About this file
This document contains questions and responses regarding a solicitation to replace boilers in Building 346 for the Department of Justice Bureau of Prisons South Central Regional Office. The solicitation is seeking bids to remove two existing RBI boilers, pumps, controls, and associated hardware, and supply and install two new Raypak XTherm Type WH Water Heater Models 1505A or equivalent. Key details include that the existing boilers are RBI models FB1500, the pumps are two 10 hp motors, the boilers interface with an APS building automation system maintained by Kenny Farmer, and as-built plans are available upon award. Clarification is provided that the project basis of design has been updated to the Raypak XTherm 1505A with a performance period of 80 calendar days, and the venting will utilize two 8-inch core-drilled holes on the side of the mechanical room.

SOLICITATION NO. 15B50023Q00000004
SCRO-REPLACE BOILERS BUILDING 346
Questions
1. What boiler system is currently in place? Make & model number or photos of the boiler tags will work.
Currently in place are 2 RBI boilers - model FB1500 see attached for model and serial numbers
2. The basis of design covers multiple boiler sizes, does the government know what size boiler they wish to have installed?
We would like to have installed units with approximately the same size boiler.
3. The largest flue recommended by the manufacture is 8”, the statement of work calls for a 14” flue, please expand on what is required for this project.
Currently installed is a 14" flue that penetrates through 2 additional floors and the roof.
4. Can we get some photos of the boiler room.
See attached
5. What size pumps are currently in installed? Make & number or a photo of the pump tag will work.
2 - 10 hp motors see attached for model and serial numbers
6. We are assuming there is two pumps that need replaced, please confirm.
There is a pump tied to each boiler that will need to be replaced to ensure flow through the boiler.
7. Are the current boiler systems integrated into an automated building control system? If so, can we get the contact information of the contractor servicing / maintaining the controls system?
the boilers are integrated into the building automation system, the company that maintains the system is APS building Services. The contact is Kenny Farmer and the number is 972-387-3334
8. Are there any as-built plans for the existing system? If so it would be helpful to have a copy of them.
Available upon request after award.
9. Specifically, I need more clarification; the submittal is not filled out completely to tell me what trim to quote and it calls for B vent and you cannot use B Vent on these heaters.
Raypak does make the MVBs models H7 504A and H7 2004A that can use B vent, but they aren’t as efficient and not fully modulating. The models H7 503A and H7 2003A selected on the submittal and described in the verbiage must use SS venting with or without a fan. I’m not sure who they were working with getting this scope written but warranty would be void if B Vent was used. Here is a snippet from the manual regarding the vent.
10. I am requesting to provide alternate equipment to the one specified in the contract documents. All specifications are met or exceeded including efficiencies, modulation capabilities, integrated boiler controls, remote monitoring capabilities, touchscreen display, Modbus as standard with BACnet as an option, along with all warranty conditions.
11. Here is the conflicting problems:
1). The specs are calling for a type H MVB boiler. However the attached submittals specs sheet are calling for a Type WH XTherm Water Heater. Which would you like us to bid?
2). The MVB doesn’t come in the 1505A: only a 1503A (87% eff.), and a 1504A (84% eff.). Both are non-condensing boilers. The attached XTherm submittals sheets are a condensing boiler. Which would you like us to bid
Also, are you looking for a 97% efficiency Boilers or an 87% or an 84% Which would you like us to bid
The changes to the requirements are in red lettering.
We have updated the basis of design for the boilers to Raypack Model 1505A (see attached specifications). We have also modified the venting to two 8" core drilled holes to the side of the mechanical room (see attached photos).
Please review Amendment #3
12. This will be a side-wall venting application, correct? The vent will not turn up once it exits the wall.
13.There is not MVB with a model number of 1505A. The model numbers for MVBs would be a 1503A or a 1504A. A model 1505A is an Xtherm, condensing boiler, which would be very different than an MVB.
The depth of the boiler would go from 26” to 50”. Based on the pictures I have seen this may be a problem due to the lack of space in the boiler room. I want to make sure we are all on the same page.
Please advise.
1. is there is a drawing of the vent stack? I don’t know how many feet of vent you will need and how many elbows, etc.
Please review revised SOW with Attachment C pictures.
This project basis of design is Raypak XTherm – Type WH Water Heater Model 1505A with a period of performance of 80 calendar days. Contractor shall remove two existing boilers, pumps, controls, and associated hardware. Supply and installation of (2) new Raypak XTherm – Type WH Water Heater Models 1505A or equivalent. To cover new heater foot prints, the Contractor if required shall modify existing pad to add an additional 6” to the front or the rear of existing pads of each heater
FBOP will accept on the premise that adjacent Electrical panel door opening will not be impeded with a minimal opening radius of 30". In addition the footprint length of the RBI Futerea Fusion show 67". FROP will accept on the requirement that the existing pads are modified to properly place the units. Please see additional photos of boiler room on solicitation
