About this file

This document is a Request for Information (RFI) form containing the Federal Bureau of Investigation's (FBI) responses to 21 vendor questions regarding the Global Multiple Award Construction Contract (GMACC) IDIQ solicitation. Key responses include clarifications about past performance documentation, with the government indicating they will accept Contractor Performance Assessment Reporting System (CPARS) alongside Past Performance Questionnaires (PPQs) and will not penalize vendors for limited past performance data. The RFI also addresses regional contract details, such as revising bonding requirements for Region 1 to $4 million Single and $25 million Aggregate, and confirming that Pocatello, ID was mistakenly included in Region 2.

The solicitation is a two-phase best value tradeoff process for construction services across three regions, with 7-12 offerors per region expected to advance from Phase I to Phase II. The government intends to award 5-7 IDIQ contracts per region for construction needs including general construction, renovations, demolition, site work, and various building types. The contract will support design-build, design-bid-build, and progressive design-build delivery methods. Contractors must provide labor, equipment, materials, and design services, with an emphasis on collaboration and design quality. Sustainability requirements and security clearance verification are also addressed in the RFI responses.

Number Section/ Paragraph Question Government Response

1 Solicitation Section III E.3 The USACE and NAVFAC, our primary past clients will not fill out a PPQ form if a CPAR exist. We request that you allow us to submit official Government CPAR evaluations in lieu of PPQ’s – pls advise??

The Government recognizes that vendors have no control over PPQs being submitted. A lack of submitted PPQs will not be penalized and a lack of past performance data will be evaluated with a neutral rating IAW the FAR. The Government intends to access CPARS and other databases as needed for evaluations to supplement PPQs regardless of whether or not PPQs are received, submitting specific CPARS information to the Government will help us understand which projects you believe are most applicable to and representative of your firm's ability to perform on the GMACC.

2 RFP Phase I Pages 2 and 8 Page 2 GMACC Region 2 and

Page 8, Section 1-last bullet

Page 8, Section 1, last bullet references Pocatello, ID. It looks like Pocatello will be included in Region 2, could the Government please confirm

The inclusion of Pocatello, ID as part of Region 2 is a mistake. The Government may solicit the GMACC for interest and capability of any domestic DOJ construction needs outside of Regions 1 or 2, but GMACC vendors will not be required/expected to propose on any work that falls outside of their region. The Solicitation will be amended to correct this information.

3 RFP Phase I Page 11 and Page

1st paragraph on both pages

Is an Attachment 2, Past Performance Questionnaire , required if we submit the CPARS for the project? On page 11, it states we shall instruct references to complete Attachment 2, however on page 14 it states the Government will consider information provided by references or CPARS

See #1

4 RFP Phase I Page 12 Factor 5, Team Organization

1st Paragraph

In the 1st paragraph, the FBI states to identify Key Trade Partners that we will work with on individual projects. These could be different per project depending on the type of project. Could the Government please give more specific guidance for what is expected here?

The Government does not require the same trade partners/subcontractors to fulfill the same roles across the whole program.

The intent is to show the offeror's network of trade partners that have ongoing business arrangements or relationships with the offeror. This gives us an idea of what teams we might expect on any given Task Order. Offerors are encouraged to show multiple companies in a single trade if applicable, and offerors will not be penalized for omitting a trade as long as the evaluation criteria is satisfied. See paragraph at the bottom of page 17:

"The Government will assess the Offeror’s understanding of the program by examining the Offeror’s organization chart and how its organization structure supports the Program Management Approach. The Government will assess how the various team members will work together and the methodology and processes that will be used to manage the program. It should define the roles, responsibilities and authority delegated to the incumbent of each position and discuss how work flows through the organization to effectively integrate the team to successfully deliver projects under this program."

5 RFP Phase I Page 8 2nd paragraph Per the RFP, projects must have been started and completed within 10 years of the date of this solicitation. Please clarify if this is correct.

This is correct.

6 RFP 9 Factor 1 - Bonding Capacity

Would the Government please consider lowering the bonding level requirement for the Region 1 offerors? Region 1 is total small business set-aside and the current minimum levels, $12M Single and $50M aggregate, appear to be more suited for the

Region 3 unrestricted offerors.

The bonding level requirement is revised to $4 million Single and $25 million Aggregate.

7 RFP III.E.3 Factor 3 - Past Performance Will the Government accept previously completed Past Performance Questionnaires (PPQs) that are of similar format to

Attachment 2? Especially if the project has been completed? This would prevent offerors from asking customers to duplicate a

PPQ evaluation they have already completed.

Yes.

8 RFP III.E.3 Factor 3 - Past Performance Would the Government accept a copy of a CPARS instead of a completed Attachment 2 - Past Performance Questionnaire? See #1

9 RFP Phase II Will the Government answer questions in Phase II? Yes.

10 I. General Information 10 of 19 Last Paragraph States that the Submission of RFP Attachment 2, Past Performance Quuestionnaire should be completed to show the present or past performance on projects of similar size, scope cost & complexity. Can CPARS be used in lieu of Past Performance

Questionnaires?

