About this file
This is a Subcontractor Letter of Intent form issued by Hillsborough County, Florida, as part of the county's Small Business Encouragement Program. The form is required for all bidders and proposers on Hillsborough County contracts who plan to utilize registered Small Business Enterprise (SBE) subcontractors. The document establishes key terms and understandings between prime contractors and their proposed SBE subcontractors and must be signed by authorized representatives from both parties. Bidders must identify each registered SBE firm, list the scope of work or work item numbers to be performed, and provide estimated dollar amounts for each work item, except in cases of Work Order/Term Contracts, Professional Services, or CCNA Contracts, where dollar amounts should be omitted to avoid disqualification from bonus point consideration.
Bonus points are awarded during the evaluation process if at least one listed SBE subcontractor is properly registered with the county's SBE Program in accordance with established policies and procedures. For the related project—Intersection Improvements for East County Line Road at Grand Hampton Drive in Tampa, estimated at $1,239,930.07—Hillsborough County has established a 5% SBE participation goal for subcontractors. The letter of intent form serves as documentation of the bidder's commitment to SBE utilization and ensures transparency in the subcontracting process while supporting local small business participation in county infrastructure projects.
