About this file

This is a Request for Proposals (RFP) for Group of Twenty (G20) Event Production Services issued by the Treasury Common Services Center.

The solicitation (2032H326R00010) seeks a firm-fixed-price purchase order from a single contractor to provide comprehensive event production services for G20 meetings. The closing date for proposals is April 13, 2026, at 12:00 PM EST, submitted via email. The NAICS code is 561920 (Convention and Trade Show Organizers) with a $20 million size standard. This is an unrestricted competition under FAR Overhaul Subpart 12.2 procedures, not a FAR Part 15 negotiated competition. Offerors must be registered in the System for Award Management (SAM) and self-certify their size status. Proposals must include: Volume 1 (Key Personnel—2 pages each, 12 total); Volume 2 (Past Performance—2 pages each, maximum 10); Volume 3 (Technical Approach—10 pages); Volume 4 (Draft Production Schedule and Plenary Mock-up—5 pages); Volume 5 (Price—no page limit); Volume 6 (Administrative Documents—no page limit); and Volume 7 (Subcontracting Plan for Other Than Small Businesses only). All non-price proposal portions must use single-line spacing, 12-point Times New Roman font, and one-inch margins.

The Government will evaluate proposals using a best-value tradeoff methodology with the following non-price factors in descending order of importance: Key Personnel, Past Performance, Technical Approach, and Draft Production Schedule and Plenary Mock-up. Price is evaluated separately for reasonableness. Evaluation uses confidence ratings (High Confidence, Acceptable Confidence, Low Confidence, and No Confidence), with No Confidence or Low Confidence on Past Performance rendering proposals ineligible. Offerors must demonstrate relevant experience with ministerial-level events of similar size, scope, and complexity, with at least two past performance examples from the offeror itself rather than subcontractors. The contract will be firm-fixed-price and inclusive of all labor, travel, materials, equipment, freight, and insurance costs. Applicable federal provisions include FAR 52.203-2 through 52.219-1 regarding price certification, responsibility matters, women-owned business status, and small business representations, along with Treasury Acquisition Regulation provision 1052.219-73 regarding the Mentor-Protégé Program.

Section II – Schedule of Supplies and Services

The Contractor shall provide services in accordance with the requirement described in Attachment 1 – Statement of Work.

Section III – Instructions to Offerors

1. Proposal Format and Instructions All information shall be submitted in English. The proposal shall consist of the requested information in strict accordance with these instructions. Offerors are advised to read the entire RFP document, including all attachments, prior to submitting questions and/or preparing their proposal. Failure to comply with these requirements or any omission of required information may result in the proposal being rejected as being materially non-conforming to the RFP requirements. Any proprietary information shall be marked accordingly. If the proposal is not received by the due date and time, it will be considered late and will not be opened, nor evaluated.

Proposals shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall not simply rephrase or restate the Government’s requirements but rather provide convincing rationale to address how the Offeror intends to meet these requirements. Proposals which merely state that an Offeror “will comply” are insufficient and will be evaluated as such. The Offeror’s failure to provide adequate details may result in exclusion from award consideration or a decrease in the Government’s confidence in the Offeror’s ability to fulfill the requirement.

The Offeror shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in their proposal.

2. Basis for Award / Evaluation Methodology The Government will evaluate timely submitted proposals against the criteria set forth below and then utilize a best value tradeoff to make an award to the Offeror providing the best value to the Government. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The Government reserves the right to confer with the Offeror(s), if deemed necessary. The Government reserves the right to require the Offeror(s) to submit a revised proposal in accordance with the Government’s instructions at such time. The Government intends to make an award based upon initial submission; therefore, the Offeror shall submit their best terms in the initial proposal. A contingent proposal is not allowed, nor will it be accepted, considered, or evaluated by the Government. A contingent proposal is defined herein as a proposal that includes terms or conditions, and/or alternative solutions that imply the performance is contingent upon any sort of provisioning from the Government that is not set forth in the RFP.

The Government will conduct a proposal compliance on all timely submitted proposals to ensure all required documentation is provided and the page limitations set forth in Section 1 of this RFP are followed. Any Offeror deemed non-responsible or non-responsive will be deemed ineligible for award and their proposal will not be evaluated. The definition and general standards of a responsible prospective contractor are listed in FAR 9.104.

The Government defines responsive as providing a complete, accurate, honest, and timely proposal that addresses all aspects of the Governments requirement and includes all required volumes.

2.1 Evaluation Factors and Order of Relevance

The Government will evaluate all responsive (i.e., met all solicitation requirements) proposals in accordance with the evaluation factors stated below. All non-price evaluation factors are listed in descending order of importance. The non-price factors, when combined, are more important than price. Although non-price factors combined are more important than price, the Government will not automatically award to an Offeror that submits a proposal that is the highest technically rated. In determining the best overall value, the Government has the discretion to make an award to an Offeror whose proposed price is lower than that of an Offeror who is higher technically rated. Price will become more important the more the non-price evaluation factors are assessed as equal.

