About this file

This Request for Information (RFI) document contains government responses to vendor questions regarding the FBI's Global Multiple Award Construction Contract (GMACC) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Phase I solicitation. The document provides clarifications and amendments to the original solicitation, covering key aspects such as past performance requirements, key personnel qualifications, proposal submission guidelines, and region-specific details for three contract regions: National Capital Region (Region 1), Redstone Arsenal (Region 2), and Overseas (Region 3).

Notable clarifications include acceptance of CPARS alongside Past Performance Questionnaires, allowance of projects at least 50% complete, confirmation of separate proposals for each region, and specific requirements for joint ventures and key personnel. The solicitation targets multiple contractors for construction services including design-build, design-bid-build, and progressive design-build methods, with an anticipated total IDIQ ceiling of $600M. The FBI plans to award 5-7 contracts per region, with a tentative Phase II release date of August 28, 2025, and anticipated contract awards on February 5, 2026. Regions 1 and 2 are small business set-asides, while Region 3 is an unrestricted overseas acquisition.

Question Government Response

1 Solicitation Section III The USACE and NAVFAC, our primary past clients will not fill out a PPQ form if a CPAR exist. We request that you allow us to submit official Government CPAR evaluations in lieu of PPQ’s – pls advise??

The Past Performance requirement is primarily fulfilled with the Offeror's Factor 3 narrative, supplemented by CPARS and PPQs.

The Government recognizes that vendors have no control over PPQs being submitted. A lack of submitted PPQs will not be penalized and a lack of past performance data will be evaluated with a neutral rating IAW the FAR. The Government intends to access CPARS and other databases as needed for evaluations to supplement PPQs regardless of whether or not PPQs are received, submitting specific CPARS information to the Government will help us understand which projects you believe are most applicable to and representative of your firm's ability to perform on the GMACC.

2 RFP Phase I Pages 2 and 8 Page 8, Section 1, last bullet references Pocatello, ID. It looks like Pocatello will be included in Region 2, could the Government please confirm

The inclusion of Pocatello, ID as part of Region 2 is a mistake. The Government may solicit the GMACC for interest and capability of any domestic DOJ construction needs outside of Regions 1 or 2, but GMACC vendors will not be required/expected to propose on any work that falls outside of their region. The Solicitation will be amended to correct this information.

3 RFP Phase I Page 11 and

Is an Attachment 2, Past Performance Questionnaire , required if we submit the CPARS for the project? On page 11, it states we shall instruct references to complete Attachment 2, however on page 14 it states the Government will consider information provided by references or CPARS

See #1

4 RFP Phase I Page 12 In the 1st paragraph, the FBI states to identify Key Trade Partners that we will work with on individual projects. These could be different per project depending on the type of project. Could the Government please give more specific guidance for what is expected here?

The Government does not require the same trade partners/subcontractors to fulfill the same roles across the whole program.

The intent is to show the Offeror's network of trade partners that have ongoing business arrangements or relationships with the Offeror. This gives us an idea of what teams we might expect on any given Task Order. Offerors are encouraged to show multiple companies in a single trade if applicable, and Offerors will not be penalized for omitting a trade as long as the evaluation criteria is satisfied. See paragraph at the bottom of page 17:

"The Government will assess the Offeror’s understanding of the program by examining the Offeror’s organization chart and how its organization structure supports the Program Management Approach. The Government will assess how the various team members will work together and the methodology and processes that will be used to manage the program. It should define the roles, responsibilities and authority delegated to the incumbent of each position and discuss how work flows through the organization to effectively integrate the team to successfully deliver projects under this program."

5 RFP Phase I Page 8 Per the RFP, projects must have been started and completed within 10 years of the date of this solicitation. Please clarify if this is correct.

This is correct. Note: This response is revised to clarify that projects started but not completed within the past 10 years of solicitation issuance are acceptable, provided the construction phase is at least 50% complete.

6 RFP 9

Would the Government please consider lowering the bonding level requirement for the Region 1 offerors? Region 1 is total small business set-aside and the current minimum levels, $12M Single and $50M aggregate, appear to be more suited for the Region 3 unrestricted offerors.

The bonding level requirement is revised to $4 million Single and $25 million Aggregate.

7 RFP III.E.3

Will the Government accept previously completed Past Performance Questionnaires (PPQs) that are of similar format to Attachment 2? Especially if the project has been completed? This would prevent offerors from asking customers to duplicate a PPQ evaluation they have already completed.

Yes.

8 RFP III.E.3 Would the Government accept a copy of a CPARS instead of a completed Attachment 2 - Past Performance Questionnaire? See response to RFI #1

9 RFP Will the Government answer questions in Phase II? Yes.

15F06725R0000020 Global Multiple Award Construction Contract (GMACC) IDIQ - RFP Phase I Amendment 2

I. General

Information

States that the Submission of RFP Attachment 2, Past Performance Questionnaire should be completed to show the present or past performance on projects of similar size, scope cost & complexity. Can CPARS be used in lieu of Past Performance Questionnaires?

