About this file
This document is an Attachment 4 for Phase II Request for Proposal (RFP) 15F06725R0000020 for the FBI Global Multiple Award Construction Contract (GMACC) Indefinite-Delivery, Indefinite-Quantity (IDIQ) solicitation. The procurement is a two-phase Best Value Tradeoff source selection to award multiple construction contracts across three regions: National Capital Region (NCR), Redstone Arsenal, and Other United States/Overseas locations. In Phase II, the government intends to award five to seven IDIQ contracts per region, with a "seed task order" used to evaluate and select the most competitive offers.
The evaluation will use four factors, with Technical Approach being the most important, followed by Phase I Qualifications, Project Schedule, and Price (which is the least important). Proposals will be evaluated using Best Value-Tradeoff methodology with adjectival ratings. The contract will cover a wide range of construction services including general construction, new construction, demolition, repairs, retrofit/renovation, site work, utilities, and construction of various facility types such as operations buildings, hangars, administrative offices, training centers, data centers, and firing ranges. Project delivery methods will include Design-Build (DB), Design-Bid-Build (DBB), and Progressive Design-Build (PDB), with contractors expected to provide labor, supervision, equipment, materials, and design services.

Phase II RFP Information
Request for Proposal 15F06725R0000020
The following pages are provided for informational purposes only to prospective offerors as a draft of the language the Government intends to use for Phase II. This language should not be considered final or binding in any way, but it is a proactive approach to sharing information early so that offerors can be better prepared for Phase II. Feedback on the Draft Phase II Language may be submitted separately from the offeror’s proposal submission to Phase I.
A. Basis for Contract Award This is a two-phase Best Value Tradeoff source selection conducted in accordance with FAR 15.101-1, Tradeoff process. In Phase I, the Government will invite the most highly qualified offerors, based upon an integrated assessment of Past Performance, Program Management Approach, Team Organization and Key Personnel, and Change Management/Risk Management/Quality Control, for advancement to participate in the Phase II solicitation for award.
In Phase II, the Government seeks to award five (5) to seven (7) IDIQ contracts per region. The selected offerors for participation in Phase II will also be evaluated on a fixed price “seed task order” whose offer conforms to the solicitation requirements and will provide the best value to the Government. In accordance with the stated relative importance of each evaluation factor, the Source Selection Authority may determine that the technical superiority and/or approach of Offerors who do not present the lowest price proposal may still be chosen. The Government seeks to award IDIQ contracts to the Offerors who whose proposals represent the best value to the Government. The Government reserves the right to reject any and all offers.
The Government intends to award without discussions. However, the Government reserves the right to conduct discussions with all, some, or no Offerors if deemed to be in the Government’s best interest. In accordance with FAR 15.306(a)(2), if award will be made without conducting discussions, Offerors may be given the opportunity to clarify certain aspects of proposals (e.g., the relevance of an Offeror's Past Performance Information (PPI) and adverse PPI to which the Offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors.
If the Government holds discussions, a competitive range will be established based on FAR 15.306(c)(1) procedures and this solicitation. The Government reserves the right to further limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. If the Contracting Officer determines that an Offeror's proposal should no longer be included in the competitive range, the proposal will be excluded from consideration for award. Offerors are reminded that there is no guarantee there will be an opportunity to clarify or revise proposals; the initial proposal should represent the Offeror’s best technical and price terms.
B. Phase II Evaluation
The purpose of this procurement is to establish a Multiple Award IDIQ. In order to establish a basis for technical and price competition, the solicitation of a “seed project” in Phase II will result in award of Task Order. Evaluation of Phase II proposals will first result in multiple IDIQ awards to the five (5) to seven (7) best-value offers per region, but also one Task Order Award to the single best value offer overall. If a real-life seed task order project is not available at the time of Phase II Solicitation, then a mock task order will be used as a measure of competition.
A best value-tradeoff competition in Phase II will include Price as a factor. Price proposals in response to the Phase II solicitation will be evaluated for fairness and reasonableness IAW FAR
15.4. Due to price competition, it is not anticipated that Certified Cost or Pricing Data will be applicable. If cost analysis is required, the Contracting Officer shall utilize the methods identified in FAR 15.404-1(c) and/or FAR 15.404-1(d). This will include an analysis of proposal completeness, reasonableness, and/or cost realism if appropriate. It may also include the use of Certified Cost or Pricing Data, if appropriate.