The evaluation factors are as follows:

Factor 1: Key Personnel Factor 2: Past Performance Factor 3: Technical Approach

Factor 4: Draft Production Schedule and Plenary Mock-up Factor 5: Price

Volume 6 will not be evaluated but rather be used to draft the award. Volume 7 will not be evaluated as part of the tradeoff but rather be negotiated with the apparent successful Offeror in accordance with RFO 19.109(a)(1)(i).

2.2 Evaluation Criteria

2.2.1 Factor 1: Key Personnel

The Government will evaluate the degree / extent that the résumé provided for each key person demonstrates the required expertise and experience stated in the SOW.

2.2.2 Factor 2: Past Performance

The Government will evaluate the Offeror’s past performance examples within Volume 2 based on the quality of recent and relevant past performance. The Government reserves the right to review additional information available to the Government, to include other Contractor Performance Assessment Rating System (CPARS) evaluations, to assist in evaluating the Offeror’s past performance.

2.2.2.1 Recency

To be recent, the contract(s) must be ongoing, or must have been performed within three years preceding the date of issuance of the solicitation.

2.2.2.2 Relevancy

To be relevant, contracts must be for efforts similar in size, scope, and complexity to those described in the SOW. The Government is particularly interested in ministerial-level work.

2.2.2.3 Quality

The Government will evaluate the quality of recent and relevant past performance examples by the ratings assigned on the CPARS evaluation(s).

2.2.3 Factor 3: Technical Approach

The Government will evaluate the Offeror’s approach and ability to fulfill all aspects of the requirement as described in the SOW. The Government will evaluate the Offeror’s plan and ability to manage all aspects of the requirement, including the management of any subcontractors and/or teaming partners, if applicable.

2.2.4 Factor 4: Draft Production Schedule and Plenary Mock-up The Government will evaluate the extent to which the Offeror’s draft schedule is comprehensive and clearly demonstrates the ability to meet all project milestones from design through final delivery. Emphasis will be placed on clarity of timelines, inclusion of key activities (e.g., revisions, build-out, and removal), and the feasibility of meeting deadlines, including coordination points requiring Government input.

The Government will evaluate the extent to which the proposed mock-ups are detailed, accurate, and fully responsive to the SOW requirements, including the quality and completeness of CAD drawings and supporting materials. Emphasis will be placed on how well the mock-ups demonstrate functionality, spatial planning, and suitability for intended meetings.

2.2.5 Factor 5: Price

The Government will evaluate the Offeror’s total contract price for fair and reasonableness.

2.3 Evaluation Ratings and Definitions

The Government will utilize the following evaluation ratings to evaluate all responsive proposals in accordance with the evaluation factors stated above. Factor 5 will not utilize a rating scale but will be evaluated for fair and reasonableness.

2.3.1 Confidence (Factors 1, 3, and 4)

The Government will evaluate Factors 1 (Key Personnel), 3 (Technical Approach), and 4 (Draft Production Schedule and Plenary Mock-ups) using the following confidence rating.

A rating of “No Confidence” will result in the proposal being ineligible for award.

Rating Definition High Confidence The Government has high confidence the Offeror understands the requirement, proposed a sound approach, and will be successful in performing the requirement with little or no Government intervention.

Acceptable Confidence

The Government has some confidence the Offeror understands the requirement, proposed a sound approach, and will be successful in performing the requirement with little or no Government intervention.

Low Confidence The Government has low confidence the Offeror understands the requirement, proposed a sound approach, and will be successful in performing the requirement with little or no Government intervention.

No Confidence The Government has no confidence the Offeror understands the requirement, proposed a sound approach, and will be successful in performing the requirement with little or no Government intervention.

Proposal fails to meet one or more minimum requirements.

2.3.2 Confidence (Factor 2)

The Government will evaluate Factor 2 (Past Performance) using the following confidence ratings. A rating of “Low Confidence” will result in the proposal being ineligible for award.

Rating Definition High Confidence Based on the Offeror’s past performance record, the Government has high confidence the Offeror will be successful in performing the requirement with little or no Government intervention.

Acceptable Confidence

Based on the Offeror’s past performance record, the Government has acceptable confidence the Offeror will be successful in performing the requirement with little or no Government intervention.

Low Confidence Based on the Offeror’s past performance record, the Government has low confidence the Offeror will be successful in performing the requirement with little or no Government intervention.

Neutral The Offeror has no record of relevant past performance, their past performance record is not available, or their past performance record is so sparse that no meaningful evaluation can be performed, nor confidence rating be reasonably assigned.

NOTE: A rating of High Confidence or Acceptable Confidence will be considered more advantageous than a rating of Neutral.

2.4 Award

The Government intends to award a purchase order to the responsible Offeror who’s proposal conforms to the requirements of the solicitation and represents the best value to the Government in accordance with the criteria stated above.

Federal taxes are considered delinquent if both of the following criteria apply:

(1) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if a pending administrative or judicial challenge remains. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(2) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

However, the Government will consider the certification in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.

(d) This provision does not require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a). The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.

(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award.