See response to RFI #1

1. General

Information

If CPARS can't be used in lieu of Past Performance Questionnaires, can we use previously completed Past Performance Questionnaires? We have had quite a few of our government POC's retire as of lately so it will be difficult to find another POC to complete the Past Performance Questionnaire.

Yes, also see response to RFI #1

12 Attachment 4 Can you please how many contractors will be selected for Phase I?

The Government does not intend to make traditional selections for Phase I winners/continuing to Phase II. Per the method described in the RFP, this is an "Advisory Down-Select" where firms that are considered unlikely to succeed in Phase II due to a lack of confidence in their Phase I submission will be advised not to continue pursuing this opportunity, and firms which have high Government confidence will be advised to continue pursuing this opportunity. The Government intends to advise 7-12 firms per region to continue to Phase II but reserves the right to advise above or below this number.

Is the due date listed on the Past Performance Questionnaire an oversight? Please consider changing it from May 28, 2025 to coincide with the actual due date of the proposal, June 24, 2025. Otherwise, offerors won't be able to change a Past Performance project after this early date, despite having almost a month left to complete the proposal. Additionally, an early due date may cause issues if an amendment changes project eligibility criteria after the government has received the questionnaires.

The early date was stated to allow for a window in which the Government could reach back to former customers if we had any questions. However, due to the rationale in response to #1, the PPQ due date is extended to align with the proposal due date of June 24, 2025.

The questionnaire identifies an Alternate POC, phone number, and address. Is the Alternate POC from the Offeror or the name of the person completing the questionnaire? It also states that the Alternate POC be available for verification between May 28 and June 16 2025, which is during the proposal response period. Will the government contact references during this timeframe, or will these dates be adjusted to after the submittal due date?

The Alternate POC should be someone else familiar with the matter able to answer any questions in the place of the original person who completed the questionnaire. The Alternate POC should not be someone from the offeror's company. This section may be filled out by the customer. The Government reserves the right to contact references as necessary to seek any clarifications or information up until the decision date.

The RFP states "Past performance shall demonstrate Past performance shall demonstrate present/past performance on projects of similar size, scope, cost, and complexity through the submission of RFP Attachment 2, Past Performance Questionnaire." Is the government expecting the written project descriptions with the established set of data/information listed on page 10 to be included on the Past Performance Questionnaire as opposed to a separate narrative? Please confirm that is not the case because as written these (3-5 projects) would be due on May 28th as indicated on Attachment 2, significantly before the actual proposal due date.

Correct, PPQs are requested as a supplement to Offeror narratives for the chosen projects. The PPQ due date is extended to align with the proposal due date of June 24, 2025.

states “Each paragraph shall be numbered”. Please confirm if each paragraph shall be numbered within the margin or if the Offeror should just simply number each new section heading.

Only section/subsection headings need numbering.

Past Performance Qualifications – will the Government allow Offerors to utilize previously completely Past Performance Questionnaires in lieu of obtaining new ones from clients?

It is preferred that PPQs are submitted by clients/customers as a factor in the Government's ability to trust the veracity of PPQ information. Offerors may submit prior PPQs directly, provided that the POC listed (and alternate) is confirmed to be available for confirmation by the Government.

18 Please confirm that Offerors can provide CPARS with their proposal in lieu of Attachment 2 PPQ See response to RFI #1

19 Will this solicitation require buildings to be certified sustainable under the Guiding Principles Compliance for Federal Buildings?

The project solicitation in Phase II will incorporate the latest requirements for sustainability at that time. As of May 20, 2025 the Guiding Principles are applicable.

20 Can a MBE/WBE partner with a prime consultant in connection to pursuing this opportunity?

A joint venture comprised of a small business protégé and its mentor approved by the Small Business Administration is recognized as a small business. Per FAR 52.219-14 Limitations on Subcontracting, this JV arrangement is eligible for Regions 1 and 2 as long as the small business protégé performs at least 40% of the work. Under the same clause, the Government would recognize any other relationship as a subcontractor and would require that the small business firm awarded the contract and subsequent task orders perform at least 15% of general construction and at least 25% of special trade construction. Finally, please note that MBE/WBE is not a recognized socioeconomic category in FAR part 19.

Factor 2 requires the submission of “verification or evidence of an active DCSA Facility Clearance (FCL), at the “Top Secret” level.

Appropriate verification or evidence of an Offeror’s FCL shall consist of a printout from the National Industrial Security System (NISS) in Adobe PDF format.” The PDF printout from the NISS system is produced as a Controlled Unclassified Information (CUI) labeled document. How does the Government want the Offeror to provide this information within its proposal?

CUI, FOUO, SBU, and similar documents should be attached to an encrypted email sent directly to the designated Government POCs. If encrypted email isn't an option, that Offeror must contact the Government for a solution.

