The decision was discussed and agreed that the t connections would be between the block valves and the in ground 4" lines which require draining the system to install and allow the temporary chiller to be connected.
In accordance with the SOW, Contractor is responsible for installing valves and ”T’s” to allow for use of a portable chiller. It is the intent of this project, that this “T” will allow for use of a temp chiller during the install of the replacement chiller, as well as in the future, should it be necessary.
Is it possible that we could set the temporary chiller between the end of the driveway and brick retainer wall on the grass?
The temporary chiller can be set up on the grass, however, it will be the contractor’s responsibility to move, place, and level the chiller. Contractor shall ensure no damage occurs.
Are we supplying the temporary chiller only from the removal of the old unit and installation and start-up of the new unit or does the government want a price for renting the machine for an extended time?
In accordance with the SOW, the contractor shall, “Install a portable chiller for temporary cooling during chiller replacement utilizing the existing chilled water supply and return lines, and existing utility power.”
Is the contractor responsible for providing the rental in their bid submittal?
Yes. As required by the statement above.
The second attachment states that "JCI" will "tie into the existing BAS system". Should this be included in our bid as "support only"?
The current system only includes a start and stop relay. Based on the SOW, the contractor will “Ensure chiller is connected and programed to existing Building Management System.” If your company does not have the ability to do this, support from JCI should be included in your quote.
EPS utilizes a construction cargo trailer that would be removed from site each day. Is this acceptable?
Yes Is there a Hours/ man for training time?
No.
In section IV it states "The Contractor shall provide to the COR (3) three copies of the material Safety Data Sheet (SDS) on all materials and substances that may be used over the course of the project." Can clarification be made to "all"? This typically refers to chemicals, refrigerant, insulation types.
SDS sheets should be provided for all chemicals, refrigerants, insulations, and substances for which the manufacturer maintains SDS sheets.
On page 2 of the statement of work, it does not mention pump(s). I am curious if the plan is to use the existing pump(s) or if you want a new pump(s) to go with the chiller. Could you please clarify?
Current project is to replace the chiller, not the pumps. Work is restricted to what is included in the SOW.
Please provide the serial number(s) for the existing unit(s).

I need to know if as the contractor I have to have someone on site with my subcontractor and what forms are needed to use the subcontractor.
The required form is a SF-1413 (https://www.gsa.gov/system/files/2023-10/SF1413-23.pdf).
This scope specifies 1 year parts and labor warranty with 5 year compressor part warranty. The other scope for the 2 chillers specifies the 5 years parts and labor. Do you want the 5 years or an option for 5 years p&L?
Please refer to the SOW. “Must include 1 Year entire parts and labor warranty, 5 Year compressor parts only warranty for new chiller.”
