FCC TERRE HAUTE - UPGRADE FIRE ALARM SYSTEM
PROJECT 23Z4AM4 - QUESTIONS & ANSWERS
SOLICITATION 15BFA023B00000041
1. Is there a certain sequence of work for the project as far as what order the buildings need to be done in?
CLARIFICATION: The awarded contractor will, in cooperation with the BOP, establish a project schedule in compliance with the period of performance.
2. Does the current building fire alarm system need to continue to be active until the new system is operational? This would not allow us to reuse conduit and wire as the existing devices would continue active.
CLARIFICATION: The awarded contractor will, in cooperation with the BOP, establish a project schedule to result in minimal disruption to an operational system.
3. Is there a plan that shows the routing of the new fiber install currently taking place between buildings and where inside the building it will enter?
CLARIFICATION: No, the BOP will have single mode fiber in each building. See Statement of Work G, 3.
4. A scissor lift will be required to reach the ceilings of the housing units in FCI. Would the inmates be cleared out during this time to allow this work to be done?
CLARIFICATION: The awarded contractor and the BOP will work cooperatively to schedule the use of lifts when lifts are required.
5. S.O.W. page 3 point 4 mentions a recreation area including outdoor recreation building that does not currently have a FA system. Please clarify where this is located? If drawings are not currently provided, please provide floor plan drawing.
CLARIFICATION: It is the small building on the Rec Yard of the FCI. See Drawings Attachment page 120, Rec Bldg, and page 141, 4-Office Bldg on FCI FPC Overhead Drawing.
6. S.O.W. point 6 starting on page 4 lists several buildings with no current fire alarm system. Please provide floor plans of these buildings listed as A-K so that a FA system can be designed.

10. What areas require RMC conduit and what areas can be EMT conduit?
CLARIFICATION: RMC will need to be used in all areas.
11. The Statement of Work lists buildings that need complete installation of fire alarm equipment and all conduit, cabling, device backboxes and panels for both the Federal Correctional Institution (SOW C.4) and Prison Camp (SOW C.6). There are no floor plans of the buildings that are needed to design and lay out the required fire alarm system so the work can be bid. Can background drawings of these buildings be published?

12. Would you be able to supply drawings of the interior wall of the buildings that currently do not have a fire alarm system and will need to be design/build?
CLARIFICATION: See response to question #11.
13. Per the note in Section 9, where possible fire alarm cabling shall be reused. This will mean those systems will be down until the full replacement of the system can be accomplished. Would you please confirm that it is the intent to have a system down until replacement is accomplished? As well as, that active.
CLARIFICATION: See response to question #2.
14. As well as, that the fire watch that will be required will be performed by the FCC?
CLARIFICATION: If fire watch is required FCC will make arrangements with staff to provide coverage.
15. Could we get a Fiber Topography drawing for the current fiber project?
CLARIFICATION: See response to question #3.
16. Section 12, could we clarify this whole section? Does on-site mean training of this specific system on site at the FCC?
CLARIFICATION: Training will be conducted on FCC Terre Haute grounds with Federal Bureau of Prisons staff from Terre Haute and other institutions.
17. With the travel portion of listed, it seems like it may mean the intent may be to have it off site. However, it states the FBOP will responsible to provide the adequate facilities. Would that be local or will we possibly need to account for traveling (hotel, per diem ect) for that training?
CLARIFICATION: See response to question #16.
18. In regards to Section 4, Point A, could you clarify what is the Outdoor Recreation Building?
CLARIFICATION: See response to question #5.
19. In regards to Section F, Number 2, if an electrician is performing the physical installation of the field devices, will they need to be certified by the manufacturer? Please understand the fire alarm company will come in afterwards to program, test and certify the device after the devices are installed by the Electrical Contractor.
CLARIFICATION: No certificate required by installer, just a certificate from FA company.
Section A – Introduction – “The Institution’s system will be replaced with new Edwards EST4 networked fire alarm panels, controls, and a FireWorks Workstation located in both the FCI and FPC Control Rooms and the FCI PBX Room.”
20. Will there be a total of three FireWorks Workstations required for this project?
CLARIFICATION: Yes, Camp Control, FCI Main Control, and FCI Private Branch Exchange (PBX) Room.
21. The SOW did not indicate that a printer would be required for this project – Will there be printer (s) required for this project and what location will the printer (s) be installed?
CLARIFICATION: No printer required. Print as used in the Statement of Work, Section C.2 shall be construed to mean generating reports that can be offloaded from the system to external media.
22. How many Control Rooms are in FCI and in FPC?
CLARIFICATION: There is 1 Control Room for the FCI and 1 Control Room for the FPC.
23. How many PBX Rooms are in FCI and in FPC?
CLARIFICATION: One PBX room covers both the FCI and the FPC.
Section A – Introduction – “The Federal Correctional Institution upgrade will consist of replacing the existing Simplex Grinnell panels, all input/notification devices, two annunciator panels, located in the Special Housing Unit and UNICOR, all associated power supplies, and the addition of a new Fireworks System.”
