About this file

This document is a Questions and Answers (Q&A) file for RFP 1605C3-26-R-00008, addressing audio/visual and lighting requirements for Department of Labor facilities renovation. The solicitation covers three primary spaces: the Auditorium, Great Hall, and Mezzanine, with work involving AV system design, installation, and integration.

Key AV requirements include: existing equipment inventory with potential Government reuse; industry-standard acoustical treatments without prescribed STC/NRC criteria; Mezzanine recording and streaming capabilities suitable for meetings and presentations using either dedicated or MS Teams-based solutions; flexible Mezzanine display configuration (primary display plus audience displays) without mandated technology; and camera placement determined by offerors based on coverage needs. The Government will provide fiber-optic backbone infrastructure connecting LAN closets to the three public spaces, while offerors supply copper/fiber cabling, local AV switches, and all associated terminations and configuration. For 6th Floor Master Control Room connectivity, the Auditorium and Great Hall require support for program audio and video, presentation content, camera feeds, and monitoring feeds for broadcast and event production workflows; Mezzanine connectivity is not required. Lighting requirements include appropriate control station quantity and placement for both spaces, with separate lighting controls preferred; existing Auditorium and Great Hall dimming switches remain but are independent; Mezzanine currently lacks dimming capability. All AV network-connected systems must comply with Federal cybersecurity requirements, NIST guidance, and Department of Labor security policies. UPS units providing 60-minute runtime are required for all AV equipment racks. The Government does not mandate specific manufacturers; proposed equipment must be commercial-grade and widely supported. Hybrid meeting functionality, ADA compliance, and assistive listening solutions are required.

RFP 1605C3-26-R-00008 Questions – Audio/Visual Related

1) AV components must be inventoried before removal – are they being reinstalled?

Response: Existing AV equipment shall be inventoried prior to removal. The

Government will evaluate inventoried equipment and identify any components designated for reinstallation. Offerors shall assume existing equipment may be reused where directed by the Government.

2) Are there specific STC, NRC, reverberation time, or acoustical performance criteria required for each space?

Response: No specific STC, NRC, or reverberation time criteria are prescribed under this solicitation. Offerors shall propose industry-standard acoustical treatments and system designs necessary to support the intended AV functionality, speech intelligibility, and room performance requirements described in the PWS.

3) Mezzanine Recording and Streaming: The current PWS states that the Mezzanine AV system shall support basic recording and streaming. Please clarify what level of recording and streaming functionality is required for the Mezzanine. Specifically, should offerors include dedicated recording/streaming hardware, software, licensing, and control programming for the Mezzanine, or is the intent to support recording/streaming through the room’s conferencing platform only?"

Response: The Mezzanine shall support basic recording and streaming capabilities suitable for meetings, presentations, and events. Offerors shall include all equipment, software, licensing, and programming necessary to provide a complete and functional solution.

Offerors may propose either a dedicated recording/streaming solution or a conferencing-platform-based solution, provided the proposed approach satisfies the recording and streaming requirements identified in the PWS. DOL uses MS TEAMS as primary option for virtual meetings.

4) Mezzanine Recording and Streaming: Please also confirm whether the Mezzanine recording/streaming capability must connect to any existing DOL broadcast, OPA, or 6th

Floor Master Control Room workflow.

Response: Connectivity between the Mezzanine recording/streaming capability and existing DOL broadcast or Master Control Room workflows is not required unless specifically identified elsewhere in the solicitation.

5) Mezzanine Display Configuration: Previous project information and design discussions included video wall concepts for the Mezzanine. The current PWS now states “central display or projector plus audience displays.”

Please clarify the required Mezzanine desired display configuration.

Response: The Government's intent is to provide a primary presentation display visible to all occupants, supplemented as necessary by additional audience displays. Offerors shall propose the display configuration that best satisfies the functional requirements of the space.

6) Mezzanine Display Configuration: Should offerors price the Mezzanine with a projector and screen, flat panel displays, video wall displays, or a combination of these? If audience displays are required, please provide the desired quantity, approximate locations, and intended use.

Response: Offerors shall propose the display technology and quantity necessary to meet the requirements of the PWS. The Government does not prescribe a specific display technology.

7) Mezzanine Display Configuration: We will need to have an operating/camera control desk in the room. Is there a designated area for an operator’s desk behind the video wall, or a designated area within the space to install this desk?

Response: No dedicated operator location has been designated. Offerors shall identify any operator workstation requirements and include them within their proposed design.

