About this file
This is a Questions and Answers document issued by the Virginia Department of Transportation (VDOT) in response to inquiries regarding Invitation for Bids (IFB) #161142 for custodial services at the Salem Residency located at 714 S. Broad Street, Salem, Virginia. The solicitation seeks qualified firms to provide custodial services for a 5,806 square-foot facility consisting of one two-story building and an additional structure, with daily tasks requiring approximately 2.5 to 3 hours to complete. A mandatory in-person pre-bid conference is scheduled for August 24, 2026, at 10:00 AM EDT at the Salem Residency, with attendance required for bid submission eligibility. Attendance must be evidenced by signature on the roster, and no attendees will be admitted after 10:05 AM EDT. Attendees must present valid photo identification at the security desk and sign in and out of the building. Bidders must bring their own copy of the solicitation.
The Q&A clarifies that an authorized representative may attend the pre-bid conference on behalf of the bidding company; however, a representative of the prime bidder is required to attend, though a proposed subcontractor representative may also be present. Regarding qualifications, subcontractor experience in custodial services may satisfy the prior experience requirement, but references for the three-reference requirement must be provided for similar projects. The document does not specify pricing terms, contract duration, set-asides, or funding sources in this excerpt.

1. Q. For the mandatory pre-bid conference scheduled for August 24, may an authorized representative attend on behalf of the bidding company, or is the owner/signatory of the bidding company required to attend?
A. Reference Page 9, Section V Mandatory Prebid which states:
MANDATORY PRE-BID CONFERENCE: A mandatory, in-person pre-bid conference will be hosted by the Contract Officer at 10:00 AM EDT on August 24, 2026, at the Salem Residency at 714 S. Due to the importance of all bidders having a clear understanding of the specifications/scope of work and requirements of this solicitation, attendance at this pre-bid conference will be a prerequisite for submitting a bid. Bids will only be accepted from those bidders who are represented at this pre-bid conference. Attendance at the conference will be evidenced by the representative’s signature on the attendance roster. No one will be admitted to join the conference after 10:05 AM EDT. Examples of acceptable photo identification include, but are not limited to, a current driver’s license or passport. All attendees will be given directions to the specific meeting location. Attendees must also sign out at the security desk before leaving the building. Please plan your arrival accordingly to accommodate parking limitations and getting through security.

A. Subcontractor may attend; however, a representative of the Bidder is required to attend per section referenced in Question 1 above.