22 Solicitation 7 of 19 and 10 of 19

“…past performance information must be submitted for each member of the joint venture.” Solicitation page 10 of 19; FACTOR 3 states that “Offeror shall provide … no more than five (5) recent and relevant facilities, started and completed within the last 10 years (from date of solicitation issuance), where they have performed as a prime contractor …”. Please confirm that the past performance information requested in C.3 shall be included in the Factor 3 – Past Performance Qualifications of the proposal and not as an addendum to the cover letter. If not, please indicate what past performance information for each member of the joint venture should be included in the addendum to the cover letter.

The solicitation is amended to remove the requirement for past performance information to be included with the Cover Letter.

All past performance information shall be submitted within the Factor 3 volume. PPQs can (and should) be received seperately from the agency writing the PPQ and submitting it to the CO.

23 Solicitation 7 of 19 and 10 of 19

“…past performance information must be submitted for each member of the joint venture.” Solicitation page 10 of 19; FACTOR 3 states that “Offeror shall provide … no more than five (5) recent and relevant facilities, started and completed within the last 10 years (from date of solicitation issuance), where they have performed as a prime contractor …”. Offeror will submit a proposal as a joint venture, consisting of Member A and Member B. Please confirm that past performance for FACTOR 3 shall include past performance of each member (acting as prime) as well as past performance by the joint venture entity itself.

The intent of this requirement is to assess if the JV can perform the scope of this program. Past performance from the JV entity itself provides the Government the clearest picture of capability to perform. However, if the JV is new and has few or no past performance records, past performance information from the protégé and/or the mentor will be helpful.

Note that Neutral or Unknown Confidence will only be applied if, according to the solicitation, "No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned."

24 Solicitation 8 of 19

Please confirm that projects for Region 3 are only required to meet the following: “Region 3 OUS only: Overseas work, Embassy/Consulate renovation, secure vault construction, maximum demolition, and work in Controlled Access Area (CAA) space.” In other words, criteria such as Site development/civil work, LEED certification, etc. apply to Region 1 and 2 and will not be used to evaluate the Offeror’s Region 3 projects used for demonstration examples in the proposal.

Confirmed. Scope such as civil/site work, LEED, etc. that are criteria for Regions 1 and 2 are not applicable to Region 3 and will not be used to evaluate Region 3 proposals.

25 Solicitation 7 of 19

"Representations and certifications, financial information, [...] must be submitted for each member of the joint venture." Please confirm that the required information is the information in SAM.gov for each member of the joint venture. If so, can each member simply provide their UEI and CAGE code? If additional information is required, beyond what is in SAM.gov, please provide specific requirements such as the Solicitation Section K or specific financial data requested.

The UEID and CAGE of the JV entity is requested because it will receive a single contract award if successful.

If the JV has not been formed by the time of Phase I proposal submission, the Government requests the Phase I proposal include signed letter of commitment that the JV entity will be formed in time for Phase II proposal submission. If the Phase II proposal does not include JV entity information (proof of SAM registration) the proposal will be deemed unresponsive, in accordance with FAR 4.1102(a).

26 Solicitation 8 of 19 and 16 of 19

There is no section V.1.B in the Solicitation. Also we believe that the size, scope and complexity of Region 3 projects are significantly different to those of Regions 1 and 2. Please confirm that the projects submitted should be in accordance to the Region we are bidding for.

Each Region being applied for must have a separate complete proposal submission. E.g., if applying for Regions 1 and 3, a Offeror must submit a complete proposal including all volumes listed on page 6 for both regions (except Region 1 does not require a Factor 2 volume). The solicitation is amended to clarify this requirement.

The past performance volumes should be tailored and specific to the Region for which that proposal is intended.

27 Solicitation Page 10 Paragraph 1 states: "Reference checks demonstrating good working relationships between Designer and Builder as well as Builder and Sub-consultants on DB and PDB projects will be evaluated more favorably." Please clarify that the Government will conduct these reference checks and how will the check be conducted objectively?

The Government will utilize submitted PPQs, CPARS, and/or any other Government record of past performance IAW FAR procedures. If recurring Designer and Builder partnerships are demonstrated as successful across past performance, the Government is likely to have increased confidence in the Offeror's ability to succeed on DB projects. An Offeror will be evaluated with neutral confidence if there is a lack of past performance data, and low confidence if there is evidence of a trend in unsuccessful relationships between Designer and Builder.

The Government intends to make Phase II advisory down select decision without conducting reference checks, but reserves the right to conduct reference checks if needed. Situations that warrant reference checks include but are not limited to: conflicting information between PPQs, CPARS, and submitted projects in the proposal; PPQs lack detail sufficient to support a Government confidence rating; or if the PPQ rating is negative. Offerors with negative reference checks will have an opportunity to respond.

If reference checks are made, the Government will only ask for additional detail on the questions already included in the PPQ template.

28 Solicitation Page 11 Besides needing 10 years of experience, are there any additional minimum qualifications for each position?

The years of experience requirement is the only quantified minimum. Each key personnel position must have the Resume Template fully completed to be considered for evaluation, at which point the Government will evaluate relevancy to establish level of confidence.

29 Attachment 3 Please clarify the differences between these two boxes. Without minimum qualifications for each position, offerors can't be exactly sure what certifications the Government deems relevant to the role.

