Seq. #
Page # & Reference
Description

1.

The RFP states this solicitation is only for a 4-year period. Normally Job Corps contracts are for 5 years. Please clarify.

Response: This contract is four years; one year base with three Option Year Periods.

2.
Page 4 of Section B.1; Pages 7-14 of Section B.2; Page 19 of Section C.3, Page 34 of Section F.5
Please Clarify the OA arrivals for years 2-4 as the amounts listed in the RFP are inconsistent throughout. Is the annual arrivals expected total 1254?

Response: OA Arrivals for Contract Year 1 are 700 for Puerto Rico Centers and 254 for Virgin Islands, for a total of 954 per contract year.

OA Arrivals for Contract Years 2 through 4 are 1000 for Puerto Rico Centers and 254 for Virgin Islands, for a total of 1254 per contract year.

· Pg.4:B.1. Background: states 1954 students for OA for years 2-4.

Response: The 1954 was an error. OA Arrivals for Contract Years 2 through 4 are 1000 for Puerto Rico Centers and 254 for Virgin Islands, for a total of 1254 per contract year.

· Pgs.7-14: B.2 Pricing Schedule: OA & CTS CLINs for years 2-4 are listed as 1254 (CLINs 1007-1008, 2007-2008, 3007-3008).

· Pg.19: C.3.A.: 1254 students (700 + 300 + 254) for years 2-4.

· Pg.34: F.5: 1254 Students (700+300+254) for years 2-4 per the deliverables schedule.

Response: The 1254 Arrival goals

Response: OA Arrivals for Contract Year 1 are 700 for Puerto Rico Centers and 254 for Virgin Islands, for a total of 954 per contract year.

OA Arrivals for Contract Years 2 through 4 are 1000 for Puerto Rico Centers and 254 for Virgin Islands, for a total of 1254 per contract year.

Page 4, Section B.1, Page 5 Section B.2 & Page 26 Section C.3.D
Please clarify the CTS Placements as the amounts listed in the RFP are inconsistent throughout. The issue pertains to year 1-2 and year 3-4. See below.

· Pg.4: B.1. Background: Year 1 = 1073; Year 2-4 = 1893.

Response: The total CTS goals for Puerto Rico and the Virgin Islands for contract Year 1 is 735 (Puerto Rico: 395 Graduates & 131 Former Enrollees / U.S. V.I.: Puerto Rico: 152 Graduates & 57 Former Enrollees)

The total CTS goals for Puerto Rico and the Virgin Islands for contract Years 2-4 are 960 (Puerto Rico: 564 Graduates & 187 Former Enrollees / U.S. V.I.: Puerto Rico: 152 Graduates & 57 Former Enrollees).

· Pgs.7-14: B.2. Pricing Schedule: Year 1-2 = 1470 (735 + 735); Year 3-4 = 1920 (960 + 960).

· Pg.26: C.3.D.: Year 1-2 = 735 (526 from Puerto Rico and 209 from US Virgin Islands) and 960 for years 3-4 (751 + 209).

· Please clarify and update sections accordingly.

4.
Page 5 Section B.2 & Page 26 Section C.3.D
In addition to the above, the CTS details on page 26 state the total Graduate placements are 547 and Former Enrollees are 188 for Years 1-2. However, in the pricing schedule it is stated as 735 for BOTH graduates and former enrollees. If the total for the two is to be 735 (546 for Grads and 188 for Former Enrollees), then the pricing schedule should not have the same quantity amounts listed for Grads (CLINs 0009-0010) and Former Enrollees (CLINs 0011 & 0012). Instead it should read 546 for CLINs 0009-0010 and 188 for CLINs 0011-0012).

5.
Page 4, Section B.1 & Page 25, Section C.3.D
As the CTS component of the contract is firm-fixed-price, it is critical to have accurate estimates of students (production).

