About this file
This file is a Questions and Answers document for RFP 1605C3-26-R-00008, addressing procurement-related inquiries from offerors.
The Q&A clarifies key personnel requirements, noting that only a Contract Manager and Project Manager are designated as key personnel, though offerors must provide organizational plans detailing both key and non-key personnel experience. The Government does not have a General Contractor already assigned and will not provide a target price range, as the solicitation was issued under RFO Parts 12, 15, and 19. The period of performance runs from August 3, 2026, to August 2, 2028, with a 24-month completion target. Offerors are responsible for developing project schedules including key milestones and onsite work. The due date for proposals has been extended to 9:00 a.m. on June 6, 2026. Volume I (Technical Capability) is limited to 20 pages, excluding cover pages, title pages, executive summaries, tables of contents, resumes, charts, tables, and diagrams.
Regarding past performance documentation, offerors must submit new Past Performance Questionnaires completed directly by the contract reference and sent to the Contract Specialist and Contracting Officer; Final CPARS evaluations and previously completed PPQs are not acceptable substitutes. The bid bond/guarantee document must be included in Volume III. The Government will not provide a site visit attendee list, and a Pre-Award Monitor reference should be stated as "N/A" or "Unknown" if not identified in original solicitation documents. The Project Manager may serve as the Superintendent, and while contract extensions are possible, the Government's intention is completion within the stated 24-month period.

RFP 1605C3-26-R-00008 Questions – Procurement Related
1) There are several places throughout the RFP that mention the requirements of an A/E team and design services such as the Volume I – Technical Capacity section where one of the subfactors is a Design Concept Narrative. The key personnel for this project do not mention any A/E staff and only require a Contract Manager and a Project Manager. Can you please confirm if this will be a design/build contract and if any A/E individuals will need to be listed as key personnel or in the organization plan?
Response: Only the Contract Manager and Project Manager are deemed key personnel, and offerors are required to provide a matrix/organization plan that includes the background/experience of the company’s proposed key and non-key personnel.
2) Do you already have a General Contractor providing the portion of work noted in the
Solicitation?
Response: No
3) Will you provide a list of attendees after the visit tomorrow via email?
4) To select past performance projects similar in dollar value, scope and complexity, please provide the estimated dollar value range for this solicitation.
Response: The solicitation was issued in accordance with RFO Parts 12, 15, and 19, so a target price range was not developed.
5) Can Final CPARS evaluations be submitted instead of requesting new Past Performance
Questionnaires (PPQs)?
6) Can previously completed PPQs be submitted instead of requesting new PPQs?
7) On page 65 of the RFP, what is meant by the "Government contract administration activity's Pre-Award Monitor" for Volume II, Section 1, Item E? Can this be listed as
"n/a" if a Pre-Award Monitor was not specifically called out in the Past Performance project's original solicitation/RFP documents?
Response: A representative of the contract administration office who reviews and monitors a prospective contractor before contract award. The pre-award monitor does not make the award decision. Instead, they gather information and provide an assessment to support the Contracting Officer’s responsibility determination. Please state “N/A” or
“Unknown” if the applicable solicitation documents.
8) Please clarify whether the Past Performance Questionnaire should be emailed directly from the representative responsible for the past/current contract, or included in the offeror's proposal?
Response: Yes, the Past Performance Questionnaire shall be completed by the reference submitted directly to the Contract Specialist and Contracting Officer.
9) Can Final CPAR Evaluations be submitted in lieu of obtaining new Past Performance
Questionnaires?
10) Can previously completed Past Performance Questionnaires (PPQs) be submitted in lieu of obtaining new PPQs?
11) The Solicitation indicates the POP is from 8/3/26 to 8/2/28. Is there a portion of this time frame dedicated to post award submissions, schedule review, etc?
Response: Yes, the deliverables table (Technical Exhibit 2) lists all the applicable deliverables and post-award submission timelines.
12) Please confirm the Key Personnel required for the project are the Contract Manager and the Project Manager. Additionally, the Project manager can act as the Superintendent.
Response: Correct, only the Contract Manager and Project Manager are deemed key personnel and the Project Manager can act as the Superintendent.
13) Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Response: Yes, its possible for a modification to be issued to extend the contract’s PoP.
However, our intention with the issuance of solicitation 1605C3-26-R-00008 is to have all the projects completed within a 24-month PoP.
14) Please provide the site visit attendee sign in sheet.
Response: The attendee list from the site visit will not be provided.
15) When do you anticipate on site work starting?
Response: Each offeror is responsible for developing and proposing a project schedule, which includes the key milestones and onsite work.
16) Would you please consider extending the due date at least 10 business days after the RFIs are answered to allow time to develop the conceptual drawings and other technical material required in the proposal?
Response: Yes, the due date has been extended to 9:00am on June 6, 2026.
17) Could you please increase the page count for Volume I - Technical Capability from a 20-page limit to a 40-page limit to accommodate the details required by the solicitation?
Response: The page count for Volume I (Technical Capability) is 20 Pages, excluding cover pages, title pages, executive summary, table of contents, resumes, charts, tables, and diagrams