The resume template is revised in Amendment 2 to consolidate these boxes. Registrations refer to, for example, Registered Architect. Certifications/Accreditations are relevant to the position, e.g. SSHO may cite OSHA, First Aid, or CPR certifications.

Offerors are responsible for determining which qualifications are relevant to demonstrate understanding of the scope. More relevant qualifications may increase the Government's confidence during Phase I evaluation.

30 Solicitation Page 6 Will a Title Page and Table of Contents be excluded from page count just as the Cover Letter (1 page; Not included in page count) is excluded?

Yes.

31 Solicitation Page 7 Representations and certifications and financial information are requested for Joint Venture Offerors, is this not also requested for non-Joint Venture offerors in the Phase I response?

Section III.C. is intended to provide additional clarification for Joint Venture Offerors because they are formed with multiple companies by nature. These requirements are expected of non-JV Offerors.

32 Solicitation Page 7 The solicitation asks for submissions "in a format readable by Adobe Acrobat Pro 2020 and the latest version of Microsoft (MS) Office suite applications". Do you want the Phase I submission to be in both an Adobe Acrobat Pro 2020 (PDF) and a MS Office application (Word) or either/or?

Proposals should be submitted such that all content can be accessed via Adobe Acrobat Pro 2020 or MS Office suite applications.

It is not necessary to submit redundant files.

33 Solicitation Page 10

Can the Offeror provide five (5) NCR recent and relevant facilities past performance projects AND provide five (5) CONUS recent and relevant facilities past performance projects AND provide five (5) OUS recent and relevant facilities past performance projects for a total of 15 past performance projects? Or must all five (5) past performance projects be NCR, CONUS, and OUS past performance?

Offerors should prioritize submitting past performance examples that are most relevant to the region for which they are competing (e.g., if the firm desires placement in Region 1, the submission should include those past performance examples which are most relevant to the NCR). A separate proposal is expected for each region if a firm intends to compete for more than one region. Offeror proposals for different Regions will be evaluated separately. See response to RFI #26.

34 Solicitation Page 10 In addition to the Offeror’s past performance "following data/information" list on Page 10 Should Offerors submit Contract Number and Task Order Number for Offeror’s past performance?

Yes.

Phase I

Will the Government consider allowing contractors to use on-going projects (projects with at least 50% completion)? We have several Design/Build project that are set be completed within the end of the year with very strong interim CPARs.

Yes, as long as the construction phase of the project is at least 50% complete.

Phase I

Page 11 of 19 If we are pursuing Region 3 (which requires a TS FCL) are the ALL submitted Key Personnel required to be cleared as well?

For Region 3, each Key Personnel must have at least a Secret clearance for the purposes of this solicitation and IDIQ award.

Note, at the task order level, Top Secret clearance may be required for individuals performing construction/onsite labor.

37 Solicitation Pg 7 Pages shall be numbered consecutively within each volume with the Offeror's name and RFP number in the header or footer. Is the offeror to include this data on Attachments 1, 2, and 3?

No, the Offeror's name and RFP number are not required in the header or footer of Attachments 1, 2, and 3.

Amendment

One Q&A #1

The answer to Question #1, appears to state that CPARS cannot be utilized in lieu of PPQ's but we are unclear on the answer.

The government states that they understand we have no control over the PPQ's and a lack of past performance data will be evaluated with a neutral rating IAW the FAR. The evaluation criteria for the Past Performance Questionnaire states that the government will consider the information on the PPQ or CPARS and other available information. Thus, if we submit a project that has a CPARS in the system, and send our client a PPQ to complete, the client does not respond, we are assuming that the government will go into the CPARS system and see our rating and thus we would not receive a neutral rating for this past performance. Please confirm .

Confirmed.

The Government will not penalize or assess any firm negatively for failure to get PPQs submitted. Due to the independent third-party nature, PPQs are a preferred resource to supplement Factor 3 proposal narratives.

Amendment

One Q&A #1

Please allow us to include the CPARS in the proposal for Past Performance documents. Most government clients refuse to complete a Past Performance Questionnaire as CPARS is the official government wide past performance process and most government clients refuse to duplicate their efforts and time. We are concerned as most if not all client refuse to complete the PPQ's if a CPARS is already in the system as it is the official evaluation system for contractors.

Per RFI #1 and #38, Offerors may submit CPARS information for the projects presented in the Factor 3 proposal narrative.

40 Solicitation Pg 11

Can the government please provide additional clarification on the types of personnel required. It is our experience on IDIQ MATOC Programs with the government, that a Program Manager is assigned to the contract, in which the Project Managers who are responsible for managing the individual task orders, report up to. The Program Manager is responsible for the overall contract and performance of. Can the government please clarify the definitions between the Program Executive, Project Executive, and Project Manager, as many small businesses may not have all these layers of personnel.

We recognize that many small businesses may not have all these layers of personnel. In such cases, it is acceptable to the Government for one individual to serve as Program Executive and Program Manager. See #101. It is incumbent upon the contractor to show the individual has the capacity and qualifications to fulfill the responsibilities of the assigned roles and that this structure is clearly explained in the proposal.