24. Please clarify that one annunciator panel will be replaced in the SHU and one annunciator panel will be replaced in UNICOR?
CLARIFICATION: Yes, one for the SHU and one for UNICOR.
25. Please provide the quantity of power supplies that are currently located in SHU?
CLARIFICATION: One.
26. Please provide the quantity of power supplies that are currently located in UNICOR?
CLARIFICATION: One.
27. Please clarify “the addition of a new FireWorks” (will this be installed in SHU or UNICOR or both?)
CHANGE: Only three total FireWorks Workstation. See Addendum to Statement of Work.
28. Will the FireWorks listed in item d above be in addition to the FireWorks specified in item 1A?
CLARIFICATION: No.
Section B – Scope of Work – “Operability features of the panels, remote annunciator panels and associated equipment will be at minimum, equal to the current system’s capabilities, to include wiring method (Class A) and remote annunciator.
29. The as-built drawings that were furnished for the Camp – indicates the NAC and SLC circuits are currently wired as Class B – Since the wiring is existing confirm that Class B wiring for NAC and SCL Circuits are approved for the FCI and the Camp?
CLARIFICATION: All wiring will remain at its current class. If wiring is Class B it will remain Class B, if wiring is Class A it will remain Class A.
Section B – Scope of Work – “The fire alarm system shall be networked using contractor installed 24 strand single mode fiber optic and Cat 6E or better cabling.”
30. Are there existing raceways to be used that are free and or empty?
31. Are there existing raceways to be used that have empty innerduct for contractor to use?
32. Will contractor install new fiber optic to all buildings listed in Paragraph 3.a through 3.ll?
33. The locations shown during the site visit had fiber optic located within the 20’ feet of the existing FA panels.
Since all locations were not seen for this project, what are the existing locations contractor will need to install new 24 fiber optic too?
CLARIFICATION: : See response to question #3.
34. Will these new locations contractor is to install 24 fiber optics to be within 20’ of the new existing FA panel locations?
Section C – Operational Specifications – Hardware replacement locations and specifications Paragraph 3 – “Replace existing fire alarm panels, remote annunciators, horn/strobes, strobes, pull stations, initiating devices and power supplies.
35. Do the buildings listed in Paragraph 3.a through 3.mm have an existing fire alarm control panel?
CLARIFICATION: There are three fire alarm control panels at the FCI located in the Control Room, Special Housing Unit (SHU), and UNICOR.
36. How many existing fire alarm panels are in buildings listed in Paragraph 3.a through 3.mm
CLARIFICATION: See response to question #35.
37. How many annunciators are located in each building listed in Paragraph 3.a through 3.mm?
CLARIFICATION: Zero.
38. Since all areas of the building were not seen during the walkthrough, how many existing booster power supplies are in each building listed in Paragraph 3.a through 3.mm?
CLARIFICATION: Only power supplies are with the fire alarm control panels at the FCI located in the Control Room, SHU, and UNICOR.
Section C – Operational Specifications – Hardware replacement locations and specifications – Paragraph 3 – “Refer to drawings as‐built for the Federal Correctional Institution.”
39. Will Contractor have as-built drawing for FCI by 9.20.2023 to prepare for the bid? (as-built drawings were furnished for the Camp).
CLARIFICATION: See drawings attachment pages 1-27 for the FCI.
Paragraph 3 – Housing Unit D, Housing Unit G, Housing Unit M, Housing Unit H, UNICOR, Terry Mill and Warehouse, Commissary, and Warehouse all have Flow Switches listed.
40. Is it the intent of this contract to only have the contractor replace the existing monitor modules for each flow or tamper switch??
CLARIFICATION: Yes.
Paragraph 4 – “Federal Correctional Institution – No Fire Alarm System Equipment Currently Installed. This will include an entirely new installation of a complete fire alarm system in the buildings listed below that do not currently have a fire alarm system.”
41. Will the owner provide drawings for the contractor to design fire alarm systems for the – Recreation to include Outdoor Recreation Building and the Rear Gate?
CLARIFICATION:
a. Recreation to include Outdoor Recreation Building, see drawings attachment pages 120 & 141
b. Rear Gate, see drawings attachment pages 143 -144
Paragraph 5 – Federal Prison Camp Equipment – HU-FA113, HU-FA114, HU-FA101, Bus Ctr FA151-152, Command Center, Visiting FA-112, and UPFIT FA-161 – are shown to have either a flow switch or tamper switch.
42. Is it the intent of this contract to only have the contractor replace the existing monitor modules for each flow or tamper switch?
CLARIFICATION: Yes.
43. Numerous existing buildings are shown to have existing flow switches without any tamper switch shown, is this true there is no tamper switches?
CLARIFICATION: There are no tamper switches with each flow switch.
44. If the buildings do have tamper switches, but are not listed in the device counts, provide the quantity of tamper switches existing for each building?
CLARIFICATION: See response to question #43.
