FCC TERRE HAUTE PROJECT 23Z4AM4

UPGRADE FIRE ALARM SYSTEM

ADDENDUM TO STATEMENT OF WORK

The following changes are made to the statement of work:

1. PAGE 1, SECTION B, SCOPE OF WORK, Paragraph 2, currently reads as follows:

Contractor provided fire alarm system shall be non-proprietary and addressable to include programming and installation of new fire alarm panels, annunciator panels, power supplies, horn/strobe combos, strobes, pull stations, flow switches, heat detector, duct detectors, network switches, power supplies, a UL listed Fireworks Graphical Computer and Ethernet Communication Modules, where applicable. The fire alarm system shall be networked using contractor installed 24 Strand single mode fiber optic and Cat 6E or better cabling. A compliment of spare system devices shall be provided by the contractor (see quantities below).

2. PAGE 2, SECTION C. OPERATIONAL SPECIFICATONS- HARDWARE

REPLACEMENT LOCATIONS AND SPECIFICATIONS, currently reads as

3. Federal Correctional Institution Equipment Replace existing fire alarm panels, remote annunciators, horn/strobes, strobes, pull stations, initiating devices and power supplies. The removal and placement will include the following areas listed. The Federal Correctional Institution Equipment will be networked and programmed to the new Edwards EST4 fire alarm system utilizing new fiber and report to the Control and PBX Room. Refer to drawings as-built for the Federal Correctional Institution.

3. Federal Correctional Institution Equipment stations, initiating devices and power supplies. The removal and placement will include the following areas listed. The FBOP will provide the single mode fiber optic cable for the communications of these fire alarm panels. Refer to drawings as-built for the Federal Correctional Institution.

5. Federal Prison Camp Equipment stations, initiating devices and power supplies. The removal and replacement will include the following areas listed. The Federal Prison Camp Equipment will be networked and programmed to the new Edwards EST4 Fire Alarm System utilizing new fiber and report to the Federal Prison Camp Control.

5. Federal Prison Camp Equipment Replace existing fire alarm panels, remote annunciators, horn/strobes, strobes, pull stations, initiating devices and power supplies. The removal and replacement will include the following areas listed. The FBOP will provide the single mode fiber optic cable for the communications of these fire alarm panels.

4. PAGE 5 – SECTION C.9 Cross-Monitoring Fire Alarm Systems, currently reads as follows:

This option shall include programming the fire alarm systems to be monitored at both the Federal Correctional Institution Control Center and Federal Prison Camp Control Center. The intent of this option is to have both Control Centers with the ability to monitor fire alarms at all locations impacted by this contract.

*NOTE* - Primary fire alarm system to field devices and connections: When at all possible, existing fire alarm system wiring shall be reused upon being contractor tested for acceptable circuit integrity, i.e. (Adequate voltage compatibility and proper grounding). Any new wire raceways required to be installed to support the new fire alarm system shall utilize Rigid Metal Conduit (RMC) runs when possible. Any new Rigid Metal Conduit (RMC) runs that may be required to support the new fire alarm system shall be installed by the contractor per applicable building codes. Contractor shall be responsible for making all fire alarm system wire terminations. Any Ethernet cable installations that may be required shall be Cat 6e or better to be provided by the contractor.

Any Fiber Optic cable installations that may be required shall be Single Mode to be provided by the contractor.

Equipment, materials, and programming listed by manufacturer may BRAND NAME OR EQUAL Bidder is advised that should a different manufacturer be bid, all technical written specifications and materials MUST be submitted with your bid to be verified and approved as equal products.

This option shall include programming the fire alarm systems to be monitored at both the Federal Correctional Institution Control Center and Federal Prison Camp Control Center. The intent of this option is to have both Control Centers with the ability to monitor fire alarms at all locations impacted by this contract.

Equipment, materials, and programming listed by manufacturer may BRAND NAME OR EQUAL Bidder is advised that should a different manufacturer be bid, all technical written specifications and materials MUST be submitted with your bid to be verified and approved as equal products.

5. PAGE 6 – SECTION F CONTRACTOR RESPONSIBILITIES currently reads as

1. Contractor shall be responsible for acquiring and maintaining any necessary state required permits.

2. All contractor employees or subcontractor employees assigned to complete the work shall be Edwards EST4 manufacturer authorized to install, test, and certify the new fire alarm system. Proof of Edwards EST4 manufacturer certifications for all responsible contractor employees or subcontractor employees assigned must be provided to the Contracting Officer's Representative before work is to start.

3. Contractor shall comply with all applicable Federal, State, and Local safety standards providing their on-site contractor employees or subcontractor employees with all necessary OSHA recommended safety equipment to include, proper personal protective equipment, Lock-Out/Tag-Out applications, and any "job-site specific" safety equipment deemed necessary to safely complete the project described in this SOW. All seismic zone requirements, environmental compliance, Life Safety, NFPA, ADA-ABA, and Federal, State and Local codes and regulations will be considered during all phases of this project.