Program Executive: This role typically serves at a senior leadership level and provides executive oversight across the entire program. The Program Executive is responsible for high-level engagement with government leadership, strategic direction, and ensuring that corporate resources and priorities align with the program's goals. This position is usually not involved in day-to-day operations but ensures accountability at the executive level.

Program Manager: This role is responsible for the overall contract performance of the IDIQ. The Program Manager is the primary point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) at the IDIQ level and ensures that all task orders are executed according to contract requirements.

Project Manager: The Project Manager is responsible for the day-to-day management and execution of individual task orders.

This includes managing project scope, schedule, budget, personnel, subcontractors, and any coordination for that specific project.

41 Solicitation Pg 11 Can the government please clarify if the Construction Manager is the same as a Project Site Superintendent? The solicitation is amended to remove "Construction Manager" as a required Key Personnel for Phase I.

42 Solicitation 2 Please clarify whether the Agency's estimate of 49 projects is across the overall span of the contract or an annual estimate?

The 49 projects represents total anticipated requirements over the life of the entire IDIQ (base and all option periods) and across all regions.

43 Solicitation 2 Would the Agency please break down the estimated 49 projects into individual estimates for each of the three regions?

As stated in the solicitation, the majority of projects are expected to be in Region 1 (the NCR). Enough projects are still anticipated in Regions 2 and 3 (Redstone and OUS) to justify at least 5 IDIQ awardees. The Government may, at its discretion, provide a more detailed breakdown at a later date.

44 Solicitation 5 Please provide any size limitation on attachments to emails to help offerors ensure their proposals will be received.

The file size limit for attachments is approximately 25MB.

However, Offerors are recommended to list intended attachments in the proposal email submission. The Government will inform the Offeror if any expected attachment was not received successfully. If a file ends up being too large for email (after making reasonable adjustments to file size, such as running Adobe's included PDF optimization tools), alternative file submission methods may be arranged such as Justice Enterprise File Sharing (JEFS/Box.com). The Government will strictly adhere to only accepting the attachments identified in the original proposal submission attempt. Therefore, the list of attachments in the original email submission should be complete and accurate.

45 Solicitation 7 Will offerors be awarded all/none of the regions which they indicate or is it possible, for example, that a offeror who indicates all regions may receive an award only for Region 2 and not Regions 1 or 3?

The latter example is correct. Offerors will be evaluated separately for each region which they submit a proposal for. Being advised to continue or not continue for one region in Phase I will not affect the Government's assessment for the others; and receiving, or not receiving, an award in Phase II will not influence if further Phase II proposals are successful or unsuccessful.

46 Solicitation 7 Please confirm the JV agreement is to be submitted as an addendum to the cover letter.

Proof of the JV agreement will not count against the overall proposal page count limit and should be submitted as an addendum to the cover letter.

47 Solicitation 7 It is indicated that the information requested in this paragraph may be submitted as an addendum to the cover letter. However, this paragraph includes a a request for past performance information. Please clarify what information is requested here versus the past performance information requested in Evaluation Factor 3.

Proof of the JV agreement, or proof of intent to form a JV connected to pursue the GMACC, is to be submitted as an addendum to the cover letter. See #46.

The referenced paragraph was intended to provide JVs and prospective JVs maximum opportunity to demonstrate past performance; the Government's preference is to receive past performance information specific to the JV, but if it has not existed for long enough to produce thorough past performance data (or is being formed for the purpose of pursuing the GMACC) then the Offeror may submit past performance data specific to the two firms who will form the JV.

48 Solicitation 7 Please confirm the JV Agreement will not count against the 40 page total maximum. Proof of the JV Agreement or proof of intent to form a JV will not count against the page limit. See #45.

49 Solicitation 10 The list of submission data for each project includes "design only" as one of the services options. Please confirm design-only projects are acceptable and considered relevant.

Design-only projects are acceptable and considered relevant for the purpose to demonstrating successful history in design.

However, Design Build projects will be considered the most relevant in terms of project type. Per the RFP, "Failure to provide two (2) design-build projects will be evaluated less favorably."

50 Solicitation 10 If offerors are requesting consideration for more than one region, are they requested to submit 3-5 projects for each region? If not, how, for example, will a project within 150 miles of Quantico, VA be evaluated for consideration for Region 2?

Offerors who wish to be considered for more than one region should submit a separate proposal tailored to each region. Past performance examples should be tailored to the region targeted in the given proposal. See #26.

51 Solicitation 10 If offerors are requested to provide projects for each region, will additional pages beyond the 40 page maximum be allotted so that offerors will not be at a disadvantage against offerors bidding only one region?

Offerors targeting multiple regions should submit one proposal per region. This provides a fair and equal page limit among all Offerors competing for a given region. See #26.

52 Solicitation 10 If Company A is submitting as a member of a joint venture with Company Z for this contract, but previously performed in a similar role on another joint venture with Company B, will a project performed by Company AB be acceptable as experience for Company A, provided an explanation of role is included?