The anticipated annual inflow of 735 students for CTS services appears high for contract year 1 when considering the PY17 pool was only 177. Additionally, the anticipated inflow would only be achieved if the applicable centers’ OBS were at full capacity.

Based on the current OBS situation at only 260 OBS, it appears the number of students available for CTS services will be much less than 735 at the beginning of the contract.

Will the government consider revising the first year’s anticipated inflow, and its associated quantities?

Response: The Ramey Job Corps Center will be the only center operating during Contract Year 1 with an OBS capacity level of 470 students. The CTS placement quotas for year 1 (735) include former students from Puerto Rico and the Virgin Islands that were unable to receive services due to the effects of Hurricane Maria.

6.
Page 5, Section B.2
Please clarify the second paragraph that states: “FFP CLINs 0002, 1002, 2002, and 3002 in the Pricing Schedule shall be based on fully burdened hourly rates.”

The referenced CLINs are not consistently used for cost categories related to “hourly rates.” For example, CLIN 0002 includes SubCLINs such as academic supplies, clothing, dorm supplies, etc.

Response: Any direct or indirect labor proposed for these line-items are to be proposed with fully-burdened labor rates.

7.
Page 6, Section B.2, Pricing Schedule
As the CTS component of the contract is firm-fixed-price, it is critical to have accurate quantities for pricing purposes. The pricing schedule includes quantities equal to the anticipated inflow of students for these services.

In the PRH, DOL/Job Corps has outlined the expectations for placement services at 83% of students (grads & former enrollees). Please explain why the quantities in the Pricing Schedule are higher than the standard DOL/Job Corps performance expectations.

The quantities should better align with the DOL/Job Corps performance measures for each tier.

Response: The quantities take under considerations the performance measures and are calculated based on planned OBS and aligned with the historical termination rates of students.

8.
Page 5-14, Section B.2
The narrative and the Pricing Schedule reference 6-month follow-up for CTS services. This reference is outdated. Please confirm the references to 6 months should be replaced with Q2 Survey.

Response: The reference to 6-month follow-up for CTS Placement Services should read reference the Q2 Survey.

9.
Page 8, Section B.2, Pricing Schedule
If the CLINs related to 6 Months represent the Q2 Survey credits, the quantities should differ from the related initial placement quantities. The Q2 quantities are not identical to the number of students receiving placement services, nor the number of students initially placed. The current DOL/Job Corps goal is 80% of the students responding to the survey should have positive responses indicating they remain placed in a job. An example is provided as a reference:

100 students surveyed 50 students respond (response pool) 40 students expected to be placed (80% of response pool) In this RFP, the Q2 Survey quantity should be based on 80% of an estimated number of respondents. Please consider revising the quantities for CLINs 0010, 0012, 1010, 1012, 2010, 2012, 3010 and 3012.

Response: This is correct.

10.
Page 5, Section B.2
The narrative regarding the former enrollees at the top of the page appears incorrect. Please confirm the following statement should be revised as identified:

Original:

“…the contractor shall use 60% of the total price for initial placement and former enrollees and 40% for former enrollees.”

Revised:

“…the contractor shall use 60% of the total price for initial placement of former enrollees and 40% for Q2.”

Response: Correct as revised above.

11.
Page 7-14, Section B.2
As it is planned to begin operating the Arecibo center in Years 2-4, shouldn’t the NTE amounts for CLINs 1013-1017, 2013-2017, and 3013-3017 be larger than the amounts for the 1st year CLINS 0013-0017 that only cover the Ramey center? It appears that with additional work to be performed at Arecibo that these amounts should not remain constant.

Response: The NTE amounts have been updated in Section B.

12.
Page 7-14, Section B.2
It appears the CTST NTE amounts for CLINs 0016, 1016, 2016, and 3016 are not correct. Per Attachment J-5 of the RFP, there will be 180 CTST slots in Year 1 and 248 slots in Years 2-4. Please correct the CLIN NTE amounts to $90,000 and $124,000 if the CTST slots in Attachment J-5 are correct.

