About this file

This is Addendum Number Two to a Request for Proposals issued by the Jacksonville Electric Authority (JEA) Procurement Department for Progressive Design-Build Services for the Brandy Branch to Normandy 230kV Transmission Line project. The addendum extends the original proposal due date from September 15, 2026, to September 22, 2026, at 12:00 PM EST. In response to this extension, all project milestones outlined in the technical specifications Section 4.4 have been correspondingly adjusted. Key milestones now include bid opening on September 22, 2026; bid grading on October 9, 2026; proposal negotiations on November 6, 2026; and Purchase Order issuance on December 7, 2026. Design phase deliverables are scheduled with 10% completion by February 26, 2027; 30% completion by April 9, 2027; 60% completion at a to-be-determined date; 90% completion at a to-be-determined date; and 100% final construction package delivery by September 30, 2027. Construction is scheduled to commence on December 6, 2027, with substantial completion targeted for September 29, 2028.

The addendum provides clarification regarding contractor eligibility requirements, confirming that prior performance with JEA is not mandatory for consideration. Respondents must have successfully completed or be currently completing three similar transmission line Engineering, Procurement, and Construction projects located in NESC Light or Medium Loading Districts within the ten years preceding the bid due date to qualify. Construction partners proposed by a respondent need not have previous experience with JEA, provided the entire proposed team satisfies all minimum qualification requirements, subcontractor requirements, and other solicitation requirements specified in the RFP.
