About this file
This document is a Questions and Answers (Q&A) file for RFP 1605C3-26-R-00008 addressing communication and IT-related inquiries regarding audiovisual (AV) infrastructure renovation at the Department of Labor (DOL).
The Contractor is responsible for furnishing and installing a separate, dedicated AV network with all required AV switches and supporting infrastructure to transport AV-over-IP traffic within and between renovated spaces (Great Hall, Auditorium, Mezzanine, and 6th Floor). The AV network will not reside on the DOL production network. When Contractor-installed devices require communication through the DOL enterprise network for control, monitoring, directory services, or other functions, the Government will provide necessary VLANs, network switch ports, and IP address assignments in accordance with DOL policies. Existing fiber infrastructure consists of six strands of single-mode fiber and six strands of multimode fiber originating from LAN closets near each renovated space, all terminated in Room N1302 and the OPA Data Room on the 6th Floor. The Contractor is responsible for providing and installing any additional fiber or copper cabling needed to connect newly installed AV equipment to the nearest Government-provided LAN closet or telecommunications room. Vendors must specify their AV equipment's fiber requirements (type, connector, wavelength) in their proposals, with DOL confirming compatibility and assigning appropriate strands. Routing configurations vary by location: the Auditorium and Great Hall connect directly to cable vaults without intermediate closets, while the Mezzanine and 6th Floor Office route through dedicated serving closets. Recording and streaming servers currently exist with the Government, which reserves the right to exclude any such items from contractor proposals.

RFP 1605C3-26-R-00008 Questions – Communication & IT Related
1) Will AV-over-IP equipment reside on the DOL network, or will a separate dedicated AV network be provided by the Contractor?
Response: AV‑over‑IP equipment will not reside directly on the Department of Labor’s production network. The Contractor shall furnish and install a separate, dedicated AV network, including all required AV switches and supporting network infrastructure, to transport AV‑over‑IP traffic within and between the renovated spaces.
When any Contractor‑installed device requires communication through the DOL enterprise network such as for control, monitoring, directory services, or other supported functions the Government will provide the necessary VLANs, network switch ports, and
IP address assignments to enable that traffic in accordance with DOL network policies and configuration standards.
2) Please clarify existing fiber pathways and available strands between the Great Hall, Auditorium, Mezzanine, and 6th Floor Master Control Room
Response: There are existing six (6) strands of single‑mode fiber and six (6) strands of multimode fiber originating from the LAN closets located near each of the spaces being renovated the Great Hall, Auditorium, and Mezzanine. All of these fiber strands are terminated in Room N1302, as well as in the OPA Data Room on the 6th Floor, which supports the Master Control Room.
Offerors will be responsible for providing and installing any additional fiber or copper cabling required to connect newly installed AV equipment or local AV switches to the nearest Government‑provided LAN closet or telecommunications room.
3) Are recording and streaming servers existing, or should bidders include them?
Response: The Government currently has this capability and Offerors may include these items in their proposals; however, the Government reserves the right to exclude any or all such items as deemed appropriate.
4) Existing Fiber Pathways: Please provide existing fiber routing, strand counts, and termination points.
Response: Fiber Type: All installed fiber is a mix of Multimode and Single mode.
Vendors should specify their A/V equipment's fiber requirements (type, connector, wavelength) as part of their proposal. DOL will confirm compatibility and assign appropriate strands from the existing infrastructure.
Core Termination: All fiber home runs terminate at a central Data Center. Any A/V routing requiring cross-building connectivity will pass through this facility. DOL will coordinate all necessary interconnections within this space.
Routing Configuration by Location: Not all locations follow the same routing model.
The Auditorium and Great Hall connect directly to their respective cable vaults with no intermediate telecommunications closet. The Mezzanine and 6th Floor Office follow the standard model, routing through a dedicated serving closet before reaching the cable vault and core. Vendors should factor the applicable routing model into their equipment placement and signal routing design.
Vendor Deliverable: Vendors are asked to provide their fiber requirements, including strand count, fiber type, and signal routing needs, per location as part of their proposal.
Upon contract award, DOL will provide specific closet designations, termination points, and infrastructure details necessary to support the approved design.
