About this file

This document is an Addendum (No. 1) issued by the Fairfax County Department of Procurement & Material Management for Request for Proposal (RFP) 2000004161 regarding Stormwater Management, Maintenance and Reporting. The addendum was released on September 15, 2025, with a proposal due date of October 3, 2025, at 11:00 A.M. The addendum adds Appendix A to the solicitation documents and provides answers to previously submitted questions from potential bidders.

The addendum clarifies key details about the project, including that Contech Certification is required for bidders and that water quality (WQ) monitoring will be conducted annually for basic parameters, with routine monthly/bimonthly monitoring focusing on visual identification and treatment of invasive species. Importantly, the document specifies that bidders must complete pricing for entire tasks, and while they do not need to submit pricing for all tasks, they cannot submit bids on individual line items. Bidders are required to return a signed copy of the addendum either prior to the due date or with their proposal upload to Fairfax County's Procurement Portal.

Q1. I assume Contech Certification is required?

A1. Yes, Contech Certification is required.

Q2. Can you provide more detail on the WQ monitoring required for Task 7? Are the parameters the same for monthly, bimonthly and annual?

A2. WQ monitoring is conducted annually for basic parameters (nutrients, pH, etc) -treatment is administered following based on those test results. Typical for nutrients or alkalinity. Routine monthly/bimonthly monitoring and treatment activities do not include data collection and is visual identification and treatment of invasives.

Q3. I have a quick follow up question to make sure I heard you correctly. You said we can submit a bid on just a line-item(s) and not an entire task, correct?

A3. No, that is not correct. You must complete pricing for an entire task. You do not need to submit pricing for all tasks.