Response: J-5, illustrating the CTST slots, is revised to illustrate the correct dates and better illustrate the slot configuration.

The CTST slots illustrated in J-5 are:

Year 1 – Ramey - 180 slots = NTE of $90,000

Year 2-4 – Arecibo – 48 slots = NTE of $24,000 Ramey - 180 slots = NTE of $90,000 NTE of $114,000

Section B has been updated accordingly.

13.
Page 7-14, Section B.2
Will the contractor receive payments for placements exceeding the goals in any given year?

Response: The contractor is only required to provide the placements they have been contracted for. Any changes will be addressed post-award.

14.
Page 7-14, Section B.2
Please confirm the Equipment CLINs 0015, 1015, 2015 and 3015 will fund center operations AND CTS equipment needs.

Response: It does not include CTS equipment needs.

15.
Pages 15-16, Section C.1.B.2.
What are the funded CRA projects in progress and planned for Arecibo and Barranquitas; please provide a timeline of these projects. Are there any CRA projects in progress or planned for Ramey?

Response: The Ramey Job Corps Center is in full operation mode. Construction Rehabilitation projects are addressed as needed at this point. The Government does not have an approved CRA project plan for Arecibo and Barranquitas at this time.

16.
Pages 15-16, Section C.1.B.2.
In as much as the RFP calls for security, maintenance and administrative oversight on CRA projects at Arecibo and Barranquitas, where will these staff be able to be housed at the Arecibo and Barranquitas centers, and does the government intend for 24-hour Security coverage?

Response: Safety and Security Services will be provided at the Arecibo and Barrranquitas Job Corps Centers on a 24/7 basis. The Safety and Security staff will not be housed on center.

17.
Pages 15-16, Section C.1.B.2.
What does the DOL intend the coverage of maintenance at the Arecibo (Year 1) and Barranquitas (Years 2-4) to include:

· General oversight of the CRA projects being conducted at bothsites or just Arecibo?

Response: Routine maintenance is done on an ongoing basis, i.e., general repairs, landscaping, etc. National Office approved CRA projects will be initiated or resumed if/when it is determined this effort will be in the best interest of the Government.

· Maintenance of facility grounds and buildings at both sites or just Arecibo?

Response: General maintenance of the Arecibo and Barranquitas facilities will be performed.

· Is there electricity and water currently at both Arecibo and Barranquitas?

Response: Yes. Arecibo and Barranquitas Job Corps Centers currently have water and electricity.

18.
Page 16-17, Section C.1
Based on the walkthrough, there appears to be 48 total bedrooms in the male dorm with 3 beds per room. This results in only 144 beds available for male residents, however the RFP lists an expectation of 174 resident males. Does the government anticipate the Contractor combining males and females in the same dorm to accommodate the male resident overflow? Perhaps was there another building that was not shown during the walkthrough with additional dorms? Or is the 174 male residents not an accurate figure? Please clarify.

Response: The total male dorm capacity is based on 3 to 4 beds per room. Some dorm rooms can accommodate 4 beds. The stated capacity of 174 is correct.

19.
Page 17, Section C.1
Is the 103 percent of capacity language applicable to this RFP? This language seems to relate to the old Cost-Reimbursable model rather than a Firm-Fixed Price model. If capacity exceeds OBS by 3%, costs will therefore exceed proposed estimates and the contractor will out the difference due to the Firm Fixed Price nature of the contract. This does not seem to adequately compensate the contractor for greater than expected costs due to 103% OBS levels.

Response: The RFP is accurate.