Yes. The Government understands that JVs as business entities form and dissolve regularly, and will accept past performance specific to the individual partners who intend to form or have formed a JV for the GMACC.

53 Solicitation 10 Will the experience of a design or construction subcontractor, who has provided a formal teaming commitment, be accepted as relevant past performance?"

Yes. An explanation of the relationship and responsibilities of the subcontractor will assist the Government in understanding the relevance of the past performance example.

54 Solicitation 10 Please confirm past performance questionnaires do not count toward the 40 page total maximum. PPQs do not count towards the 40 page proposal limit.

55 Solicitation 10 Will the Agency accept a previously completed Past Performance Questionnaire (PPQ) issued by another agency (e.g., NAVFAC/USACE Form PPQ-0)? This acceptance is in an effort to reduce the burden on prior Contracting Officers or provide accurate information when the original Contracting Officer is no longer available?

Yes. See #17.

56 Solicitation 10 Can a CPARS be submitted in lieu of the PPQ Form provided as attachment 2 to the RFP? See #1. The Government will review CPARS in addition to PPQs.

57 Solicitation 10 If previously obtained PPQ or CPARS are acceptable, are they to be submitted to the Agency by May 28 or included with the offeror's proposal?

Yes. Note that Proposals and PPQs are both due June 24 per Amendment 1 to the solicitation.

Solicitation /

Attachment 2, PPQ

Please confirm newly completed Past Performance Questionnaires (PPQs) are due by May 28 or amend the required submission date. Given the timing of the Memorial Day holiday, we anticipate reduced availability from several key project references. To ensure we can provide thorough, high-quality responses that reflect the full scope of our relevant experience, can the FBI extend the due date for PPQs to align with proposal due date of June 24?.

The required submission date for PPQs was amended to match the overall due date of Phase I proposals. See #57.

59 Solicitation 10 Please confirm PPQs are not included in the maximum of 40 pages as offerors have no control over their length. PPQs are not included in the overall proposal page limit.

60 Solicitation 8 The list of characteristics includes a "variety of project sizes, including both small and large". Please confirm "small" refers to projects falling between $750K to $9.99M and "large" refers to the range of $10M and $18M in individual value.

Specific to the GMACC, the Government does not assign a significant distinction between "small" and "large" in terms of dollar magnitude. The solicitation is revised to remove "Variety of project sizes, including both small and large" from the Definition of Project of Relevant Scope, Size, and Complexity. References to small and large project experience is removed.

61 Solicitation 11 Would the Agency provide definitions of the anticipated roles of the Program Executive and Project Executive? See RFI Response #40.

62 Solicitation 11 May the same individual serve in multiple key personnel roles, provided they can demonstrate qualifications for all (e.g. A Construction Manager also performing as Safety Manager? Or a Project Manager who can also manage design?)

Dual-hatting project-level staff is not allowed for the purposes of the IDIQ award. However, it is acceptable for a small business to combine executive or management roles, such as those listed in the response to #40.

After the IDIQ is awarded it is possible that some project specific roles may be dual-hatted as appropriate for the project.

Solicitation / Attachment 3, Resume Template

Are Offerors limited to Attachment 3 for resumes, or may resumes be submitted in the offeror's format, provided all the same information is provided?

Resumes must be submitted in the Attachment 3 format. The resume attachment has been revised as part of Amendment 2 to eliminate extraneous information and maximize the space available for Offerors to demonstrate the qualifications of key personnel. See the revised Attachment 3 issued with Amendment 2.

64 Solicitation 12 It is indicated that key trade partners are to be identified as part of the Offeror's organization. Please confirm it is not a requirement for these firms to be identified, only that they should be identified if known, and that a discussion of how trade firms will be selected for participation in projects will suffice.

Offerors will not be evaluated less favorably if industry partners are unknown at time of Phase I submission, provided the proposal includes an explanation of how the industry partners will be identified, selected, and integrated into projects.

Amendment 2 clarifies this requirement.

Note, the Government anticipates that specific industry partnerships will be required for the Phase II proposal submission, even in the case of mock projects.

Solicitation / Attachment 3, Resume Template

11 Are the Factor 4 resumes included within the maximum of 40 pages total in addition to be limited to 2 pages each? No.

66 Solicitation 11 If offerors are requesting consideration for more than one region, with different personnel in key roles to be assigned to each, may they have an additional 15 pages per region to address the key personnel for each? If not, please clarify how offerors are to address this situation?

See response to #26 and #51.

67 Solicitation Will covers, divider sheets, tables of content, and cover letter be included in the maximum of 40 pages total No.

68 General Once the awarded IDIQ contracts are in place for each region, does the FBI anticipate issuing each subsequent RFPs to all of the contractor holders for the duration of the contract term?

The FBI anticipates soliciting all firms within a region whenever a project is solicited.

69 RFP 6 of 19 Please confirm that contractor submitted PPQs and CPARS will not count towards the overall page count. Correct.

70 RFP 11 of 19 Please define the role of the "Construction Manager" as opposed to the "Project Manager". Is the intention that the "Construction Manager" will serve as a field supervisor?

