1. Question 25 from Amendment 3- Building 10 indicates an old system and an upgrade in the future. Page 162 shows information as unavailable. When will the new system be added for testing/inspection? Will the SP be responsible for this upgrade?
Governments Response: Building 10 is being renovated; see the new floor plan attached (attachment 3). Yes the SP will be responsible for Building 10 as it comes online per the PWS. Building 5A, 53, 50/MRI are also in the process of being renovated, see attachment 3 for new floor of these buildings as well.
Project occupancy dates:
Building 14 Phase One: May 2017 Building 14 Phase Two: September 2018 Building 53A Phase One: July 2017 Building 53A Phase Two: September 2018 Building 62 MRI: December 2016 Building 10 September: May 2016 Building 5A: January 2017
Additional Question to Question 25.
The government states the SP will be responsible for Building 10 as it comes online and lists project occupancy dates for buildings 14, 53A, 62, 10 and 5A. Is the government intending to modify the successful offeror’s contract to include these systems as they come online, or are we to price the maintenance of these fire alarm systems into the fixed price portion of the contract? If so, a list of fire systems, annunciators, pull stations sensors etc., needs to be provided by the government so the Business Proposal will reflect these costs.
Response: The contractor is to price the maintenance of these fire alarm systems into the fixed price portion of the contract. There are 9 strobe/horn/alarms; 9 pull stations, 50 smoke detectors, 2 duct detectors and one annunciator panel.
2. Question 43 from Amendment 3 - It is understood the Service Provider will subcontract various services to maintain the equipment at the JLC. However, in the event of a major equipment failure what is the repair limits the Service Provider will be responsible for?
Such as roof repairs, elevator repairs, generator repairs, air compressor repairs, fire alarm repairs, etc.?
Governments Response: Reference Section 2.2
Additional Question to Question 43. Reference Section 2.2 states “Work with larger scopes of work whose labor estimate is greater than 600 hours, or whose labor cost estimate exceeds $25,000.00 will be considered outside the scope of routine work and may be accomplished under the IDIQ/WO portion of the contract”.
16-223-SOL-00006 Amendment 4 2 of 5
Is the SP responsible for labor hours for repairs up to the threshold amount for the historically subcontracted services identified in Appendix V: Subcontracted Services in the solicitation?
Response: NO, the threshold only applies to the SP labor hour/work not to subcontracted services.
Will the government reimburse the SP for parts and materials if labor hours are less than 600 hours and less than $25,000.00 for subcontracted work?
Response: The government pays for all SP parts and materials regardless of the cost except those materials and parts identified in the PWS to be provided by the SP and subcontracted material and parts in accordance with the provisions of the PWS.
Does this threshold only apply to the SP’s proposed labor force in the fixed-priced portion of the contract and not to work that is historically subcontracted?
Response: The threshold applies to the SP labor only and not to the subcontracted service labor.
3. Question 18 from Amendment 3. The Government is correcting the range of overtime provided to this question.
18) Solicitation, B. Business Proposal Instructions, 2.c. Cost or pricing data, I. Direct Labor. All estimated overtime shall be identified as such and added to the fixed-price portion of the contract pricing schedule.
PWS 1.2 General Statement of Work. Some repairs or maintenance may be necessary after normal duty hours. In that event any overtime expense resulting from such work will not be reimbursed by the government it is considered to be part of the firm-fixed – price contract.
Question: The solicitation does not provide information or historical data on the number of after normal duty hours in which repairs or maintenance has been necessary due to research activities. Will you provide an estimate based on historical data or fixed number of hours of overtime in order for us to provide a reasonable estimate of overtime that is required to be calculated into the fixed-price effort?
Corrected Response: This is a research and animal care facility, include an estimated amount of time based on your experience. In the past it has ranged between 1100- 1700 300-66 hours per year. Correction: The range of overtime is 1100 – 1700 hours per year.
16-223-SOL-00006 Amendment 4 3 of 5
4. Per PWS, Section I, Paragraph 1.5(e) Monthly Status Report, states that the Monthly Status and Daily Work Sheet Report is delivered by the 10th of the month. In Appendix X, Summary of SP Submissions, it states that the Monthly Status Report is due by the fifth working day each month. Please clarify.
Response: The report shall be delivered between the 5th and the 10th of the following month.
5. Per Amendment 3, Appendix V, Subcontracted Services lists outside window cleaning, variable frequency drives, emergency generator repairs, emergency generator annual load testing, chlorine gas, salt and caustic flake supplies, cathodic protection, air compressor repairs, glass replacement, fan balancing, shrubs and tree replacement.
Can you please supply the current vendors for these services?
Response: The Contractor is free to subcontract with whom they choose, provided that they are qualified to perform the work.
6. Attachment J-3, Appendix VII Equipment List, page 165 and 166 lists Emergency Generators. Can you please provide Make, Model and Serial Number? Some of this information isn’t provided. This is needed for load bank testing.
Response: Section 11.1 calls for: “The SP shall maintain the total electrical power system to ensure continuous electrical power to the JLC. A spring and fall full building
Center wide generator load test is required.” Appendix V calls for: “Emergency generator annual load test.”
The PWS requires the SP to provide a Center Wide emergency generator load test in the fall and spring of the generators connected to the transferred building load by way of the Automatic Transfer Switch or Manual Switch whichever is present. The full load of the building serves as the “LOAD TEST”. In the past this test has been provided with the SP’s staff electricians. The PWS does not call for or require the emergency generators be load tested with a load bank. Reference question #5 from Amendment