See #1

11 1. General Information 10 of 19 Last Paragraph If CPARS can't be used in lieu of Past Performance Questionnaires, can we use previously completed Past Performance

Questionnaires? We have had quite a few of our government POC's retire as of lately so it will be difficult to find another POC to complete the Past Performance Questionnaire.

Yes. Also see #1

12 Attachment 4 Basis for Contract Award Can you please how many contractors will be selected for Phase I?

The Government does not intend to make traditional selections for Phase I winners/continuing to Phase II. Per the method described in the RFP, this is an "Advisory Down-Select" where firms that are considered unlikely to succeed in Phase II due to a lack of confidence in their Phase I submission will be advised not to continue pursuing this opportunity, and firms which have high Government confidence will be advised to continue pursuing this opportunity. The Government intends to advise 7-12 firms per region to continue to Phase II but reserves the right to advise above or below this number.

13 Sol No. 15F06725R0000020 N/A Attachment 2 Past Performance Questionnaire

Is the due date listed on the Past Performance Questionnaire an oversight? Please consider changing it from May 28, 2025 to coincide with the actual due date of the proposal, June 24, 2025. Otherwise, offerors won't be able to change a Past

Performance project after this early date, despite having almost a month left to complete the proposal. Additionally, an early due date may cause issues if an amendment changes project eligibilty criteria after the government has received the questionnaires.

The early date was stated to allow for a window in which the Government could reach back to former customers if we had any questions. However, due to the rationale in response to #1, the PPQ due date is extended to align with the proposal due date of June 24, 2025.

14 Sol No. 15F06725R0000020 N/A Attachment 2 Past Performance Questionnaire

The questionnarie identifies an Alternate POC, phone number, and address. Is the Alternate POC from the Offeror or the name of the person completing the questionnaire? It also states that the Alternate POC be available for verification between May 28 and June 16 2025, which is during the proposal response period. Will the government contact references during this timeframe, or will these dates be adjusted to after the submittal due date?

The Alternate POC should be someone else familiar with the matter able to answer any questions in the place of the original person who completed the questionnaire. The Alternate POC should not be someone from the offeror's company. This section may be filled out by the customer. The Government reserves the right to contact references as necessary to seek any clarifications or information up until the decision date.

15F06725R0000020 Global Multiple Award Construction Contract (GMACC) IDIQ - RFP Phase I

15 Sol No. 15F06725R0000020 Page 10 Factor 3-Past Performance Qualifications

The RFP states "Past performance shall demonstrate Past performance shall demonstrate present/past performance on projects of similar size, scope, cost, and complexity through the submission of RFP Attachment 2, Past Performance

Questionnaire." Is the goverment expecting the written project descriptions with the established set of data/information listed on page 10 to be included on the Past Performance Questionnarie as opposed to a separate narrative? Please confirm that is not the case because as written these (3-5 projects) would be due on May 28th as indicated on Attachment 2, significantly before the actual propsoal due date.

Correct, PPQs are requested as a supplement to Offeror narratives for the chosen projects. The PPQ due date is extended to align with the proposal due date of June 24, 2025.

Section III. Phase I Proposals, B. Proposal Format #3 states “Each paragraph shall be numbered”. Please confirm if each paragraph shall be numbered within the margin or if the

Offeror should just simply number each new section heading.

Only section/subsection headings need numbering.

17 Factor 3 Past Performance Qualifications – will the Government allow Offerors to utilize previously completely Past Performance

Qusetionnaires in lieu of obtaining new ones from clients?

It is preferred that PPQs are submitted by clients/customers as a factor in the Government's ability to trust the veracity of PPQ information. Offerors may submit prior PPQs directly, provided that the POC listed (and alternate) is confirmed to be available for confirmation by the Government.

18 Factor 3 Please confirm that Offerors can provide CPARS with their proposal in lieu of Attachment 2 PPQ See #1

Will this solicitation require buildings to be certified sustainable under the Guiding Principles Compliance for Federal

Buildings?

The project solicitation in Phase II will incorporate the latest requirements for sustainability at that time. As of May 20, 2025 the Guiding Principles are applicable.

20 Can a MBE/WBE partner with a prime consultant in connection to pursuing this opportunity?

A joint venture comprised of a small business protégé and its mentor approved by the Small Business Administration is recognized as a small business. Per FAR 52.219-14 Limitations on Subcontracting, this JV arrangement is eligible for Regions 1 and 2 as long as the small business protégé performs at least 40% of the work. Under the same clause, the Government would recognize any other relationship as a subcontractor and would require that the small business firm awarded the contract and subsequent task orders perform at least 15% of general construction and at least 25% of special trade construction. Finally, please note that MBE/WBE is not a recognized socioeconomic category in FAR part 19.

21 Factor 2

Factor 2 requires the submission of “verification or evidence of an active DCSA Facility Clearance (FCL), at the “Top Secret” level. Appropriate verification or evidence of an Offeror’s FCL shall consist of a printout from the National Industrial Security

System (NISS) in Adobe PDF format.” The PDF printout from the NISS system is produced as a Controlled Unclassified

Information (CUI) labeled document. How does the Government want the Offeror to provide this information within its proposal?

CUI, FOUO, SBU, and similar documents should be attached to an encrypted email sent directly to the designated Government

POCs. If encrypted email isn't an option, that offeror must contact the Government for a solution.
