About this file
This is an evaluation matrix document for design services related to Jacksonville Electric Authority (JEA)'s Brandy Branch to Normandy 230kV Transmission Line project in Jacksonville, Florida. JEA is soliciting experienced design and construction teams to perform all engineering, permitting, surveying, design, structure and material procurement, and construction services for installing a new overhead 230kV transmission circuit (circuit 979) between the existing Brandy Branch substation at 15701 Beaver Street West and the Normandy Substation at 9801 Crystal Springs Road in Jacksonville. The solicitation due date is September 15, 2026. Bidders are required to provide detailed project schedules reflecting design, permitting, material procurement, and construction phases with a desired in-service date of September 29, 2028, with the project start date of December 7, 2026. Key schedule milestones include 10% design completion by February 26, 2027, 30% design by April 9, 2027, and final design by September 30, 2027.
The evaluation matrix allocates 100 points across multiple criteria: Professional Staff Experience (15 points), Similar Project Experience with three reference projects (30 points), Project Schedule (20 points), Design Approach (15 points), Construction Approach and Resource Availability (15 points), and Jacksonville Small Emerging Business (JSEB) participation (5 points). Bidders must submit four key team member resumes demonstrating relevant experience, professional licensing, and project-specific expertise. Similar project experience must include three successfully completed or in-progress Engineering, Procurement, and Construction projects with 115kV or above overhead transmission lines completed within NESC Light or Medium Loading Districts in the past ten years. JSEB participation in the initial design scope work is incentivized, with points awarded based on the percentage of work subcontracted to JSEB firms, with the full 5 points awarded if the bidder itself qualifies as a JSEB. Liquidated damages will be enforced if the indicated in-service date is not met.

Project Schedule
This criterion assesses the completeness and clarity of the proposed project schedule. The bidder must provide an overall detailed design, permitting, material procurement, and construction schedule. The schedule should reflect the interfaces between key workgroups, disciplines, or crafts involved in the execution of the project and identify the critical path. The schedule should demonstrate realistic planning, dependencies, and effective time management to meet JEA’s milestone dates and outage time frames identified in the technical specifications. Incomplete or unclear schedules may result in lower evaluation scores. Some points will be awarded based on how close the bidder can meet an in-service date of 9/29/2028. If selected, JEA will hold the bidder to their indicated in-service date, and liquidated damages will be enforced if the date is not met. 20 Evaluate:
*Schedule provided by the bidder.
*Start Date is 12/07/2026 *10% Design by 2/26/2027 *30% Design by 4/09/2027 *Final Design by 9/30/2027 *Outages in the Fall and Spring Months per specs *Desired ISD date is 9/29/2028 (20 points)
Comprehensive and realistic task breakdown, including clear durations, dependencies, and resource allocation. Clearly identifies key project milestones, aligns with critical path, and meets JEA's milestones/ISD.
(16 - 20 points) Adequate breakdown of tasks, durations, and dependencies with some level of detail. Milestones are identified but may lack clarity or lack full alignment with the critical path. The schedule meets JEA's milestones and ISD or identifies a realistic ISD.
(11 - 15 points) Incomplete or unrealistic task breakdown with unclear durations and dependencies. Key milestones are missing or poorly defined, and the schedule does not align with critical project phases. The timeline fails to meet JEA's ISD or offers no alternate ISD.
(0 - 10 points) 20
