Scope of Services Summary

This is a Scope of Services document for Broward County Facilities Management Division outlining comprehensive roofing and waterproofing consultant services. The County is seeking a qualified consultant to provide assessment, inventory, inspection, specification development, and construction administration services for building envelopes including roofs, walls, storefronts, doors, and window systems across County facilities. The scope encompasses six primary service categories: reviewing and updating specifications and line items in accordance with Construction Specifications Institute's Master Format; conducting inventories of roofs and exterior elevations using the Omni-class system with scaled plans and Excel spreadsheets; performing inspections to document existing conditions and identify repair needs with comprehensive reports including photographs, findings, and recommendations; developing construction documents for roof replacement, extensive repairs, sealing, painting, and waterproofing projects with detailed specifications and permittable drawings; providing project administration services including pre-bid assistance, bid analysis, and construction phase oversight; and delivering additional specialized services such as infrared inspections, roof core sampling, uplift testing, moisture surveys, and electronic leak detection as requested. All project work will be assigned through individual work authorizations with mutually agreed-upon project-specific scopes, schedules, and cost breakdowns, with no guarantee of assignment quantity or type.

The document specifies detailed electronic media submittal requirements for all deliverables, including specifications and bid forms in Microsoft Word and Excel formats, construction detail drawings in AutoCAD 2026 native .dwg format, reports in PDF format, and supporting data in Excel or compatible database formats. The County retains unlimited rights to all materials, documents, data, and information developed under the contract. Draft documents must be submitted at 50% and 90% completion intervals with County review and written comments provided within 14 calendar days. The consultant will coordinate with the County's project manager and Contract Administrator regarding standard file naming protocols, CAD layer guidelines conforming to AIA standards, and any deviations from established standards requiring prior written approval. No specific contract term, pricing structure, or funding amount is detailed in this scope document, as these elements will be established through individual work authorizations for each assigned project.