20.
Page 22-23, Section C.3.C.13
Please clarify the CTT trades for Ramey as the listing does not align with the latest CTT-10 report. The differences are listed below:

Carpentry – 40 (RFP); 20 (CTT-10) Adv. Culinary Arts – 30 (RFP); not listed on CTT-10 Security and Protective Svcs – 60 (RFP); not listed on CTT-10 Facilities Maintenance – 24 (RFP); not listed on CTT-10 Cement Masonry – 48 (RFP); 24 (CTT-10) Adv Solar PV – 20 (RFP); not listed on CTT-10 Adv. Electrical – 20 (RFP); not listed on CTT-10

Response: The RFP stated CTT programs and slots for Year 1 and Year 2 are correct. CTT changes were made at the Arecibo and Ramey Centers to accommodate the enrollment, OBS, LMI, and training reconfiguration. The referenced JCDC CTT 10 report does not reflect the approved changes.

21.
Page 24, Section C.3.C.13
Please clarify the CTT trades for Arecibo as the listing does not align with the latest CTT-10 report. The differences are listed below:

LPN – 20 (RFP); 0 (CTT-10)

Clinical Medical Asst – 30 (RFP); not listed on CTT-10 Welding – 24 (RFP); not listed on CTT-10 Pharmacy Technician – 30 (RFP); not listed on CTT-10 Retail Sales – not listed in RFP; 20 (CTT-10) Adv Solar PV – not listed in RFP; 20 (CTT-10)

22.
Page 24, Section C.3.C.13 & Attachment J-5
Advanced Solar PV is listed as a trade for Arecibo on Attachment J-5, however it is not listed as a trade on page 24 of the RFP. Please clarify.

Response: The Advanced Solar PV CTT program was transferred from Arecibo to the Ramey Job Corps Center. It is no longer part of the planned Arecibo training.

23.
Page 23, Section C.3.C.13
Are the 24 ACT slots part-time or full-time slots?

Response: The stated 24 ACT slots is consistent with the PRH-defined slots.

24.
Page 35, Section F.5
As there are no students currently at Arecibo, will there be a ramp-up plan/schedule provided by the Region on goals/expectations related to OBS? Should the contractor assume based on the arrival goals for Arecibo on page 35 that the Region expects it to take a full year to fill Arecibo to its contracted capacity?

Response: Yes. The Government will work with the operator to develop an OBS build up plan which may take up to 12 months to achieve.

25.
Page 8, Section B.2, Pricing Schedule; Page 37, Section G.3 & Page 98, Section L.7, Factor 5
Several sections describe capital line items including: CRA, equipment and CTST stating the offeror shall not propose costs, nor charge indirect cost or fees on these categories. Please clarify whether indirect costs and fees can be allocated to the Travel CLINs 0013, 1013, 2013 and 3013 that are also referenced in the Pricing Schedule CR NTE section. Travel and training costs are not capital-type expense, but instead are part of the contract’s direct costs, similar to other costs charged to the contract.

Response: The proposed costs for these line-items should include all proposed direct and indirect costs.

26.
Page 37, Section G.3.1
This section states fees will be based on achievement of goals, performance measures may fluctuate from year to year, and relate to goals with the Job Corps OMS.

It’s understandable that the goals may fluctuate each year, but will the RFP/contract clearly outline the specific contract goals for each year and the performance expectations so the offeror knows the contracted expectations and the potential fee results? If so, please provide them in the RFP.

Response: All goals have been addressed within the RFP and will be addressed within the subsequent contract.

27.
Page 38, Section G.3.2
The cost incentive fee section excludes FAR-required information. FAR 16.405-1, Cost-plus-incentive-fee contracts, states: “This contract type specifies a target cost, a target fee, minimum and maximum fees, and a fee adjustment formula.” The Cost Incentive Fee range is 0% Min to 3.0% Max. The RFP does not describe how the contractor is able to earn the max or may be reduced to the min. Please confirm the following for clarity in the contract and compliance with the FAR:

a. The total of the Cost Reimbursable CLINS 0004 and similarly in option years, are the “Target Cost”;

b. Average Cost Incentive Fee represents “Target Fee;”

c. The Fee Adjustment Formula is 50% government and 50% contractor for over runs and under runs, consistent with other Job Corps contracts.

d. Will the form be revised or another form included outlining the target costs by year for center operations? Other Job Corps RFP’s have provided a Cost Incentive Fee table outlining these components.

