About this file
This file is a Questions and Answers document for RFP 1605C3-26-R-00008 addressing mechanical-related inquiries for a federal renovation project.
The solicitation pertains to renovation work at the Frances Perkins Building involving the Auditorium, Great Hall, and Mezzanine areas. Key mechanical scope items include HVAC system replacement with full replacement of air handling units (AHUs), variable air volume (VAV) boxes, controls, and ductwork; fire suppression and fire alarm system demolition and replacement across all three spaces; mass notification modifications; and chilled water system integration. Mechanical contractors must be included under the general contractor, not separately. The contract is structured as firm fixed-price, requiring contractors to accept risk regarding DX unit leak repairs and HVAC retro-commissioning prior to investigation completion. Existing ductwork may be reused when feasible and code-compliant, provided it undergoes cleaning prior to connection to new equipment. Redundant cooling systems require either N+1 redundancy or dual-circuit equipment. Contractors must conduct their own water supply analysis for the sprinkler system as hydraulic calculations are not available. The existing fire alarm system is Edwards EST 3. Freight elevators (29-30 on South side at 10'L x 6'4"W x 8'H and 27-28 on North side at 10'L x 8'10"W x 8'H) with 6,000 lb weight limits are available for contractor use. All available drawings were provided in Attachment J3; structural loading capacities for new equipment do not exist. Third-party inspections are required for fire alarm systems and asbestos. No landscaping restoration, emergency power connections, or additional site visits beyond the June 3, 2026 walkthrough are required.
