About this file

This document is a Questions and Answers (Q&A) file for Solicitation 15B50225Q00000039, a chiller replacement project for the Department of Justice Bureau of Prisons Federal Correctional Complex in Beaumont. The Q&A addresses several critical technical and procedural inquiries from potential contractors, including clarifications about temporary chiller placement, warranty specifications, site logistics, and documentation requirements. Key questions cover the connection points for the new chiller, temporary equipment rental terms, subcontractor documentation (requiring SF-1413 form), material safety data sheet (SDS) submissions, and warranty coverage details.

Specific technical queries include confirming whether existing pumps will be used, obtaining serial numbers of current units, understanding connection points between block valves and in-ground lines, and verifying the scope of temporary chiller provisions during the installation process. The contractors seek clarity on on-site representation during subcontractor work, training hours, and precise warranty terms, with particular focus on whether a 1-year or 5-year parts and labor warranty is preferred for the chiller replacement project.

15B50225Q00000039 Q&As

The decision was discussed and agreed that the t connections would be between the block valves and the in ground 4" lines which require draining the system to install and allow the temporary chiller to be connected.

Is it possible that we could set the temporary chiller between the end of the driveway and brick retainer wall on the grass?

Are we supplying the temporary chiller only from the removal of the old unit and installation and start up of the new unit or does the government want a price for renting the machine for an extended time?

Is the contractor responsible for providing the rental in their bid submittal?

The second attachment states that "JCI" will "tie into the existing BAS system". Should this be included in our bid as "support only"?

EPS utilizes a construction cargo trailer that would be removed from site each day. Is this acceptable?

Is there a Hours/ man for training time?

In section IV it states "The Contractor shall provide to the COR (3) three copies of the material Safety Data Sheet (SDS) on all materials and substances that may be used over the course of the project." Can clarification be made to "all"? This typically refers to chemicals, refrigerant, insulation types.

On page 2 of the statement of work, it does not mention pump(s). I am curious if the plan is to use the existing pump(s) or if you want a new pump(s) to go with the chiller. Could you please clarify?

Please provide the serial number(s) for the existing unit(s).

I need to know if as the contractor I have to have someone on site with my subcontractor and what forms are needed to use the subcontractor.

The required form is a SF-1413 (https://www.gsa.gov/system/files/2023-10/SF1413-23.pdf).

This scope specifies 1 year parts and labor warranty with 5 year compressor part warranty. The other scope for the 2 chillers specifies the 5 years parts and labor. Do you want the 5 years or an option for 5 years p&L?