Paragraph 6 - Federal Prison Camp ‐ No Fire Alarm System Equipment Currently Installed
45. Contractor must have drawings to design the Fire Alarm system for the following buildings, will these drawings be provided by September 21, 2023?
CLARIFICATION: See response to question #11.
46. Can the contractor have a 14 day time extension for design, review and bidding of this project since all drawings have not been provided?
CLARIFICATION: The bid opening has been extended to November 7, 2023 at 1:15pm.
47. Will there be fiber optics installed within 20’ by the owner to each location?

48. Will this FireWorks Workstation be in addition to the workstations shown in Questions #1 and #2 above?
CHANGE: Only three total FireWorks Workstation. See Addendum to Statement of Work.
Section F – Contractor Responsibilities Item 12 – Training – “The contractor shall furnish on‐site manufacturer accredited training for up to twenty (20) FBOP staff certifying them in the operation, troubleshooting, essential programming, testing and preventative maintenance practices on all installed Edwards EST4 Fire Alarm system equipment.” “On prior projects with FBO we have trained the Communications Technicians at the factory level and then only train the additional people on site personnel with a trained operational programmer. By doing so the additional people are not required to pass a pretest for training. If you require factory training “ALL” employees must past the pretest prior to training.
49. Please clarify what “on-site” means, the Prison Site or the Edwards Training Facility in Florida?
CLARIFICATION: See response to question #16.
50. Training is one week, and FireWorks Training is a different week – are you requesting Factory Certified Training for both EST4 and FireWorks for 20 employees to be included in our estimate? “As stated above, anyone not passing the pretest will not be allowed to attend Factory Certified Training.”
CLARIFICATION: Factory Certified Training shall be onsite for the EST4 Fire Alarm System, see SOW Section F.15.
51. Remote test/indicator station for all duct smoke detectors were not seen during site visit will these be required for all
Duct Smoke Detectors?
52. There is a device quantity conflict between the SOW and plans, is the Contractor to use the SOW quantity shown for the required devices to furnish?
CLARIFICATION: Yes, use quantities in the SOW, all areas will need to be NFPA compliant in accordance with Local, State and Federal laws. To include the required devices needed to meet all NFPA requirements and for the additional buildings added.
53. How many total Fire Alarm control panels are required for this project?
CLARIFICATION: See Statement of Work, Section B, Paragraph Three.
54. How many total FireWorks Workstations are required for this project?
CLARIFICATION: See response to question #20.
55. The SOW specifies smoke detectors for each of the buildings – the spare parts list shows a part number of SIGA- OSHCD, which is a combination smoke/heat/co detector – does the owner want a standard SIGA-OSD smoke detectors for each of the buildings?
56. The plans that were provided do not match the device quantities listed in the SOW – is the contractor to base the estimate on the quantities found in the SOW?
CLARIFICATION: See response to question #52.
On page 5 of 11 Section 9. Cross-Monitoring Fire Alarm Systems under NOTE: States Any new wire raceways required to be Installed to support the new fire alarm system shall utilize Rigid Metal Conduit (RMC). “During the site visit the contractors saw an abundant amount of Electrical Metallic Tubing (EMT) throughout the institution being used for the existing fire alarm system as well as other systems.”
57. What is the definition of Rigid Metal Conduit (RMC) is it Galvanized Rigid Steel Conduit (GRC), Intermediate Metal Rigid Conduit (IMC) or Electric Metallic Tubing (EMT)?
CLARIFICATION: It is Galvanized Rigid Steel Conduit (GRC).
58. Can the contractor use EMT Conduit for the Fire Alarm system and paint it RED for clearly definable system?
CLARIFICATION: No, rigid conduit must be used in all areas.
59. When can the Contractor be provided with the fire alarm test reports for both FCI & FPC locations prior to bid date?
CLARIFICATION: See attached, Fire Alarm Inspection 2023.
60. Will Fiber optics being installed by owner be located within 20” of existing and new Fire Alarm panels?
CLARIFICATION: No
61. During the site visit contractors noticed existing fire alarm panels had wiring troubles and one panel was marked non-operational. Will contractors be provided with a system free of any wiring troubles?
62. Will the awarded contractor be provided existing drawings in CAD format?
Under Section II. Contractor Security/Work Regulations “it states contractors should plan for a minimal amount of time accrued for security considerations i.e., check-in screening, check-out screening delay daily.
63. What is your definition of the word minimal amount in minutes or hours for loss production daily for the contractor employees?
CLARIFICATION: Account for a minimum of 30 minutes for check -in and check out, other security issues may account for a longer wait times and or work stoppages.
64. Battery Power Supplies (BPS) were not shown on the SOW, however during the walkthrough some were seen, how many existing BPS are currently in FCI and FPC?
CLARIFICATION: The FCI has and the FPC have batteries in the fire alarm panels at each location.
65. Can the contractor email the bids for this project, if original bid bond is sent in prior to opening?
CLARIFICATION: No, bids must be mailed in accordance with the Instruction to Bidders.