8) Mezzanine Display Configuration: The RFQ specifies a column-to-column video wall in the Great Hall. Based on the available width between the columns and the ceiling height constraints observed during the site survey, a video wall spanning the full width between columns would result in a non-standard aspect ratio.

Can the Government please clarify whether the intent is for the active display area itself to extend column-to-column, or if the requirement may be satisfied by utilizing the largest practical 16:9 4K video wall within the available height constraints, with architectural finishes used to fill the remaining space between the columns?"

Response: The Government's intent is to maximize the display area within the architectural constraints of the space. Offerors may propose the largest practical display configuration that meets the performance requirements while maintaining an aesthetically integrated installation.

9) AV Network and Fiber Infrastructure: Previous project information indicated use of

Government-furnished network infrastructure for portions of the AV over IP system. The current PWS does not appear to clearly define whether the AV systems shall use DOL’s network, Government-furnished AV network switches, or contractor-furnished dedicated

AV network switches. Please clarify the required network approach for the Auditorium, Great Hall, and Mezzanine AV systems.

Response: Offerors shall provide a complete and functional AV network solution. Any required integration with Government networks shall be coordinated with the

Government during design development and implementation.

10) AV Network and Fiber Infrastructure: Should offerors assume the Government will provide approved network switches, fiber backbone infrastructure, VLANs/IP addressing, and network configuration for the AV over IP system, or should offerors include contractor-furnished switches, fiber/copper cabling, terminations, and AV network configuration in their pricing?

Response: The Government will provide the fiber‑optic backbone necessary to interconnect the existing LAN closet on each floor with the existing LAN closets nearest to the public spaces included in this renovation effort (the Great Hall, Mezzanine, and

Auditorium).

Offerors will be responsible for providing and installing all copper or fiber cabling required to connect any newly installed AV hardware including any local AV switches that may be required to the aforementioned Government‑provided LAN closets.

For any devices installed by the Offeror that require routing through the Department of

Labor’s production network switch infrastructure, the Government will furnish the necessary VLANs, network switch ports, and IP address assignments to support required traffic flow.

11) Connectivity to 6th Floor Master Control Room: Please clarify which spaces require AV connectivity to the DOL 6th Floor Master Control Room and what signal types must be supported. The RFQ references connectivity between the Auditorium, Great Hall, and the

6th Floor Master Control Room; however, the specific signal requirements are not clearly defined."

Response: Unless specifically identified as Government-furnished elsewhere in the solicitation, offerors shall include all network infrastructure, cabling, terminations, configuration, and associated components necessary for a complete and operational AV system between the Auditorium, Great Hall, and the 6th Floor Master Control Room.

12) Connectivity to 6th Floor Master Control Room: Can the Government please clarify which signals are required to be routed to and/or from the 6th Floor Master Control

Room? Specifically, should offerors include any combination of program video, camera feeds, presentation content, program audio, microphone mixes, recording and streaming feeds, press feeds, monitoring feeds, control signals, or other sources and destinations?

Response: Offerors shall assume support for program audio and video, presentation content, camera feeds, and monitoring feeds necessary to support event production and broadcast operations.

13) Connectivity to 6th Floor Master Control Room: Please identify the required signal types, quantities, and intended use cases so that offerors may accurately determine the necessary infrastructure, routing, processing, and integration requirements.

Response: Correct. Connectivity to the 6th Floor Master Control Room is not required for the Mezzanine unless otherwise directed by the Government.

15) Lighting: Where/how many control stations are desired to control the stage lighting in the

Auditorium and Great Hall? Does the lighting system want to be controlled by button/fader stations or a touch screen panel?

Response: Offerors shall propose an appropriate quantity and placement of lighting control stations to support operational requirements of the Auditorium and Great Hall.

16) Lighting: Does any part of the lighting system need to have wireless capability?

Response: Wireless capability is not required but may be proposed if it enhances functionality.

17) Lighting: Do the fixtures/cable want to be white to draw less attention?

Response: Visible fixtures, cabling, and associated hardware shall be selected to minimize visual impact and complement the architectural environment.

18) Lighting: Where is the location of the current dimming system for both spaces? Do they share a dimming closet?

Response: Existing conditions are available for review during site investigation. Offerors shall verify existing conditions as part of their design process. Currently the Auditorium has its own dimming switch and the Great Hall has its own dimming switch. The

Mezzanine does not have a dimming switch currently.