4. The contractor is responsible to ensure the premises are kept clean and free from accumulations of waste materials and rubbish at all times. The contractor will remove all debris, scrap, and rubbish from the work area daily. Surplus materials and all equipment shall be promptly removed from the site upon completion of the work. The Contractor shall be responsible to remove all debris and waste materials from the job site at the respective facility upon conclusion and acceptance of the project. All debris must be disposed of in with all Federal, State, and local laws.

5. Where applicable, the Contractor will also be responsible to conduct all structural repairs, patch walls, paint, repair ceiling etc., associated with the new fire alarm system installation. It is the Contractor's responsibility to repair and/or replace any equipment, walls, floors, or ceilings damaged by contractor employees or subcontractor employees during the work process and restored to previous condition at no cost to the Government.

6. Services and equipment provided by the contractor will adhere to, and shall be consistent with, the most current industry standards. This would include, where applicable, being Underwriters Laboratories {UL)\ approved, be in compliance with the most current International Building Codes {IBC) and National Electric Codes

(NEC).

7. The Contractor shall provide to the Contracting Officer's Representative Safety

Data Sheets (SDS) on all chemically engineered products that may be used during the course of the project prior to being used. In the event a particular product(s) is not approved by the institution Safety Manager, or Contracting Officer due security or safety concerns, it shall be the responsibility of the Contractor to locate and procure alternate acceptable product(s) at no additional cost to the Government.

8. For security and safety purposes the contractor shall give the Contracting Officer's

Representative a minimum two (2) day advance notice in writing of any project anticipated system disruptions/downtimes.

9. Where applicable and/or requested, the Contractor shall provide complete narrative descriptions on all System operations.

10. Upon completion of the project, the contractor shall provide;

a.) One complete set of typical industry standard, D-size As-Built drawings.

b.) A digital copy of the exact same As-built drawings on either a CD-ROM, and/or on other acceptable digital data storage device such as a USB flash memory stick.

c.) All electronic drawings in: AutoDesk, AutoCad files (2014 or later version) OR be read/write convertible to Autodesk, AutoCad having all drawing attributes trouble free.

11. The contractor shall provide a "Post Construction Certification Affidavit" which specifies the new fire Alarm System is 100% installation complete, satisfactorily tested, fully operational and optimized per manufactured guidelines and recommendations and meets the contract requirements call forth in this Statement of Work. The document shall be signed by the primary Contractor, a reviewing Edwards EST4 manufacturer representative, and notarized by an active Indiana State Notary Republic. At least one of the persons certifying the installation of the fire alarm system shall hold a current National Institute for Certification in Engineering Technologies (NICET) Level Ill certification and submit a copy of said certification to the FBOP.

12. Upon completion of the installation, testing, and acceptance by the Government, the contractor shall provide the Contracting Officer's Representative a complete hardcopy printout of the system programming including schematics and ladder logic diagram, along with CD-ROM disk copy of the program. CD-ROM disks shall include all manufacturers' software necessary to perform maintenance and adds.

The contractor shall provide operation/maintenance manuals for each piece of equipment/system installed. One copy of any required licensed software and associated manuals shall also be supplied to the institution.

13. TRAINING: The contractor shall furnish on-site manufacturer accredited training for up to twenty (20) FBOP staff certifying them in the operation, troubleshooting, essential programming, testing and preventative maintenance practices on all installed Edwards EST4 Fire Alarm system equipment. The FBOP shall be responsible for providing adequate facilities for the training and for the travel and lodging of all FBOP personnel selected to attend said training.

14. The vendor certifies that their fire alarm systems meets each of the following criteria in order to operate within the Bureau of Prisons:

The system, as configured, is certified by the National Fire Protection Association (NFPA 72)

The system is able to operate on a self-contained, stand-alone network that will not interconnect to any other network, including the Bureau of Prison's administrative network or the Internet;

The system does not have a Global Positioning System receiver;

If the system uses a desktop or network operating system, the system is supported by the vendor, and security updates/patches are implemented on a regular, ongoing schedule in accordance with software updates and patches by the software manufacturer (e.g. Microsoft product support lifecycle schedules);

If the system uses network switches, the switches are configurable in accordance with NIST (800-53) requirements (e.g. Cisco switches);

If the system uses a desktop or network operating system, the system is capable of creating individual user accounts that accept strong passwords which can be changed periodically.

1. Contractor shall be responsible for acquiring and maintaining any necessary state and local required permits.

2. All contractor employees or subcontractor employees assigned to complete the work shall be Edwards EST4 manufacturer authorized to install, test, and certify the new fire alarm system. Proof of Edwards EST4 manufacturer certifications for all responsible contractor employees or subcontractor employees assigned must be provided to the Contracting Officer’s Representative before work is to start.

3. Contractor will network the new fire alarm system using single mode fiber optic cable provided by the FBOP. The Contractor shall, with 90 days of contract award, provide the FBOP with drawings showing the number of fiber strands required and the locations where network connections are required.

