane is shrinking and leaking on Men’s Dormitory Building 28. This deficiency is currently unfunded.
Mens Dormitory Building 28
Security
The National Office of Job Corps is very aware and sensitive to the security concerns at all Job Corps Centers. Arecibo JCC concerns are being considered as part of a National Office plan, now under development, to evaluate and address the physical security needs of all Centers.
Preventive Maintenance
Maintenance of the facilities is good. The Center does not utilize any preventive maintenance program, but only a work order system. Heating, ventilation, and air-conditioning (HVAC) equipment for the new dormitories is particularly sensitive to preventive maintenance and the Center is encouraged to implement a more rigorous approach to being pro-active.
Facility Assessment by Function
Student Housing
The Center accommodates 57 resident women and 72 resident men in two buildings which are located at the upper south side of the campus. Women’s Dormitory and Men’s Dormitory Buildings 26 and 28 were constructed in 2007 and 2012 respectively. Both are one-story prototypical I-shaped buildings with two wings and a commons with a study room, two Resident Advisor (RA) offices, two lounges, one laundry room, and four storages.
Each wing consists of two 2-bed rooms and eight 4- bed rooms, totaling 72 beds in the dormitory.
Total number of beds in the Center is 144. There is a courtyard in front of each building with colonnades, promoting typical Puerto Rico architectural elements. The buildings are in good condition and function well.
Education
The main academic functions are contained in one building, non-academic functions are contained in six buildings, and vocational functions are contained in four buildings. Academic functions occupy Academic Building 14, built in 1988. Classrooms are accessed from the outside covered walkways. The buildings are adequate and function well. The buildings are also well maintained and are in good condition.
There are 177 vocational slots from which 25 are located off-center. Nursing and Solar Phovoltaic occupy the space in Buildings 15 and 17, respectively. Building 15 has a through the wall crack that is in the process of being corrected. The air conditioning units in Buildings 14, 15, 17 and 18 have recently been replaced. The retail sales vocation is located in Building 4. These spaces are adequate and in good condition.
Solar Photovoltaic Vocation Building 17
Cafeteria Building 11
Gymnasium Building 34
Administration/Warehouse Building 11
Hard vocation, facility maintenance and construction, are located in FM&C/Retail/CPP Building 4. The building has large covered outdoor training space. The electrical vocation is located in Electrical/Education Building 18.
The shops and classrooms are in good condition and function well.
Food Service
Food service is housed in the centrally located Cafeteria Building 11, constructed in 1979. Space provided for food preparation, dining, and serving is adequate. However, the dishwashing area in the kitchen is inefficient, not well organized and dish return space in the dining room is inadequate. The dish return (consisting of one cart and one trash can) is located at the end of the serving line; the space for washing within the kitchen is too small with minimal working space. A redesign of the dishwashing area is in process, as a Center project. Otherwise, the cafeteria is in good condition and functions well.
Recreation
Indoor recreational functions are located in Gymnasium Building 34 and Recreation Building 9. Building 34, constructed in 1991, accommodates the sports playing area, weight rooms, toilet/showers and arts-crafts. The gymnasium concrete floor is in poor condition. Bleachers are old and malfunctioning. The recreation hall is located in Building 9. The buildings are in good condition and function well.
The outdoor recreation facility is located on the lower campus, adjacent to Building 34 and consists of the ball field.
Administration
Administration functions are housed in the Administration/Warehouse Building 11 and Security/Covered Parking Building 3. Building 11 was constructed in 1989, is in good condition and well maintained. The Center does not have any conference or meeting spaces; most meetings occur within the staff offices and in general, administration functions are undersized.
Medical/Dental
Medical facilities are located in Wellness Building 1, constructed in 1989. The building is undersized for efficient functioning and does not have accessible bathrooms, rooms, or corridor.
The main distribution corridor is narrow, not code compliant and hinders effective circulation.
There are no private examination rooms. Although the exterior envelope is in fair condition, the overall performance of the building is highly deficient, given it’s code compliance and functionality issues. Dental services are provided off-site.
Storage/Support
The Center’s warehouse is located in Building 11 and the Center maintenance is located on the second floor of Building 9 and in Building 15. The space is adequate, but the configuration and condition of these spaces do not function properly for the Center’s daily operations.
Energy and Water Conservation
Energy and water use and associated trends are summarized below for Arecibo Job Corps Center.
Water usage has nearly doubled in Financial Year 2015 (FY 2015). The Center should investigate and report on the potential cause of the increase in water usage.

3.0 - Planning Analysis
The purpose of this section is to present objectives, assumptions and specific space, and cost data considered during the planning process. This information is considered with specific existing condition issues in the development of a long range plan. The goal is to provide the Job Corps Program with the best living and learning environment at the best value.
The objectives of this analysis include the following:
To provide adequate space for all functions to maximize effective daily operations.
To develop current and new space to enhance the living and learning environment.
To remove or reutilize excess space that is inappropriate for long range Center user.
To utilize existing buildings effectively.
To consolidate and cluster like functions to: minimize daily pedestrian travel by students, instructors and administrators, and better zone daytime and nighttime activities to assist security operations, and increase site safety.
To develop a campus-style setting with the inclusion of small and large (green) gathering spaces which promote formal and/or informal activities and interaction between students, instructors, and administrators.
To develop an implementation strategy to minimize the impact on Center operations.
To provide phased development to reduce impacts on Job Corps National Construction Budget, and To create a Center which fits the Job Corps model.
The analysis typically is based on the following assumptions:
1. The contract size at the time of the facility survey is used for square footage analysis and long range planning.

Each building has been assigned a building condition based on the physical condition of the building and the impact of that condition on the functional use of the facility.
Assignment of the condition “good” means that the facility condition is not impacting the functional use of the facility. A facility can have deficiencies of a minor nature and still be considered good.
Assignment of the condition “fair” means that the facility condition IS impacting the functional use of the facility and that the deficiencies are limited to less than 30% of the replacement value. Correction of the identified deficiencies should allow the building to return to “good” status.
Assignment of the condition “poor” means that the facility condition IS SIGNIFICANTLY impacting the functional use of the facility and/or that the identified deficiencies represent more than 30% of the replacement value. Generally, a “poor” rating would mean that “gut renovation” or replacement/demolition is the envisioned solution.