The solicitation is amended to remove "Construction Manager" as a required Key Personnel for Phase I.

71 RFP 11 of 19 Please clarify whether the "Design Manager" role must be an employee of the offeror or if can it be a member of a teamed A/E firm.

Design Manager has been removed as an individual Key Personnel requirement for Phase I.

For the Offerors' future reference, the Government understands the role of the Design Manager to be a GC employee who coordinates AE activities as they relate to the construction project, such as design integration, RFI development, design-related change order proposals, scheduling, etc.

72 RFP 14 of 19 Please confirm that an individuals past performance, even if it was from a previous employer, will be considered when evaluating the contractors personnel.

Correct. For key personnel positions which have prescribed minimum years of experience, or similar requirements, those years of experience, certifications, etc. do not need to all be with the proposing firm.

73 RFP 10 or 19 Will Guaranteed Maximum Price (GMP) Contracts, where the contractor work through the design and budget with the owner, be considered as Progressive Design Build Projects?

Yes.

74 RFP 4 of 19 How many contractors, out of the 7 to 12 offerors per region, will be selected at the end of the Phase II procurement process to participate in the IDIQ contracts?

The Government anticipates making awards to 5 to 7 firms per region at the end of Phase II, but may award more or less at its discretion.

Factor 3 - Past Performance

Pages 10 & 11 If the Offeror has CPARS or previously completed PPQ forms can they be submitted for evaluation to satisfy the past performance requirement.

The Past Performance requirement is primarily fulfilled with the Offeror's Factor 3 narrative, supplemented by CPARS and PPQs.

See #1 and #38.

Factor 5 - Team Organization and

Program Management

Approach

Under the Organization Chart Requirement, the RFP states "Identify the General Contractor, Designer, and Key Trade Partners the Offeror will work with on individual projects". Since the designer designated would be dependent on the project, what specific information are you looking to have provided for the designer?

This sentence is revised in Amendment 2 to state, "Identify the General Contractor, Designer, and Key Trade Partners the Offeror will work with on individual projects, or if unknown how they will be identified, selected, and integrated."

If a partner can't be identified for Phase I, it will suffice to keep a placeholder block for that specific trade so the Government can still see the org/partnership structure. In this case, an explanation of the Offeror's process for identifying, selecting, and integrating the partner(s) is required per the revised language.

Note that in Phase II, the Government anticipates requesting a specific org chart that drills down further on project-specific staff and will require all applicable partners be identified. See #64

77 RFP Pg. 10-11 Do CPARS/PPQs count towards the page limit? No.

78 RFP Pg. 12 As this is a two-part solicitation and our subcontractors may change during the pricing phase, please confirm that it is acceptable to include a list of possible subcontractors that may be used for Factor 5, rather than a definitive list.

Confirmed. See #76. The Government acknowledges and anticipates that partnerships may evolve through the life of the IDIQ contract, but any known partnerships to be used in the GMACC may increase the Government's confidence.

79 RFP Pg. 12 Please clarify if a single Designer must be selected during Phase I or if a list of possible Designers can be provided. Yes. See #76 and #78.

Please clarify that there is no additional small business subcontracting requirements for Region 3 since both Region 1 and 2 are small business set-asides.

Since Region 3 is designated as an unrestricted acquisition and will be performed entirely OUS, a formal Small Business Subcontracting Plan is not required, in accordance with FAR 19.702(b)(3).

N/A The response indicates a PPQ that is not returned will be evaluated with a neutral rating and that the government would access specific CPARS information. Please clarify if an existing CPAR can be used in lieu of a PPQ.

The Past Performance requirement is primarily fulfilled with the Offeror's Factor 3 narrative, supplemented by CPARS and PPQs.

Please confirm that more than three (3) past relevant project briefs (blocks, 8, 9 and 10) can be included to demonstrate the necessary years of experience (10 years) as long as the resume is limited to two pages.

Yes.

The three (3) past relevant project briefs (blocks 8, 9, and 10) only show a Completion date. Please confirm a combination of ongoing and completed projects can be documented on a resume as long as project performance dates are included.

Amendment 2 to the solicitation will change the language of the solicitation to reflect acceptance of projects for which at least 50% of construction is complete. This will apply to both project past performance examples and resumes.

All factors include a "Rating Methodology & Evaluation Criteria" however, Factor 3 includes an Evaluation Standard. Please confirm Factor 3 is the only factor with this additional information.

The definitions provided in Factor 3 were redundant with those in section III.D., and constituted a majority of the "Factor 3 Rating Methodology and Evaluation Criteria." Recency and Relevancy definitions are consolidated to the top definitions section in Amendment 2, and all Factor 3 information has been consolidated into "Factor 3 Rating Methodology and Evaluation Criteria."

The section "Evaluation Standard" is eliminated.

Should the Evaluation Standard information be included in the Past Performance Summaries or is that exclusively tied to the PPQ and/or CPAR?