Please confirm contractors are allowed to invoice performance and cost incentive fees throughout the contract years at the proposed fee amounts.

Response: The Cost incentive fee is earned and calculated post-award. Contractors shall invoice earned fees AFTER they have been earned.

28.
Page 38, Section G.3.3
The fee section describes the potential for contractors to earn a “technical performance excellence bonus” in addition to the regular technical performance fee. A rate and calculation must be identified in the proposal/contract. Please confirm the rate is 0.50%, as outlined in other Job Corps RFP’s. Will the government revise the fee table to include the performance excellence bonus?

Response: The performance excellence bonus is calculated and earned post-award.

29.
Page 38, Section G.3.3
Please clarify the Management Fees. Are these fees fixed in the contract and billed as a standard monthly amount?

Response: The Management Fee is calculated and earned post-award, and the contractor shall invoice on said fee AFTER the fee has been earned.

30.
Page 41, Section G.5.h
The invoicing section references a Staffing Report from the FMS system for assessing damages. Is this a new report? The current FMS system report is not adequate for this purpose. Please clarify.

Response: The Staffing Report referenced is the Staff Vacancy Report. Until the report is updated to accommodate this requirement, the Operator will need to self-report vacancies.

31.
Page 41, Section G.5.i
1. Section G.5.i is titled “Billing for Outreach Admissions and Center Transition Costs.” Please confirm this should be revised to “Outreach Admissions and Career Transition Services”.

e. Please confirm the reference to Q4 should be removed as the pricing schedule does not include CLINS related to Q4.

Response: 1) Section G.5.i should be re-named: “Outreach, Admissions and Career Transition Services”.

2) The RFP is correct.

32.
Page 38-41, Section G.5
It appears this contract will have a different invoicing process from the current PRH procedures for vouchering. Will the government provide the new procedures and a standard invoice worksheet to properly bill the government?

Response: This will be addressed post-award.

33.
Page 42, Sections G.7 & G.8
To identify the rates in Section G.7 consistent with the narrative in Section G.8, please confirm the Student Per Day Cost should include a calculation multiplied by 15% to identify the rate at 15% of the Student Per Day Cost.

Response: Confirmed.

34.
Pages 42-43, Section G.10
Please confirm the charge for an invalid placement is only applicable to the initial placement and will only be assessed if the contractor has been compensated for the initial placement. If the contractor has not been compensated, there is no harm to the government; the CTS firm-fixed-price contract is billed on a per unit price basis.

Response: Incorrect. The Government assesses damages for all placements entered by contractor: initial, subsequent, and upgrades.

35.
Page 43, Section G.11
Please confirm the assessment for the misreported CTT completion should be revised to $500. According to the PRH, Exhibit 6-2, the payment to students for CTT completions is $500, not the $750 referenced in the RFP.
36.
Page 43, Section G.12

The language of this section is not clear or adequate for contract implementation. As the RFP later becomes the contract, the language must be clarified/revised. According to FAR 11.501(b), “Liquidated damages are used to compensate the Government for probable damages. Therefore, the liquidated damages rate must be a reasonable forecast of just compensation for the harm that is caused by late delivery or untimely performance of the particular contract.”

1. The RFP states that the contractor agrees to have a maximum vacancy rating not exceeding 4%. Please define the financial or liquidated damages assessment for exceeding the 4%? The RFP is not complete in this regard. This would be double jeopardy to assess for a vacancy rate exceeding 4% as well as a specified fill rate for designated positions.

2. Please clarify how the allowable maximum vacancy rating of 4% or less is calculated (based on vacant FTE’s or salary amounts). The calculation must be standardized and defined in the contract.

