About this file

This is Addendum 2 to an Invitation to Bid issued by the Oregon Department of Corrections Purchasing Section for project S-29100-00015941, concerning the Eastern Oregon Correctional Institution F/G Unit Elevator Modernization. The addendum was issued on March 19, 2026, and modifies the original bid specifications through a series of clarifications, deletions, and revisions. Key modifications include acceptance of standard TK Elevator manufactured products with maintenance letters from the factory, approval of submersible pump units at 40 horsepower or less, reuse of existing oil lines with new fittings, requirement for new roller guides rather than retained slide guides, and replacement of existing hoist way door tracks per specification. The project timeline was revised to establish Substantial Completion at 200 days and Final Completion at 230 days from Notice to Proceed. The elevator cab remodel allowance of $5,000 material was deleted entirely and costs must be added to the base bid. The addendum specifies that no interim service pricing is required as the elevator is currently out of service.

The addendum clarifies that video-based interactive emergency communication systems are not required for this project, with telephone-only emergency communication systems being acceptable per the 2019 ASME A17.1 code and Oregon Authority Having Jurisdiction requirements. Cameras and card readers for security purposes are not required. Cab flooring requirements are specified in detail, requiring materials exposed to the car interior and hoistway to be metal, glass, or conform to flame spread and smoke development classifications per ASTM E84, ANSI/UL 723, or CAN/ULC-S102, with floor coverings, underlayment, and adhesives meeting a critical radiant flux of not less than 0.45 W/cm² per ASTM E648. This addendum constitutes a material change to the Invitation to Bid and requires bidder acknowledgment through authorized signature and return by the bid closing date of March 25, 2026, with failure to do so potentially resulting in bid rejection.

ADDENDUM 2

For S-29100-00015941

EOCI F/G Unit Elevator Modernization

Below you will find Revisions, clarifications, deletions and/or additions to the bid specifications.

This addendum modifies the related Invitation to Bid only to the extent specifically indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force and effect.

This addendum shall be added to and become part of the original Invitation to Bid.

1. Clarification - Will you accept a standard TK Elevator manufactured product if we provide a letter from our factory stating that it can be maintained by other companies without any special tools.

Answer - Yes, see attached Power and Signal Drawings.

2. Clarification - Will you accept a submersible pump unit if the HP is 40 HP or lower?

Answer - Yes, per the specification, 40 hp or less is acceptable.

3. Clarification - Can we reuse the existing oil line from the pump unit to the jack?

Answer - Yes, new fittings, etc. as required.

4. Clarification - Can we retain existing slide guides and install new inserts?

Answer - No, the specification requires new roller guides.

5. Clarification - Is your intent to replace the existing hoist way door tracks?

Answer -Yes, replace per specification.

6. Clarification -Because the car is out of service now, do you still want an interim service price or can we remove this from our pricing?

Answer – No interim service is required for this project as the elevator is currently out of service and has been for a time.

7. Will the winning modernization bidder be given an opportunity to provide service pricing on the other units in the facility?

Answer – DOC currently has a Contractor providing service to the existing working elevators. Awarded Contractor as well as other licensed Contractors are able to provide quotes to Owner for service at any time.

8. Clarification - •Specification, section 2.12C, page 44: Video-based interactive system.

The state of Oregon does NOT require this video system. This system would require internet access in the elevator machine room and ongoing monitoring (plus potential cellular connection) costs that can exceed $75 per month. The Oregon AHJ (Chief Elevator Inspector) requires adherence to the 2019 version of the ASME A17.1 elevator

Ryan.N.Kirtley@doc.oregon.gov code, but specifically excludes the requirement for video telecommunications. Prior to 2016 code, telephone-only emergency communication systems were acceptable and are entirely suitable for this application. Most elevators continue to have a phone-only system. We recommend deleting the video portion of this requirement.

Answer – Video-based interactive system is not required for this project.

9. Clarification - Cameras and/or card readers are not referenced in the specifications.

Request clarification. An internal camera would be expected in a high security environment. If requested, specify product and where the interface wiring needs to run to (typically the elevator machine room). Card readers at the hall entries would prevent unauthorized access to the elevator. Car readers in the car would prevent travel for unauthorized passengers to certain floors. Please advise if required. Specify product.

Interface to security system would be in the elevator machine room.

Answer – No cameras or card readers are required for this project.

10. Revision – Substantial and Final Completion days deleted in its entirety and replaced with Substantial Completion 200 days Final Completion 230 days from Notice to Proceed.

11. Revision – 2.11 CAR ENCLOSURES A. Elevator Cab Remodel Allowance ($5,000 material) is deleted in its entirety. Add the cost to the base bid.

12. Revision – Cab Flooring requirements
