About this file
This is an evaluation criteria document for Broward County Facilities Management Division in Florida, establishing the scoring methodology for awarding a continuing services agreement for roofing and waterproofing consulting services. The solicitation seeks a qualified consultant firm to provide comprehensive services including building envelope assessments, specifications review and updates, facility component inventorying and inspections, construction document development, and project administration for County facilities. Services encompass roofing, wall, storefronts, doors, and window systems across all County facilities. The contract is structured as a two-year initial term with three additional one-year renewal options, with an annual budget of $500,000. Vendor responses must be submitted electronically through Bonfire BPRO, and the County emphasizes that vendors should submit all documentation, including optional items, to enable comprehensive review. Vendors who fail to submit required information by the closing date may receive zero points for corresponding evaluation criteria.
The evaluation framework totals 100 points across seven criteria: Ability of Professional Personnel (25 points), Project Approach (30 points), Past Performance (30 points), Workload of Vendor (5 points), Location Certification (5 points), Willingness to Meet Time and Budget Requirements (2 points), and Volume of Previous Work (3 points). Vendors must demonstrate relevant experience through resumes and organizational charts, provide detailed project approach methodology, submit a minimum of three similar past projects with references, and disclose all completed, active, and projected projects. Location points range from zero to five based on certification options, while the Volume of Previous Work criterion allocates points inversely to prior County payments, with prime vendors previously paid over $10,000,000 receiving zero points. The document was dated September 23, 2025, and requires vendors to commit to good faith negotiation of fees and completion times for future projects under the agreement.
