About this file

This document is a Request for Proposal (RFP) #2000004161 from Fairfax County, Virginia, detailing a comprehensive line-item contract for stormwater facility maintenance, environmental services, and related infrastructure work. The RFP covers an extensive range of services including preventative maintenance, demolition, erosion and sediment control, tree protection, earthwork, pavement maintenance, stream channel maintenance, revegetation, testing, traffic control, equipment rental, labor, and plant-related services. The document provides detailed descriptions for each line item, specifying unit measurements, technical specifications, installation requirements, and performance standards across multiple categories of work.

The pricing structure is unit-based, with costs specified per linear foot, square yard, cubic yard, ton, acre, day, hour, or each (EA) as appropriate to the specific task. While no specific total contract value is stated, the comprehensive nature of the line items suggests a potentially substantial multi-year contract with the potential for renewal. The contract appears designed to provide Fairfax County with flexible, on-demand maintenance and infrastructure services across a wide range of environmental and construction-related needs. Notably, the RFP emphasizes environmental compliance, with many line items requiring adherence to specific state and federal regulations, use of certified professionals, and environmentally sensitive approaches to maintenance and restoration work.

PM-1

Mowing, Trimming, and Clearing (TA#1)

ACRE

Mowing, trimming, and clearing involve the removal of grasses, weeds, brush, and tree saplings up to 2 inches in diameter, including clusters originating from the same base. Grass must be trimmed to a height between 5.5 and 6 inches, while woody vegetation should be cut near ground level. Mowing must follow a horizontal pattern to maintain an even cut, avoiding up-and-down slope mowing. Trimming must be performed in areas inaccessible to standard mowing equipment, such as embankment perimeters, toe areas, steep slopes, emergency spillways, shorelines, riprap areas, access gates, fence lines, and around signs. Equipment must be suitable for rough terrain and capable of operating on steep slopes without causing soil disturbance. All costs for mobilization, equipment, labor, materials, and disposal are included.

All Ponds: Maintain a 3-foot-wide strip along access roads and entryways, removing limbs, small trees, and brush as needed. Clear the entire dam embankment (front, top, back) plus 10 feet from the front and back toes (ensuring no obstructions impede mowing). Maintain a 10-foot clearance around the control structure, removing grassy and woody vegetation from the structure and trash racks without entering the control structure. Clear vegetation within the emergency spillway and remove trash racks when possible to clear woody debris, sediment, and trash while ensuring any orifices remain unobstructed. Maintain a 10-foot clearance around the outfall structure and outfall channel, removing all cut vegetation and disposing of it off-site.

When directed: Maintain the ponding area, clearing the entire pond floor and interior slopes up to the 100-year flood elevation, excluding wet ponds and enhanced extended detention ponds.

Work around trees larger than 2 inches in diameter where feasible, invoicing based on completed areas.

Remove and properly dispose of all material off-site. Includes all mobilization, equipment, labor, material and disposal costs.

PM-2

Mowing, Trimming, and Clearing (TA#2)

0.1

ACRE

Green Infrastructure (Bioretention and Vegetated Swales): Mow, trim, or clear within and around the facility, extending up to three feet or to the curb, excluding designated landscaped areas or those clearly planted with perennials. Maintain a finished mow height of 2 to 4 inches.

Remove woody growth from vegetated swales annually unless specified in landscape plans.

Use light-duty equipment in bioretention areas to protect filter media. All debris and clippings must be removed and disposed of off-site.

Ponds (Extended Detention Level 2 and Wet Ponds): Mow, trim, and clear grasses, weeds, brush, and tree saplings up to 2 inches in diameter, including clusters from a shared base.

Grass should be maintained at 5.5 to 6 inches, and woody vegetation cut to ground level.

Mowing must follow a horizontal pattern; slopes should not be mowed up and down. Trim inaccessible areas such as embankments, slopes, spillways, shorelines, riprap, gates, fences, and signs. Equipment must suit rough terrain and steep slopes without disturbing soil. Each visit must include maintaining a 3-foot-wide strip along access roads and entryways, clearing limbs and brush, and mowing the dam embankment and the 10 feet beyond both toes. Maintain 10-foot clearances around control structures and outfalls, removing all vegetation, trash, and sediment without entering structures or blocking orifices. All materials must be removed and disposed of off-site.

Wetland Vegetation Management (September): For half of the pond inventory each year, maintain ponding areas per site-specific Maintenance Cards or Landscaping Plans. Remove grasses, weeds, brush, and tree saplings up to 2 inches in diameter, working around larger trees when feasible. Maintain grass height at 5.5 to 6 inches and cut woody vegetation to ground level. Focus on promoting desirable vegetation and removing undesired species without herbicides or large-scale clearing. This work supports future invasive species management under Task Area 5.

All Facility Types: All debris, clippings, and vegetation must be removed and properly disposed of off-site. All associated costs, including mobilization, equipment, labor, materials, and disposal, are included.

PM-3