The definition of Relevancy is intended to apply across the solicitation, including but not limited to all Factor 3 requirements and Key Personnel resumes. Therefore, the definition is now solely listed in the top III.D. Definitions section of the solicitation. See #86.

This factor evaluates the two-page resumes for key personnel. It also includes additional favorable consideration for "evidence of prior programs/project experience common with one or more of the proposed key personnel and/or team member firms."

This might be difficult to determine across the multiple resumes, would the government consider adding one-additional page to the overall page count to address this item prior to presentation of the resumes?

No.

Since the FCL information received from NISS is CUI, and our CUI management plan requires us to use PreVeil for encrypted email and file sharing of CUI, could the Government confirm whether they are currently using PreVeil? If not, would the Government be willing to accept an encrypted email from a PreVeil user, as that is the encryption program we use?

Alternatively, would the Government be able to provide a DoD SAFE link for us to upload the documentation?

See #21. The Government will make arrangements as necessary to receive CUI and similar documents, the DOJ commonly uses Justice Enterprise File Sharing (JEFS) / Box.com in a similar manner to DoD SAFE.

90 Solicitation Page 10 Will the Government consider deeming projects that are still ongoing, but over 75% complete as of the date of solicitation issuance, as relevant?

See #35. A project where the construction phase is at least 50% complete will be accepted.

91 Solicitation Page 10 RFP states additional relevancy will be given for experience working within a 150-mile radius of Washington, D.C., Quantico, VA, Clarksburg, WV, and/or Redstone Arsenal, AL. For Region 3 proposers, can OUS projects also be given increased relevancy?

For region 3, any Federal overseas project will be considered relevant in terms of location. See #121.

RFP Phase I, Page 11 of 19, Section 4 requires resumes for Program Executive, Project Executive, Project Manager, Design Manager, Construction Manager, QCM, and Safety Manager. However, Page 12 of 19, Factor 5 indicates that identifying specific project-level personnel is not necessary, and Page 14 of 19, Factor 3 mentions the Government may consider past performance of key personnel playing a significant role.

Clarification Requested: Can the Government confirm whether Site Superintendent, QC, and SSHO roles are considered key personnel requiring resumes? Or are only office-level personnel required at this stage?

Resumes are required for the personnel listed in the solicitation at FACTOR 4 – Key Personnel Qualifications, paragraph III.E.4.

Section III.B, Paragraph 3 of the RFP requires each paragraph to be numbered, single-spaced, and separated by a blank line.

Clarification Requested: Would the Government consider removing the paragraph-numbering requirement? If it remains, please confirm the expected numbering format (per section, per volume, or otherwise).

Only section/subsection headings need numbering.

Regarding eligibility to submit across regions: If a Tribal enterprise has six separate entities with distinct UEI and CAGE codes, Clarification Requested: May each entity submit for a different Region, or is there a limitation to the number of submissions per parent company?

A separate proposal can, and should, be submitted for each region (see Amendment 2 of the RFP).

Each tribally owned entity may submit a proposal for a different region provided that: 1. Each is a distinct legal entity (UEI, CAGE, DUNS, etc distinguishing registration information) 2. There is no coordination on pricing or proprietary data between entities.

For Regions 1 and 2, whichsoever entity proposes must be a small business/comply with the Total Small Business Set-Aside status of R1/R2. Region 3 has no set-asides.

95 Will any future work awarded under this solicitation require personnel with secured access or involve secure facilities?

It is not anticipated in the current Facilities Capital Plan for Region 1 or 2 for task orders to involve any security requirements which cannot be met with the use of Government-provided or Contractor-provided escorts. In the event either are necessary (Government-provided or Contractor-provided), the Task Order Request For Proposal (TORP) will specify if the Government intends to provide escorts, or if the Government intends to pay for escort services to be coordinated by the winning firm.

All Region 3 task orders are anticipated to require personnel with secured access and work in secure facilities. The Government does not intend to provide escorts as part of any Region 3 task order, however, this will be specified at the task order level.

Typically, when an RFP requests for references to be submitted directly to the client, Offerors are to provide the first page of the PPQ in the Technical Proposal to provide reference information and these are not usually counted towards the page count.

1.Are Offerors to include the first page of submiƩed PPQ’s in the Technical Proposal?

2.Will the PPQ cover pages count towards the page count?

This Government response assumes the question references the first page of the provided template.

1. If the first page is not included with a PPQ, the Government will not review the PPQ.

2. No part of the PPQs count against the page limit.

Key Personnel Qualifications is requesting personnel relevant work experience dating back ten (10) years. This demonstration of qualifications (10 years exp.) will be hard to describe with the addition of 3 relevant projects within two (2) pages.

The resume has been updated to reflect that more relevant projects can be added as long as it does not go over the maximum page count.

98 Will the Government consider expanding resumes to three (3) pages per resume?

The resume has been updated to reflect that more relevant projects can be added as long as it does not go over the maximum page count. See #97. Resumes still must be submitted in the Attachment 3 format, as revised, see #63.

Factor 3 – Past Performance Qualifications requests the experience of only the Prime Contractor (3-5 projects) with two (2) projects at minimum design build.