4. Contractor will test and verify the suitability of existing fire alarm system copper wiring. Contractor shall notify FBOP of any deficiencies found in the course of this testing not later than one business day of discovering the issue.

5. Contractor will install all proper conduit and wiring required for the fire alarm system in areas identified in Sections C4 and C6 as having no fire alarm system currently installed.

6. Contractor shall comply with all applicable Federal, State, and Local safety standards providing their on-site contractor employees or subcontractor employees with all necessary OSHA recommended safety equipment to include, proper personal protective equipment, Lock-Out/Tag-Out applications, and any “job-site specific” safety equipment deemed necessary to safely complete the project described in this SOW. All seismic zone requirements, environmental compliance, Life Safety, NFPA, ADA-ABA, and Federal, State and Local codes and regulations will be considered during all phases of this project. Compliance with the 2024 edition of NFPA 101, which shall include, but not be limited to, Section 23.3.4.5 regarding the installation of carbon monoxide detection and warning equipment that shall automatically transmit alarms to the appropriate Fireworks Workstation.

7. The contractor is responsible to ensure the premises are kept clean and free from accumulations of waste materials and rubbish at all times. The contractor will remove all debris, scrap, and rubbish from the work area daily. The contractor shall turn over all existing fire alarm panels and devices that are believed to be functional and removed in the course of this project to the FBOP by removing said items from the job site with the daily clean up of debris, scrap and rubbish and placing said items in an area designated by the FBOP. Surplus materials and all equipment shall be promptly removed from the site upon completion of the work.

The Contractor shall be responsible to remove all debris and waste materials from the job site at the respective facility upon conclusion and acceptance of the project. All debris must be disposed of in accordance with all Federal, State, and local laws. Where applicable, the Contractor will also be responsible to conduct all structural, fire stopping and weatherization repairs, including, but limited to patching and caulking, incidental to the new fire alarm system installation. It is the Contractor’s responsibility to repair and/or replace any equipment, walls, floors, or ceilings damaged by contractor employees or subcontractor employees during the work process and restored to previous condition at no cost to the Government.

8. Services and equipment provided by the contractor will adhere to, and shall be consistent with, the most current industry standards. This would include, where applicable, being Underwriters Laboratories (UL) \ approved, be in compliance with the most current International Building Codes (IBC) and National Electric Codes (NEC).

15. TRAINING: On a mutually agreeable date, within thirty (30) calendar days of the fire alarm system being certified as 100% complete, the contractor shall provide one (1) day of on-site training for FBOP staff. The on-site training will be on a Tuesday, Wednesday or Thursday from 7:30 AM to 4:00 PM Eastern. The FBOP and contractor will work cooperatively on the syllabus for the training class. It is anticipated that the training will cover topics tailored to a technician audience (system design, basic system troubleshooting, essential programming, maintenance schedules and technician-level features of the Fireworks workstation) and topics tailored to a layman/non-technician audience (familiarization with the use of the Fireworks workstation for a control center operator). The training shall be conducted by a technician who has successfully completed the Edwards EST4 Certification Course and is intimately familiar with the construction/design of the Edwards EST4 fire alarm system at FCI and FPC Terre Haute. Any travel expenses for FBOP employees to attend this training shall be the expense of the FBOP.

16. The vendor certifies that their fire alarm systems meet each of the following criteria in order to operate within the Bureau of Prisons:

The system, as configured, is certified by the National Fire Protection

6. PAGE 8 - SECTION G. FEDERAL BUREAU OF PRISONS RESPONSIBILITIES

1. UTILITIES: The Federal Bureau of Prisons will provide use of restrooms, and use of electrical outlets typically needed for operating small power hand tools including battery chargers.

2. The Federal Bureau of Prisons will provide staff escorts for contractor assigned contractor employees or subcontractor employees and will make available access to all necessary institution room locations requiring fire alarm installation applications.

Be advised, assigned staff for contractor escorts are subject to limitations based on daily institution needs and workloads. Manpower planning and collaboration between Contracting Officer’s Representative and the contractor’s on-site supervising authority concerning escort needs shall be at the Contracting Officer’s Representative advisement and discretion.

2. The Federal Bureau of Prisons will provide staff escorts for contractors assigned, contractor employees or subcontractor employees and will make available access to all necessary institution room locations requiring fire alarm installation applications.

3. The Federal Bureau of Prisons will provide all single mode fiber optic cable and terminations required for the Contractor to network the fire alarm system within 20 regular business days of being notified in writing, for each device requiring networking having been installed.

4. The Federal Bureau of Prisons will repair or replace any existing fire alarm system copper wiring found to be deficient within 20 regular business days of being notified in writing, for each path requiring repair or replacement.

5. Hazardous Materials: It is expected that hazardous materials will be encountered in the Work. Hazardous Materials may include lead-based paints, asbestos or other hazardous materials. If materials suspected of containing asbestos or hazardous materials are encountered, do not disturb; immediately notify FBOP. FBOP will remove hazardous materials promptly.