3. In the 4% maximum vacancy limitation, how will considerations/adjustments be made for the following:

a. Coverage provided by other positions, substitutes, overtime, etc. Contractors propose coverage for vacancies in critical areas, such as security, residential living, etc.

b. Proposed float savings - With the expectation that turnover and vacancies will occur, it has been standard practice to propose float/vacancy savings and reduce the proposed costing accordingly.

4. Please detail what is meant by the “value specified for the vacant position”. Assessments at 50% or 100% of a specified position rate after 31 or 60 days seems punitive.

5. Please confirm the assessments for vacancies only pertain to the position titles identified in the chart, not to other vacant positions.

6. Please confirm the liquidated damages will be executed via contract modification by the Government before the contractor is to subtract the amount from a subsequent voucher; otherwise, the contract will not reconcile.

7. How will the government determine the 30-day vacancy window? How will this be reported to the government?

The chart of positions includes Security Personnel. As the other positions in this listing are management or senior staff, please confirm the reference of “Security Personnel” should be revised to “Security Supervisor.”

Response: The RFP is correct. Any additional changes will be addressed post-award.

37.
Page 43, Section G.13
There are numerous concerns with the Changes to OBS section.

1. The references to a surge in OBS or sustained increases in OBS of 10 or more contradict the language on page 16 describing the specific number of students in the Center Design. As many of the center operations costs are firm-fixed-price, contractors are obligated to operate at the contracted OBS; any OBS levels above the contracted OBS level would require an equitable adjustment. Does this mean contractors are authorized to accept students/arrivals exceeding the contracted OBS?

Response: Any changes to OBS will be addressed post-award in contract administration.

2. The reduction for sustained decreases in OBS of 10 or more students cannot be quickly calculated using the per student price in Section G.7.

a. Job Corps policy and program changes significantly impact the OBS levels and student retention (i.e., enrollment freezes, student retention policies, behavior discipline guidelines, etc.), which are not within the contractor’s control.

b. The per student price is comprised of both cost-reimbursable components (food, other medical, etc.) and firm-fixed-price (FFP) components (academic supplies, clothing, etc.). Any modification to the contract, must be identified by each CLIN, identifying the cost reimbursable CLINs separately from the FFP.

c. The per student price includes many fixed costs that are not eliminated or reduced simply with the decrease of 10 students; not all costs are variable.

With a decrease of 10 students, staff in several areas and other direct costs would not be reduced proportionately with the OBS change, or at all. For example, the PRH mandates certain staff-to-student ratios (1:18 in academics, 1:15 in certain CTT trades, medical services, etc.); support staffing (food services, administrative, etc.) does not fluctuate by small OBS changes; and other costs such as utilities, facility maintenance costs, etc. are not impacted. Additionally, the decrease in students likely would not affect only one classroom or one dorm.

d. If the contract has significantly low OBS, staff positions may be vacant. The reduction for the decrease in students and assessment for staff vacancies result in a double charge to the contractor for some of the same costs.

As described in Section G.8 about improperly retaining students, the government acknowledged by applying a percentage to the Student Per Day Cost (15% x Student Per Day Cost x # of days) hat many of the costs are fixed. A percentage of the total cost is more reasonable for low OBS.

Response: The RFP is clear and accurate. This is in the Government’s best interest.

In #3, please confirm the reference to “arrival” should be replaced with “placement”.

Response: Yes. The word “arrival” should be replaced with the word “placement”.

Page 44, Section G.15.A
This section states the COR shall have ten business days for review of OA arrivals and CTS placements.

Because invoicing to the Government is to occur after review and approval from the COR (after 10 business days), the contractor’s billing and cash-flow procedures are directly tied to COR’s ability to timely review and approve.

What is the government’s recourse to the contractor if the COR is unable to review and confirm within 10 business days?

Response: This issue will be addressed post-award.

40.

Section I & Page 100, Section L.7, Factor 5.e
FAR 52.245-1 – Government Property is not included in the listing. The RFP is incomplete regarding the transition in regarding supplies and materials for the FFP contract. The government must clarify the transition processes for the change in the contract type from the current cost reimbursable contract to a firm-fixed-price contract (i.e., title passage for materials/inventory on hand, identification of property/materials, etc.). As some inventory items will be chargeable to the Fixed Price lines, how will the supplies/materials be transferred between contractors during transition?

1. What will be available to a contractor in the new contract? In order to properly estimate the transition in costs, contractors must be provided estimated values of the following supplies at the time of transition-in:

a. Academic & CTT supplies & materials – Line 02 & 04

b. Residential & recreation supplies & materials – Line 06

c. Student clothing – Line 08

d. Other Support Services supplies & materials (kitchen non-food supplies, dorm supplies, etc.) – Line 10

e. Other CP/CTR supplies & materials – Line 14

f. Other Admin supplies & materials (office, classroom, computer supplies & materials) – Line 16

2. Will the materials/supplies on hand at time of transition be available at the stated guaranteed value at no charge to the new contract/contractor?

Please confirm due to the absence of specific language in the RFP and according to FAR 52.245-1 (e)(2), the Contractor will retain title to all property acquired by the Contractor for use on the contract in the FFP CLINs.

Response: Attachment J-11 provides a current listing of expendable property on Center. Offerors should submit proposals based on the current levels and will be allowed to submit an adjustment at the time of the contract start date if the inventories fall below the current levels.

45.

Response: The Government is not obligated to disclose the nature of how it will conduct a cost analysis.

49.
Page 107, Section M.4
The RFP states the government expects to award a single contract. Does the government anticipate both the Ramey center and the Arecibo center to be set up together in the FMS system or as stand-alone entities within FMS? As such, does the government expect the Contractor to fill out only one Schedule J-1 that shows the consolidated amounts for both centers or will the contractor fill out a Schedule J-1 for Ramey, Arecibo, and a consolidated J-1?

Response: While a single contract will be awarded, the two Centers are addressed separately so Offerors are expected to complete Schedule J-1 for Ramey, Arecibo, separately, and a consolidated J-1

50.
Attachment J-1
When does the government expect to provide the required Attachment J-1 form?

Response: Attachment J1 was provided within the RFP’s Amendment #2.

58.
B.2/p.5
Offerors are directed to propose a fixed 1% management fee on the fixed price CLINS. Only incentive fees are applicable to fixed price contracts according to the FARs. Since an offeror already incorporates a discretionary profit into the quoted fixed price, it is unnecessary to further breakout a fixed fee. As such, please explain the rationale for this specific fee structure.

Response: The RFP is clear and accurate.

59.
B.2,G.3/

p.7,9,11,13 CLIN 0003 and corresponding CLINS lists the 1% management for OA and CTS as ‘if app’ and section G.3 does not specify its applicability. Response: All proposed costs under these line items should contain all applicable direct and indirect costs.

Response: The requirement is unchanged.

66.
G.5.i/p.41

A new contractor will not be able to bill for 90 day arrivals during the first 3 months of the contract given those students would be credited to the previous contractor. As such, will the government allow the previous contractor to continue billing for 90 day arrivals for the next 90 days following the date that the contract changes operators?

Another way the government can account for this timing difference is by reducing the 90 day arrival goal proportionately in year 1 for new contractors.

Response: This question is not understood.

67.
G.5.i /p.41

The base period is only 12 months. Please revise the quantities under the base period from 24 to 12.

Consider separating out fees that are billable on a monthly basis into their own CLIN as it will simplify the accounting during the contract period.

Why are there account number and titles included in the line 10 and line 14 tabs?

There are several incorrect formulas contained in the DFP & Incentives Fee tab. Please consider correcting so that offers can be evaluated fairly.

The formulas contained in the total column of the Outreach and Admissions tab is not factoring in the quantity. Please correct.
